The International Committee of the Red Cross (ICRC) is an impartial, neutral, and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance. The ICRC is mandated to work in countries affected by armed conflict or other situations of violence. The ICRC is present in over 100 countries and has some 18,000 staff worldwide. In 2014, the ICRC expanded its presence in Ukraine. Over 900 team members working across the county in various professional fields.
ABOUT THE JOB
The Accountability, Analysis, and Evidence (A&E) Unit is looking for a competent Analysis and Evidence Specialist (MEAL Specialist) to join our team in Kyiv. The A&E unit strengthens understanding of needs, risks, and priorities of people affected by conflict across Ukraine. The Analysis and Evidence Specialist serves as the team’s methodology and analysis focal point, supporting assessments, monitoring activities, research, and analytical reporting. The role provides technical guidance to departments, including Economic Security, Health, Water and Habitat, Weapon Contamination, and Protection, ensuring that data collection and analysis processes align with ICRC standards and operational realities.
YOUR TASKS AND RESPONSIBILITIES

- Provide strategic guidance to colleagues in defining clear objectives, robust methodologies, and meaningful indicators for assessments and monitoring frameworks
- Lead the drafting and quality review of Terms of Reference (ToRs) for data collection exercises, analytical products, and monitoring initiatives
- Design and refine data collection tools to ensure methodological rigor, consistency, and user-friendly application across teams
- Shape and strengthen analytical outputs, including dashboards and reports, ensuring clarity, relevance, and operational usability
- Review and validate external analytical products, assessing methodological soundness and data quality when required
- Drive the development of multidisciplinary assessments and transversal analyses, fostering integrated, cross-sector insights to inform operational decision-making
- Monitor and synthesize relevant external analytical sources in Ukraine, ensuring the organization remains informed of key trends and developments
- Contribute to capacity-building initiatives, including the preparation and facilitation of training and workshops to strengthen analytical competencies
- Support coordination efforts and conduct occasional field visits to ICRC offices across Ukraine to ensure alignment and contextual relevance

ABOUT YOU
To be successful as an Analysis and Evidence Specialist in the A&E Unit, you should possess the following qualifications and experiences and have the following characteristics:
- Bachelor’s degree in Social Sciences, Behavioural Sciences, Political Science, Economics, Statistics, or a related field.
- Master’s degree in Social Sciences, Behavioural Sciences, Political Science, Economics, Statistics, or a related field is an asset (either completed or underway).
- 6 to 9 years overall professional experience in assessments, monitoring & evaluation, research, analytics or related areas
- Strong interpersonal and communication skills.
- Fluency in English and Ukrainian (both oral and written).
- Advanced computer skills, including Microsoft Office suite, SharePoint, and others
- Self-motivated with a strong commitment to teamwork and humanitarian principles
- Flexible, enthusiastic, and willing to learn
- Ability to organize and prioritize multiple tasks
- Ability to work within a diverse team and establish and maintain good working relations in a multi-ethnic, multi-cultural, and multi-disciplinary environment
