Who are we?
The Danish Refugee Council (DRC) is a Leading protection agency pursuing our mandate to protect and promote durable solutions to displacement-affected populations based on humanitarian principles. Our response in the occupied Palestinian territory is centered on empowering conflict affected communities to meet their basic needs and promoting safety and dignity by addressing protection risks. Operating from two offices in Deir al Balah and Gaza City, and with a coordination office in Ramallah, the DRC maintains an active presence with over 30 national and international staff and four civil society partners. DRC now aims to grow our operation as part of the Middle East Hub, which also comprises Türkiye, Yemen, Syria, Iraq, Lebanon and Jordan.
About the job
The Admin/HR Officer is responsible for carrying out administrative and HR tasks as related to smooth operation of DRC. This role has an area focus and ensures compliance to DRC procedures and guidelines within the area. The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to base operations.
The Admin/HR Office is under the management of the Area Manager and under the technical supervision of the HR Specialist.

Responsibilities
Human Resources
- Ensure that all HR standards, policies, and procedures as defined in the DRC Operations Handbook are consistently applied and remain fully compliant at all times.
- Support all phases of the recruitment process, including screening applications and interviews
- Draft new employment contracts, renewals, and amendments, and provide support on personnel-related matters with particular attention to compensation and benefits.
- Prepare, update, and maintain induction and briefing packages for new employees, and coordinate the onboarding process to ensure a smooth and structured integration.
- Support the implementation of the Performance & Development Process (PDP) when needed and ensuring timely completion and proper documentation.
- Coordinate and contribute to the development of a structured training plan for employees, utilizing the DRC Learning Catalogue and addressing identified capacity gaps.
- Prepare, advise on, and oversee staff leave management and absences in accordance with DRC policies and applicable labor laws.
- Support the management of staff complaints through established DRC mechanisms and ensure that the Code of Conduct is understood, communicated, and adhered to at all times.
- Serve, when applicable, as the focal point for liaison with the health insurance provider and other service providers on all staff health insurance–related matters.
Administration
- Support the Area Manager in the effective management and coordination of administrative functions to ensure smooth office operations.
- Act as the focal point for the administration of tenancy agreements, maintaining proper documentation and liaising with lessors to ensure compliance and timely follow-up on contractual matters.
- Ensure that onboarding and exit procedures are properly implemented for all staff, in close coordination with Supply Chain and Safety departments, to guarantee smooth transitions and full compliance with internal procedures.
- Follow up with the HR Assistant to ensure that all utility payments (electricity, water, internet, etc.) are processed accurately and settled on time, maintaining proper documentation and records.
Perform other relevant tasks as assigned by the Area Manager, or by the HR Specialist/Head of Support Services.
Experience and technical competencies:
- Minimum 2 years of relevant work experience in similar field.
- Experience working with INGOs
Education:
- University degree in HR Management, Business Administration or equivalent professional qualification
Languages:
- Fluency in Arabic
- Advanced English proficiency English.
