Organizational Context and Scope
Under the overall supervision of the Chief of Mission and direct supervision of the Protection Officer, and in close cooperation with relevant departments at Headquarters (HQs) and Regional Office (RO), the National Protection Officer will be responsible and accountable for supporting the management, coordination and oversight of the Country Office’s (CO) Protection Center in Algiers and case management of ie., child protection, counter-trafficking and smuggling of migrants, violence against women and girls and boys.
Responsibilities
- Manage all operations and case management of the Protection Center in Algiers, as well as case management for protection cases in the transit center.
- Support the effective development and implementation of CO’s Protection programming in the Protection center
- Adapt and Implement the SOP and internal guidelines for protection case management for operational management, guidance and supervision to the relevant staff, assisting in the Protection Center. Mentor and support staff, conduct relevant training and ensure capacity building of staff in the Protection Center, in line with IOM’s institutional tools and guidance and international protection standards.
Support the Senior Protection Officer and Protection Reporting Assistant in maintaining and further expanding relationships across UN Agencies, humanitarian organizations, government and community interlocutors, and with a broad range of other local interests toward the successful implementation of CO’s Protection programming.
Coordinate with livelihoods and MHPSS coordinators on activities in the centre.
Contribute to the timely and quality preparation and submission of weekly reports of the management of the Protection center, in close coordination with the Senior Protection team and CO’s Monitoring, Evaluations and Learning (MEAL) team.
Ensure visibility/communications materials in the Protection Center in close coordination with Public Information Officer/Focal Point, PSEA, Green, Gender and Disability FPs of the CO.
Ensure adequate CFM are in place and fully operational with the AAP Officer
Participate at the relevant donor or partner meetings, briefings and conferences at international and national level.
Perform such other duties as may be assigned.
Qualifications
Required Qualifications and Experience
Education
Master’s degree in International Relations, Political Science, Humanitarian Affairs, Economic
Development, Business or Public Administration, International Studies or a related field from an accredited academic institution with two years of relevant professional experience, or;
University degree in the above fields with four years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Experience in programme development and capacity-building activities;
- Experience in liaising with governmental and diplomatic authorities as well as with national and
- international institutions; and,
- Experience in organizing consultations, workshops and seminars with high level stakeholders.
Skills
Good management, coordination, and information management skills;
Knowledge of the UN System, NGOs and other international organizations/institutions;
Knowledge of protection programming, migration data, labour migration patterns and ability to
negotiate with government authorities;
Good knowledge of human and financial resources management;
Good analytical and writing skills;
Good communication, organizational and interpersonal relationship skills; and,
Knowledge of UN and bilateral donor programming;
Languages
REQUIRED
IOM’s official languages are English, French, and Spanish, all staff members are required to be fluent in one of the three languages.
For all applicants, fluency in English and French is required (oral and written). Working knowledge of Arabic, and of another UN official language (Chinese, Russian, and Spanish) is an advantage.
DESIRABLE
