Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Since the inception of IOM in 1951, Movement Operations have been and continue to be a fundamental pillar of the Organization’s work. The organized movement of persons in need of international migration assistance is a primary mandate of the Organization and a cornerstone of IOM’s operations. Movement Operations Units in various IOM Country Offices, coordinated under the Resettlement and Movement Management (RMM) Division in the Department of Mobility Pathways and Inclusion at IOM’s Geneva Headquarters, are responsible for all aspects of travel for migrants and refugees under IOM’s auspices, in accordance with the various framework agreements with resettlement and receiving Governments and partners across the spectrum of the Organization's programmes.
Under the general supervision of the Chief of Mission, the direct supervision of the Head of Unit (Movements), the incumbent will support the coordination of the Assisted Voluntary Return & Reintegration (AVRR) Unit and carry out the functions listed below in the IOM Country Office in Dublin, Ireland.
Responsibilities
Conduct protection assessments and contribute to the identification of protection risks and possible mitigations measures focusing on, among others, operational settings and accessibility of services, including protection risks for specific vulnerable groups, key protection actors on the ground and available referral pathways, safe environments for return in countries of origin (CoOs), etc.
Supervise and guide the AVRR case management team, supporting quality and consistency in individual case handling and documentation.
Support administrative and technical aspects related to the provision of pre-departure counselling, protection screenings, and needs assessments, with particular attention to vulnerable cases (e.g. VoTs, UASC, GBV survivors, persons with medical needs).
Review individual reintegration assistance plans, to verify that they are sustainable, culturally appropriate, and rights-based.
Liaise with government authorities, civil society, embassies, and IOM missions abroad to support the safe and dignified return of migrants.
Maintain and update internal procedures, checklists and guidelines in line with AVRR standards and IOM protection principles.
Organize case conferences and contribute to training sessions for staff to support protection-sensitive approaches in AVRR.
Carry out accurate and confidential data entry and case documentation in MiMOSA and other IOM databases.
Draft inputs for statistical and narrative reports on protection trends, challenges, and programme outputs for internal use and donor reporting.
Support IOM’s participation in protection and return-related coordination forums, working groups and meetings by preparing inputs, sharing information, or attending in a support capacity when delegated.
Maintain communication and coordination with IOM regional offices, HQ, and partners involved in return and reintegration.
Monitor programme expenditures and support procurement and logistics activities in line with IOM procedures.
Contribute to content related to AVRR for the Mission’s website and social media
Perform other duties as may be assigned.
Qualifications
High school diploma with at least seven years of relevant experience; or,
Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with five years of relevant professional experience.
Experience working with migrants, civil society, and governments.
Experience supervising or providing technical support to operational teams.
Strong experience supporting the integration of protection considerations across operations.
Proven experience providing protection assistance to migrants in vulnerable situations and communicating with individuals who have complex needs.
Experience working in programs that include a movement operations component is an advantage.
Experience with IOM or other UN agencies, particularly working on assisted voluntary return and reintegration, and/or specialized protection programs, is preferred.
- Strong Computer skills, including Word, Excel and Internet applications.
