Project Context and Scope

IOM, in cooperation with the Turkish Presidency of Migration Management (PMM), is implementing Japan-funded “Enhancing Energy Supply Capacities for Türkiye-Syria Border Management Through Renewable Energy” Project. The Project aims to support the installation of solar energy systems at selected Turkish land border crossing points (BCPs) to ensure a reliable and uninterrupted electricity supply for the continuous operation of border management information systems, communications, lighting, and security functions.

IOM Türkiye Immigration and Border Governance Unit (IBG Unit) is calling for international and national technical experts on solar energy technologies to support the implementation of the project activities.

Immigration and Border Governance 

Responsibilities

The selected expert/consultant will provide technical consultancy for the assessment, feasibility analysis and technical specifications of solar photovoltaic (PV) systems to be installed at selected Turkish land BCPs. The consultant will deliver the following outputs: 

  1. On-site Technical Assessment 

  • Conduct field visits to selected land BCPs together with IOM and PMM officials;

    • Assess the suitability of each site for solar PV installation, including:

      • Available rooftop and/or ground-mounted areas

      • Shading conditions and solar exposure

      • Existing electrical infrastructure and grid connection points

      • Structural suitability of buildings (where rooftop installation is considered)

      • Environmental and climatic conditions

      • Operational requirements, including identification of critical energy loads

      • Site-specific security and access considerations

  • A Site Assessment Report shall be prepared for each location, summarizing technical findings and constraints.

  1. Energy Demand and System Sizing Analysis

  • For each location
    • Review available historical electricity consumption data;
    • Analyze peak demand and daily load patterns;
    • Identify critical and essential loads to ensure operational continuity;
    • Estimate future demand growth, where relevant;
    • Determine the appropriate system capacity (kWp) and, where applicable, battery storage requirements (kWh).
  1. Feasibility Study and System Configuration

  • Based on the site and load analysis,
    • Identify and compare feasible PV system configurations, including:
      • Grid-tied systems
      • Off-grid systems
      • Hybrid systems with energy storage
    • Estimate expected annual energy production, and energy efficiency benefits;
    • Provide indicative capital and maintenance cost estimates;
    • Assess system reliability and maintenance requirements;
    • Conduct a risk assessment covering technical, operational, regulatory and environmental risks, with proposed mitigation measures.

The findings will be consolidated into a Feasibility Study Report for each selected BCP.

  1. Regulatory and Grid Integration Review

  • Review relevant Turkish regulations on renewable energy generation;
  • Assess grid interconnection feasibility and compliance requirements;
  • Identify permitting procedures and technical standards applicable to the proposed installations.
  1. Technical Specifications

  • Prepare the technical specifications document for possible procurement, including:
    • System configuration overview and basic electrical diagrams;
    • Technical specifications for PV modules, inverters, mounting systems and battery storage (if applicable), including itemized list of all materials, components and work required for the proposed PV system to support a competitive procurement process.
    • Minimum performance standards; 
    • Installation, testing, verification, and maintenance requirements. 
  1. Final Consolidated Report

The final consolidated report will include:

  • Site Assessment Reports
  • Load and Sizing Analysis
  • Feasibility Study
  • Risk Assessment
  • Regulatory Review
  • Technical Specifications
  • Executive Summary

Qualifications

Required Qualifications and Experiences:

  • Bachelor’s / master’s degree in electrical & Electronics Engineering, Energy Systems Engineering, or a related field.

  • Proven experience in the installation, and operation of solar PV systems and energy storage solutions and equipment specifications.

  • Experience in conducting feasibility studies, site assessments, and risk evaluations for renewable energy installations.

  • Excellent oral and written English skills; competency in Turkish is an asset.

  • Strong reporting and drafting, including the preparation of technical feasibility reports.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
