Context
UN Women, established in 2010 by the United Nations General Assembly, is the UN entity dedicated to gender equality and the empowerment of women. Grounded in the vision of equality enshrined in the UN Charter, UN Women works to eliminate discrimination against women and girls; empower women; and achieve equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, and peace and security.
In Mozambique, UN Women supports national efforts to advance gender equality and women’s empowerment in both development and humanitarian contexts. Its programme priorities include Women’s Economic Empowerment (WEE), Ending Violence Against Women and Girls (EVAWG), Women, Peace and Security (WPS), women’s leadership and participation in decision-making, and strengthening gender-responsive UN coordination. EVAWG is a core priority area, particularly in crisis and humanitarian settings, where risks of gender-based violence are heightened.
This UNV assignment forms part of UN Women Mozambique’s humanitarian and protection programming in Cabo Delgado, including a KOICA-funded flagship project supporting conflict-affected women and girls. The project aims to strengthen access to quality, survivor-centred gender-based violence (GBV) services, referrals, and prevention interventions for internally displaced, returnee, and host-community women and girls in conflict-affected districts such as Palma, Mocímboa da Praia, Nangade, Muidumbe, Macomia and Quissanga.
The project is implemented in line with the humanitarian–development–peace (HDP) nexus and UN Women’s EVAWG framework, promoting prevention, protection, and multisectoral response to GBV in fragile contexts.
Key stakeholders include government counterparts at the national, provincial and district levels, civil society organisations, including civil society implementing partners, women-led and community-based organisations, UN agencies, and humanitarian and development partners

Task description
Reporting to the Programme Specialist, the UNV Specialist contributes to EVAWG programme implementation, monitoring, reporting and partner coordination to support effective delivery of results, ensuring compliance with UN Women systems and survivor-centred programming principles.
1) Contribute technically to the development of EVAWG–Humanitarian programme strategies.
• Provide inputs to the design and formulation of the County Office’s Strategy Note, Annual Work Plan, programme/project proposals and initiatives in GBV prevention and response in humanitarian settings.
• Update the team on GBV trends, protection risks and humanitarian developments affecting women and girls.
• Liaise with government, GBV coordination structures and humanitarian actors.
• Prepare briefing notes and background materials on EVAWG and humanitarian action as required.
2) Provide support to the implementation and management of the project with a focus on EVAWG.
• Provide inputs to the annual work and budget plans.
• Support the implementation and follow-up of project activities.
• Support the selection and management of the civil society implementing partners of the project, including technical review of the proposals and capacity assessment of partners.
• Review and follow up on partner narrative reports and ensure alignment with financial reporting in a timely manner.
• Support partners in applying Results-Based Management (RBM) tools.
3) Provide technical assistance for the capacity development of project partners.
• Provide technical guidance to partners during activity implementation and monitoring.
• Maintain working relationships with partners to support the effective delivery of activities.
• Identify partner capacity gaps and facilitate capacity-building support and training, as needed.
• Support strengthening the capacity of GBV service providers, including the multisectoral GBV case management training.
4) Provide technical support for the monitoring and reporting of the project
• Monitor project progress, including field visits with the partner, using RBM tools and agreed indicators.
• Review, monitor and update the GBV Safety Audits developed for the six target districts in collaboration with the partners.
• Support data collection and documentation of results, lessons learned and good practices.
• Support in preparing mission reports, progress updates, and donor reports.
5) Support advocacy, knowledge building and communication of the project
• Contribute to the development of background documents, briefs, presentations, communication materials and knowledge products.
• Document lessons learned and good practices.
• Coordinate and organise advocacy campaigns, events, trainings, and workshops.
6) Contribute to building and strengthening partnerships and resource mobilisation efforts.
• Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.
• Participate in GBV coordination meetings as requested.
• Participate in donor meetings and public information events, as delegated.
• Provide inputs to resource mobilisation strategies and proposals; analyse and maintain information and databases.
7) The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.
