To support and facilitate the Technology assessment process as part of the NDC PAF project in Georgia, a national contractor is being recruited for the execution of activities in relation to climate change mitigation in the Transport sector under the direct supervision of UNEP CCC. The contractor shall provide technical services, on a part time basis, for the assessment of technology needs for climate change mitigation activities in Georgia and shall provide the following outputs: ● A Technology Needs Assessment (TNA) report consisting of three chapters: Chapter 1) Situation Analysis and Fact Sheet for 2 technologies in the Transport sector, Chapter 2) A Barrier Analysis and Enabling Framework (BA&EF) on existing barriers and enabling framework to facilitate the deployment and diffusion of technologies. Chapter 3) A Technology Action Plan (TAP), specifying activities and enabling frameworks, actors to take them forward, budget and timeline. ● One policy brief per technology taken to the TAP in the format agreed for the project with UNEP Copenhagen Climate Centre. UNEP Copenhagen Climate Centre will provide a template for the report and policy briefs. Training and capacity-building sessions on the methodology for conducting the work will be conducted by UNEP CCC. Monitoring and Progress Controls In close collaboration with the UNEP CCC team, the contractor will be responsible for, inter-alia: a) Identifying and establishing links with relevant stakeholders who will provide input to and validation of the technology assessment process. b) Collecting, analyzing and synthesizing information and data including undertaking of assessment in terms of market penetration, market potential, policy/regulatory/innovation system support, and institutional capacity. c) Organising consultative stakeholder interviews, meetings and validation sessions (at least one sector specific working session). d) Facilitate a co-creation process to incorporate input from stakeholders on technology specific barriers, measures and in the development of a policy relevant action plan that can support technology implementation in the country. e) Prepare and finalize the TNA report synthesizing result from the analysis and co-creation process. The contractor will be required to use best practices, guidelines, methodologies and technical guidance available through the UNEP Copenhagen Climate Centre and other approved sources.

Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP Copenhagen Climate Centre is supporting the Government of Georgia, specifically Ministry of Environmental Protection and Agriculture of Georgia, in the development of Sector-specific baseline emission factors (Output 1), Marginal Abatement Cost Curves (MACCs) (Output 2), Development of Climate project pipeline (Output 3), Technology needs and availability assessment (Output 4) and Stakeholder Engagement (Output 5). Under Outputs 4 and 5, the support of a local Climate Change Mitigation, Transport Expert, is required. Under the direct supervision of the UNEP Project Manager, the Climate Change Mitigation, Transport Expert will conduct a stakeholder informed technology needs assessment for two technologies in the Transport sector in Georgia. Georgia conducted its first Technology Needs Assessment (TNA), in 2012, and recently finalised an updated GCF funded TNA trough the CTCN where twelve technologies in four sectors (Energy Generation and Supply, Transport, Buildings, and Agriculture) were prioritised. However, an assessment of barriers and gaps, in terms of market penetration, policy/regulatory support, and institutional capacity is needed to determine measures for supporting the uptake of specific high impact technologies. The consultancy services under this contract will feed into the overall work to support Georgia in addressing these gaps specifically in the areas of technology assessment and policy recommendations. The outputs of the consultancy will strengthen Georgia’s capacity to implement NDC 3.0, mobilize climate finance, and enhance readiness for Article 6 cooperative approaches. The Local Climate Change Mitigation, Transport Expert will gather data and engage with local stakeholders supporting UNEP CCC staff with activities under Output 4 Technology needs and availability assessment and Output 5 Stakeholder Engagement. Activity 4.1: Conduct technology gap analysis in priority sectors. Activity 4.2: Engage industry stakeholders, suppliers, and financiers to assess adoption capacity. Activity 5.1 Map stakeholders and organize consultations/workshops for validation and awareness. Activity 5.3 Facilitate inclusive dialogue with government, private sector, civil society, and partners. On this background, the main objectives of the current assignment are: ● Map stakeholders and conduct a detailed and consultative Barrier and Enabling Framework analysis of two selected technologies in the Transport sector to identify barriers hindering its acquisition, deployment, and diffusion and to identify measures to overcome them while meeting Georgia's national sustainable development goals and priorities. ● To develop, in consultation with key national stakeholders, Technology Action Plans specifying activities and enabling frameworks to overcome the barriers and facilitate the transfer, adoption and diffusion of selected technologies (2 technologies in the Transport sector) and develop one policy brief per technology summarizing the policy relevant actions within the Technology Action Plans. ● Organize consultations and workshop for inclusive dialogue and validation with government, private sector, civil society and partners. The local consultant will benefit from her/his extensive local network in functioning as a liaison between the public sector in Georgia and the UNEP project team. Moreover, she/he will reach out the public stakeholders to engage them productively on this project. As part of the data-collection process, the consultant will also liaise with sector-specific government agencies, which may include conducting in-person meetings as needed to ensure completeness and accuracy of information. Task 1: Map stakeholders and prepare detailed work plan and sector specific stakeholder list Deliverable: Detailed Work Plan and Sector/technology specific stakeholder list Timeframe (tentative): 15. Task 2: Conduct background research Prepare introductory chapter with a sector and technology specific Situation analysis. Review of existing documents and data gathering via stakeholder consultations. Deliverable: Chapter 1 – Situation Analysis and Fact Sheets for 2 technologies in the Transport sector The overall length of the chapter is not expected to exceed 10 pages. The overall length of the Fact Sheets is not expected to exceed 5 pages per technology. Timeframe (tentative): 15. June 2026 Additional remarks: Outline for TNA report to be provided by UNEP Copenhagen Climate Centre. Task 3: Conduct a barrier and enabling frameworks analysis for the deployment and diffusion of 2 selected technologies in the Transport sector (BA&EF report) with stakeholder input. The expert will conduct: Analysis of the market for the technologies and barriers for development, deployment and diffusion of 2 technologies in the Transport sector. Identify measures to overcome barriers Propose enabling frameworks to overcome barriers Engage stakeholders via expert interviews and one co-creation session. Deliverable: Chapter 2 BA&EF The BA&EF chapter provides a detailed understanding of the barriers facing these technologies in each country, followed by a clear analysis of what rules, regulations, incentives and market support mechanisms are required to overcome them, collectively referred to as the ‘enabling framework.The overall length of the chapter is not expected to exceed 30 pages. Timeframe (tentative): 1. October 2026 Additional remarks: Detailed methodological guidelines for the barrier and enabling frameworks analysis will be provided by UNEP CCC Outline for BA&EF chapter to be provided by UNEP Copenhagen Climate Centre. Task 4: Prepare a Technology Action Plan (TAP) and policy briefs for 2 technologies in the Transport sector In collaboration with the UNEP CCC the expert will develop technology action plans for the deployment and diffusion of the prioritised technologies in the country and develop one policy brief per technology Deliverable: Chapter 3 TAP The TAP Chapter is based on the measures identified for overcoming the barriers to technology implementation, and it specifies how to implement these measures, including who is responsible, when and from where for securing funding. As such, a TAP serves as a bridge between the analysis of the technologies and their implementation. The overall length of the chapter is not expected to exceed 10 pages. The overall length of the policy brief is not expected to exceed 2 pages per technology. Timeframe (tentative): 1. Qualifications/special skills
The contractor should possess at least a postgraduate degree in environmental management or other climate-related fields. The contractor should possess expertise in the Transport sector. Minimum of 7 years of relevant work experience with Bachelors degree and minimum of 5 years of relevant work experience with Master’s degree. The expert should possess at least 5 years of work experience in the Transport sector or related fields, preferably in Georgia. At least 5 years practical experience in relevant fields, including research analysis, stakeholder engagement and project management. Experience in an international agency or organization is desirable, preferably in Georgia.
Languages
Fluency in written and spoken English is required. Georgian language skills are an asset.
