What we are looking for
The Norwegian Refugee Council (NRC) is seeking a highly qualified, resilient, and dynamic professional to take up the role of Education Programme Development Manager for Cameroon. The purpose of the role is to design, develop and implement Education programme/project(s) for Cameroon (Northwest, Southwest Regions and Far North). As an Education PDM, you will be responsible for the technical and strategic development of the Education Core Competency (CC), and you will provide strategic direction and quality assurance for NRC programming. You will be responsible for implementation with local partners, mentoring, training and capacity strengthening staff. You will also take a lead role to develop the education portfolio in the country by setting minimum standards and developing relevant tools/procedures, while coordinating the response and actively contributing to advocacy as well as programme design and proposal development for the fundraising of the CC. The following is a brief description of the role.
What you will do
Develop the Education strategy, technical SoPs / guidelines and Macro Log-frames (MLF) inclusive of partnerships, that are aligned with regional and global strategies and priorities, in coordination with the other Core Competency (CC) Specialists/PDMs.
Compliance with and adherence to NRC policies, Global Education Strategy, as leading technical document to comply with/ align to, Education tools, handbooks and guidelines.
Responsible for programme development and roll-out of relevant tools, SOPs and guidelines, as well Define, develop and grow NRC Cameroon’s Education programme ensuring that it remains relevant, needs based, and data driven.
Lead needs Education assessments and response analyses, together with other CCs to ensure synergies and multi-sector responses and advise the Country Programme in appropriate and relevant actions required to new emergencies.
Lead external coordination engagement with cluster mechanisms and other humanitarian actors.as managing funding proposals, project budgets and donor reports.

What you will bring
Degree in International Relations, or Social Sciences (Master’s degree would be advantageous).
Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context.
Experience from working in complex and volatile contexts
Managerial experience with a focus on strategy and programme development desirable
Technical Education expertise, in particular non-formal education, youth programming and phycological support
Ability to work effectively in a matrix hierarchical structure with various internal interlocutors and communication lines.
Documented results related to the position’s responsibilities.
Knowledge and skills in market analysis, cash-based interventions and market-based programmes
Knowledge about own leadership skills/profile
Fluency in English, both written and verbal
Knowledge of the context in Cameroon and especially Northwest and Southwest is desirable
Experience with Program/program start-up, exit or similar strategies.
Good understanding of key technical standards (INEE, SPHERE, HAP, IASC, gender mainstreaming, IHL, humanitarian principles etc.) with the ability to integrate into response programming.
Experience in team and partners capacity development
A clear interest and understanding of humanitarian issues from emergency to protracted crisis
A clear interest and understanding of Protection Mainstreaming (Safe and Inclusive Programming)
Advanced computer skills, especially in MS Word, Excel, Power Point and Outlook
What we offer
Duty station: Bamenda, Cameroon
Contract: fixed national contract (9 months until end of December 2026)
Travel: up to 40% to the areas of operation of NRC in Cameroon
Salary/benefits: grade 9 on NRC’s salary scale, with accompanying terms and conditions

Over the past few years, thousands of families in Cameroon have been displaced from their homes due to armed conflict, political unrest and extreme weather events. It’s one of the most neglected crises in the world, but the Norwegian Refugee Council (NRC) has been on the ground there since 2017 – making sure displaced families have shelter, food and clean water, as well as access to education and vital legal assistance. In Cameroon, three humanitarian crises are unfolding simultaneously.
For the past decade, recurrent attacks by non-state armed groups in the Far North region have forced over 573,000 people to flee internally.
At the same time, thousands of families have been driven from their homes in the Southwest and Northwest regions, with over 648,000 people displaced within Cameroon, and almost 90,000 Cameroonian refugees in Nigeria. And to compound the situation, election violence in the Central African Republic has driven more than 353,000 refugees across the border into Cameroon since 2013.
These crises are bringing more hardship to communities that were already struggling for food and water. As access to land and farming becomes ever more restricted, livelihoods are at risk and people are suffering across Cameroon.
