What we are looking for:
The Finance advisor is responsible for ensuring that the financial setup adheres to NRC standards, supporting program and project implementation, and managing delegated areas of responsibility.
What you will do:
Generic Responsibilities:
- Implement NRC’s systems and procedures at area level
- Ensure adherence to NRC policies, handbooks, guidelines and donor requirements
- Support line managers in procedures and require support team training
- Prepare donor budget and financial reports
- Review and approve Purchase request
- Support field office finance staff in both budgeting, monitoring, spending plans preparation and financial reporting
- Facilitate finance induction and training on NRC budgeting/monitoring tools
Specific Responsibilities:
Work with managers on the development of budget proposals.
Established financial reports and budget, in collaboration with the Finance Manager or Financial Controller.
Maintain budgetary control, prepare and regular update budget Vs Actual reports and conduct meetings,
Allocation of shared costs – Salaries, rent, vehicle rent etc.
Provides financial support and training to finance and non-finance staff.
Assist in preparation and update Master Budget.
Prepare financial analysis to Finance Manager eg- Master Budget Coverage etc.
Ensure the archiving of finance documents such as monthly payment vouchers in electronic copy.
What you will bring:
Generic professional competencies:
University Degree in the field of Finance
Minimum 5 years of experience working as a senior Finance coordinator or advisor in a humanitarian/recovery context
Experience in working in complex and volatile contexts
Documented results related to the position’s responsibilities
Knowledge about own leadership skills/profile
Advance MS Excel Skills
Fluency in English and Arabic, both written and verbal
Context/ Specific skills, knowledge and experience:
Strong financial and analytical skills
Experience in preparing budgets and budget monitoring reports
Sound knowledge of accounting principle and standards
Experience with ECHO, SIDA, NMFA, UNHCR, EU and other donors budgeting and reporting
Experience with large, complex, or multi-applicant projects that have strict donor regulations is highly beneficial.
Understanding and experience using Agresso/Unit4 or other accounting software is an advantage
Experience with start-up, exit or similar
What we offer:
Duty station: Juba, South Sudan
Contract: national contract, 12 months
Travel: 30%
Salary/benefits: grade 8 on NRC’s national salary scale.

An estimated 9.4 million people in South Sudan need humanitarian assistance and protection services in 2023, reflecting 76 per cent of the population. Many of the 2.3 million South Sudanese living in protracted displacement since 2013 have been displaced multiple times and cannot return home. The ongoing conflict in Sudan continues to drive significant displacement into South Sudan with hundred thousands new arrivals since April 2023. The returnees are encouraged to go to areas of origin, places that are equally vulnerable and lack basic services. Often their houses, land or property has been destroyed by the civil war or is occupied. Humanitarian actors are over stretched by the volume of returns and associated needs.
Over 83 per cent of South Sudan’s population relies on subsistence farming, livelihood, and fishing as their primary source of livelihoods, leaving them vulnerable to climatic and conflict related shocks and stressors. Disrupted supply chains, weakening currency, and rising cost, diminishes the purchasing power of the population, exacerbating existing malnutrition and food insecurity. South Sudan remains one of the most severe protection crises in the world, with high levels of gender-based violence and significant gross human rights violations across the country, and with people impacted by violence having limited access to justice and the rule of law.
Despite significant deployment of humanitarian assistance, the cumulative effects of years of conflict, a surge in sub-national violence, and unprecedented flooding, leaves vulnerable population in urgent needs of basic services and protection.
