Tiered Approach
In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:

Background
The United Nations Development Programme (UNDP) is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP's policy work carried out at HQ, Regional Hubs and Country Office levels, forms a contiguous spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan.
Within the GPN, the Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policies and guidance to support the results of UNDP's Strategic Plan. BPPS's staff provides technical advice to Country Offices, advocates for UNDP corporate messages, represents UNDP at multi-stakeholder fora including public-private dialogues, government and civil society dialogues, and engages in UN inter-agency coordination in specific thematic areas. BPPS works closely with UNDP's Crisis Bureau (CB) to support emergency and crisis response. BPPS ensures that issues of risk are fully integrated into UNDP's development programmes. BPPS assists UNDP and partners to achieve higher quality development results through an integrated approach that links results-based management and performance monitoring with more effective and new ways of working. BPPS supports UNDP and partners to be more innovative, knowledge and data-driven including in its programme support efforts.
The 2030 Agenda for SDGs and the pledge to leave no one behind reflect the interconnectedness of health and sustainable development, including widening economic and social inequalities, the climate crisis, rapid urbanization, the continuing burden of HIV and other infectious diseases (e.g., malaria, tuberculosis), the growing burden of non-communicable diseases and the emergence of health threats. The scope and scale of delivering health and well-being for all demands innovative partnerships and financing. As affirmed in the Political Declaration of the 2019 High-Level Meeting on Universal Health Coverage (UHC), the Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund), Gavi, the Vaccine Alliance (Gavi) and others are critical partners for delivering on the health-related goals of the 2030 Agenda. Stronger Collaboration, Better Health: Global Action Plan for Healthy Lives and Well-being for All outlines how a dozen multilateral health, development and humanitarian agencies, including UNDP, the Global Fund, Gavi and others will collaborate to be more efficient and effective in supporting countries to deliver UHC and achieve the health-related SDG targets.

As a long-standing partner of the Global Fund, UNDP’s value proposition lies in providing an integrated package of development solutions to strengthen institutions to deliver health services. Through its contributions as interim Principal Recipient (PR) and provider of technical assistance to Global Fund grants in 53 countries since 2003, UNDP’s provision of the integrated policy, implementation and capacity development support to countries has yielded significant health and development results in challenging operating environments. Proactive risk management and investing in sustainability are the cornerstones of UNDP’s portfolio management approach in supporting countries with significant national capacity constraints to manage large-scale health programmes. By providing technical assistance to national counterparts during all phases of implementation, strengthening legislation, policies and regulatory frameworks, and building capacities across key functional areas, including financial management, health information systems, systems for managing health products, UNDP is able to deliver results whilst sustainably transitioning to national entities. UNDP’s track record as PR over the last 15 years and capacity to deliver in challenging operating environments has been critical for strengthening its positioning as a health implementation support partner
Based on demand from UNDP Country Offices, and building on the relationships, expertise, systems and partnerships, including across the UN family, and comparative advantage established through the Global Fund partnership, the GPN/BPPS/Health and HIV Group (HHG)/Global Fund Partnership and Health Systems Team (GFPHST, also referred to as the Global Fund Partnership Team) is providing support to Country Offices through three overarching modalities: 1) the Global Fund portfolio, 2) health procurement and supply chain management support, and 3) other health implementation support beyond the Global Fund, including Gavi-funded activities and Smart Health Facilities.
Under the direct supervision of the Deputy Manager, Global Health Partnership Team, the Programme and Operations Support Analyst ensures effective and efficient administrative and operational support to the Global Fund Partnership Team. The Programme and Operations Support Analyst also provides programme and operational support ensuring high quality, accuracy and consistency of work. The Programme and Operations Support Analyst works in close collaboration with the Finance and Operations Teams, project staff in Country Offices, HHG Group staff and other UN agencies staff to exchange information and ensure consistent service delivery.
Duties and Responsibilities
i. Implementation of operational and administrative strategies and policies:
- Ensures compliance of operations with UN/UNDP rules, regulations and policies, implementation of corporate operational strategies, establishment of management targets and monitoring achievement of results;
- Supports delivery of the team’s workplan and ensures compliance with internal Standard Operating Procedures in Finance, Human Resources Management and Procurement;
- Follows up with personnel, tracks and reports to management on completion of mandatory trainings, BTORs and PMDs;
- Prepares and maintains quarterly leave planning, missions and telecommuting requests;
- Follows-up on deadlines, commitments made, actions taken and coordination of collection and submission of reports;
- Ensures proper digital filing including development and maintenance of Operations library in SharePoint;
- Supports the Team in organization of conferences, workshops, and other events, assessing resources requirements (staff and financing), preparing budgets, securing venues and organizing logistics and participant coordination;
• Processes official mission travel requests, including timely follow-up action on medical/security clearance, claims, signatures as appropriate and ensuring preparation of the necessary documents in Quantum, and coordinate closely with Central Travel Desk and travel service providers;
• Focal point for onboarding and induction process of new personnel including managing GFHIST email accounts and providing administrative/operational guidance;
• Serves as the Team’s focal point for all interactions with the Geneva Office on all programme and operational support.
ii. Implementation of HR services including managing the GPN/HHG Roster of Experts
- Leads on the Team’s human resources management, including development of job descriptions, recruitment strategies, position creation, classifications, submission of hiring requests to BPPS/GSSC and regular tracking;
- Coordinates with GSSCs ensuring timely recruitments, issuance of contracts and contract extensions;
- Leads on administering intern recruitment processes;
- Manages the GPN/HHG Expert Roster for the categories relevant to the work of the Team, including, receiving requests from Country Offices and verifying consultants for inclusion in the Roster;
- Assists in the vetting of new experts including screening of CVs and coordinate evaluation process;
- Maintains and updates the Experts Roster and Staffing Trackers as and when required;
- Ensures full compliance of procurement activities and track contracts, vendors and consultant agreements.
iii. Financial and Budgetary management:
- Supports the Finance Adviser in the preparation of annual budget and administration of Team’s office rent and common services payments;
- Review and process payment requests, when required, ensuring verification of timesheets and Certificate of Payments;
- Performs buyer role in Quantum , creation of requisitions and purchase orders and reconciliation of settlements to be paid by Finance Unit. Ensures that Purchase orders are duly prepared and dispatched. Timely corrective actions on POs with budget check errors;
- Tracks, monitors and reports on the use of project resources for personnel and reconciles financial data and reports to ensure accuracy and conformity with UNDP financial and administrative rules and regulations;
- Perform the role of Asset Focal point, when required, maintenance of records on asset management, preparation of reports and support in asset certification processes.
iv. Support knowledge building and knowledge sharing, focusing on achievement of the following results:
- Suggests ideas for streamlining of procedures to deliver optimal client service;
- Enhances work efficiency through constant evaluation and analysis of processes within the Team, including supporting in the elaboration of Standard Operating Procedures (SOPs, as required);

Required Skills and Experience
Education:
- Advanced university degree (master’s degree or equivalent) in Business Administration, Public Administration, Human Resources Management, Communications or other related Social Sciences is required. OR
- A first-level university degree (bachelor’s degree) in the areas stated above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
- A minimum of 2 years (with master´s degree) or 4 years (with bachelor’s degree ) of progressive relevant experience in administrative, programme or operational management is required at the national or international level.
- Strong knowledge and experience in using UNDP’s ERP (Quantum) is required.
- Experience and knowledge of UN/UNDP human resources processes and procedures is desirable.
- Experience and knowledge of UN/UNDP operational activities including finance, travel and procurement is desirable.
- Experience working with developing countries is desirable.
Languages:
- Fluency in English is required
- Knowlege of French is an assset.
