INTRODUCTION TO GGGI

Currently, GGGI is implementing the Asia Low Carbon Buildings Transition (ALCBT) Project in Cambodia, India, Indonesia, Thailand, and Vietnam. The project aims to address regulatory, capacity, and financing gaps hindering the large-scale adoption of low-carbon buildings in the project countries. To catalyze a nationwide transition, the project will develop standardized tools and systems for carbon emission management, enhance the capacity of industry professionals and government officials on low-carbon buildings practices and sustainable cooling, facilitate financing for low-carbon buildings, and foster knowledge sharing among countries. GGGI led the project, collaborating with a consortium of international partners (HEAT International, ASEAN Centre for Energy, and Energy Efficiency Services Limited) and engaging with government institutions to ensure project integration within national policies. The project will benefit various stakeholders, including government agencies, building professionals, financial institutions, and academic institutions. ALCBT is implemented through a grant from the International Climate Initiative (IKI) under the German Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety (BMUKN).
POSITION SUMMARY
The Associate will support the implementation of the ALCBT project in Indonesia. This position will support in policy enhancement and implementation initiatives, technical analyses, stakeholder engagement, effective delivery of LCB training and workshops, replication and scaling-up efforts, and mobilizing green financing aimed at the decarbonization of the buildings sector in Indonesia. S/he will report to the Energy Efficiency Senior Associate in Indonesia and will work closely with GGGI Indonesia and ALCBT project team.
S/he must possess the technical capacity to understand gaps, challenges, and opportunities in the building sector in Indonesia. This includes proven experience in designing or implementing projects related to green buildings, low-carbon building practices, building/building energy codes, building energy efficiency achieved through improved design, use of low-carbon materials, and retrofitting.
The Associate will provide day-to-day administrative and technical support to the ALCBT project team. S/he will be based at GGGI's Jakarta Office and should be willing to travel to sub-national pilot sites.
PURPOSE
- Regularly conduct research and provide advisory support to the project team regarding low-carbon buildings standards and practices, energy-efficient technologies, buildings-sector industry trends, and policy and governance gaps and opportunities to enable transitions towards low-carbon buildings.
- Carry out technical assignments for specific project activities in accordance with his/her expertise in buildings life-cycle carbon management and energy efficiency, and provide technical analytical input to support project output delivery.
- Support policy development by analyzing regulatory gaps, drafting recommendations for enabling policies.
- Provide support for robust project management and oversee the progress, verify compliance and monitor project implementation, identifying challenges with solutions as relevant.
- Monitor and report on project activities to ensure efficiency and consistency with established work plans to support program management.
- Organize and review data related to Monitoring & Evaluation (M&E) metrics ensuring quality of information and conformity with established M&E procedures.
- Support country-level communications and outreach campaigns for the program.
- Provide insights and technical advice to help ensure timely delivery of project outputs and project implementation.
- Support the organization of events, including developing budget estimations, managing event calendars, and documentation.
- Maintain an efficient filing system and database for all project documentation, including invoices, activity records, and minutes of meetings, to ensure data integrity and easy retrieval.
- Partner with the GGGI operations team to manage budget, procurement, and travel logistics. Ensure all program activities adhere to GGGI’s internal regulations, rules, and procedures.
ENGAGEMENT
- Build and maintain relationships with government counterparts and connect key government actors with relevant buildings-related stakeholders at the national and sub-national level.
- Facilitate and nurture partnerships between private and government entities to promote implementation of and investment in low-carbon buildings transitions.
- Support in strengthening the collaboration between GGGI and government and non-governmental institutions.
- Support practitioners and industry groups in improving their capacity to transition to sustainable construction practices and energy-efficient buildings operations.
- Organize meetings, documentation, workshops, and other events with key stakeholders.
- Identify concerns and hazards that will have an impact on program consistency and delivery.
- Communicate programmed requirements to service providers/suppliers and ensure that services/products are supplied in accordance with established agreements.
- Apply appropriate technical abilities to collect necessary information/knowledge regarding building energy performance and low-carbon materials from a range of sources.
- Understand project methodologies and provide contributions in support of delivery of workstreams.
- Monitor and update project compliance information.
DELIVERY
- Execute operational and administrative services to ensure prompt, responsive, accountable, and high-quality support provided to the project team.
- Manage and maintain the documentation and databases, ensuring clear references are available for knowledge management purposes.
- Ensure timely delivery of administration, logistics, procurement, and other operational aspects.
- Organize meetings, documentation, workshops, and other events with key stakeholders.
- Develop high-quality presentations and other information dissemination products.
- Support in delivering monthly reports, quarterly reports, and annual reports.
- Organize the delivery of project workstreams within tight deadlines.
- Ensure the principles of gender equality and social inclusion are effectively reflected in all activities.
REQUIREMENTS
QUALIFICATIONS
- Bachelor’s degree in civil engineering, architecture, environmental engineering, industrial engineering, urban and regional planning, public policy, or other related fields.
- At least 3 years of relevant experience working in the area of sustainable development. Preferably possess a proven track record of working experience in green/low-carbon buildings, energy efficiency, and life-cycle carbon assessments initiatives.
- Knowledge of green, low-carbon buildings landscape and practices in Indonesia.
- Familiarity with working with government agencies in Indonesia.
- Experience in stakeholder engagement and working with inter-institutional programs.
- Understanding of the socio-political and cultural contexts of green growth in Indonesia.
- Proficient in English and Bahasa Indonesia.

WORKING CONDITIONS
- The Associate is an X6 grade level in GGGI's National salary scale. Determination of base salary is subject to candidate's experience, academic background, and internal equity.
- GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.

- The chosen candidate is expected to be based in Jakarta, Indonesia and will report directly to the Energy Efficiency Senior Associate.
