Key Functions and Responsibilities
- The Head of the Professional Conduct Unit (UPC) contributes to the good governance of GCF and assists the organization in maintaining the highest ethical standards, cultivating a culture of integrity and accountability, and supporting a professional working environment. This is achieved through:
- Awareness raising and training on workplace concerns and standards of conduct;
- Advising management and staff members on standards of conduct, including perceived, potential, or actual conflicts of interest and financial disclosure requirements;
- Advising staff members on available dispute resolution and grievance mechanisms;
- Supporting early resolution of workplace concerns through informal dispute resolution services;
- Monitoring and assessing the effectiveness of policies, rules, and guidelines related to workplace concerns and ethics issues, identifying gaps and trends;
- Advising management on strategies to foster a professional working environment and uphold the highest ethical standards.
- The Head of UPC is responsible for establishing and managing the UPC. The Unit is administratively placed within the Office of the Executive Director, and the Head of UPC reports directly to the Executive Director.
- The Head of UPC coordinates UPC activities with relevant offices through a Professional Conduct Coordination Committee involving the Department of People and Culture (DPC), the Independent Integrity Unit (IIU), and other relevant offices.
Input
- Reinforce and promote a clear understanding among GCF Management and staff members of the Code of Conduct, applicable policies, administrative instructions, procedures and practices and available dispute resolution mechanisms.
- In consultation with DPC and IIU, develop and deliver training and capacity building programs for staff members on professional conduct.
- In consultation with DPC and IIU support the development and implementation of tools for promoting and enhancing professional conduct (e.g. communication strategies).
- Develop and deliver presentation and knowledge products on the importance of professional conduct and the role of UPC in promoting these values.
- Contribute to GCF’s broader campaigns on positive workplace behavior.
- Provide guidance to management and staff members to ensure that GCF’s rules, policies, procedures and practices reinforce and promote the highest ethical standards.
- Develop and maintain procedures for handling and processing of workplace concerns with due regard to confidentiality obligations commensurate with the functions of UPC.
- Administer a financial disclosure programme for concerned staff members (non Board-appointed).
- Ensure understanding of and full compliance with the financial disclosure requirements and objectives.
- Develop a conflict of interest framework for GCF staff members and, where applicable, consultants.
- Serve as focal point for advice regarding the resolution of conflicts of interest relating to GCF staff members.
- Provide administrative support to the Committee’s meetings, ensuring follow-up actions arising from Committee meetings.
- Facilitate consultation with relevant stakeholders directly as appropriate on matters for the Committee’s consideration.
Throughput
- In consultation with DPC, IIU and other relevant offices, evaluate the effectiveness of existing policies, procedures, controls and systems for enforcing accountability and mitigating risks among staff members in the area of professional conduct, as well as identifying areas for improvements.
- Support the early resolution of workplace concerns through confidential and impartial informal dispute resolution services for staff members, including mediation services – with the consent of all parties.
- Propose and submit employment-related disputes to mediation, as appropriate in order to facilitate a mutually agreeable solution with the assistance of an impartial and independent mediator, subject to the agreement of the parties concerned.
- Serve as focal point for advice regarding the resolution of conflicts of interest relating to GCF staff members.
Output
- In consultation with DPC, IIU and other relevant offices, evaluate the effectiveness of existing policies, procedures, controls and systems for enforcing accountability and mitigating risks among staff members in the area of professional conduct, as well as identifying areas for improvements.

Requirements
- Master’s degree in Ethics, Law, Corporate Governance, Human Resources, or a related field. A Bachelor’s degree combined with additional 2 years of relevant experience in similar organizations may be accepted in lieu of the Master’s degree requirement.
- At least 15 years of progressively responsible professional experience, preferably within international organizations, government institutions, or development organizations.
- Experience demonstrating progression of responsibilities in areas such as organizational ethics and professional conduct, conflict resolution and dispute management, organizational governance and management, corporate responsibility or governance, employment law, human resources management, or other roles requiring analytical judgment and sound decision-making.
- Demonstrated leadership experience relevant to ethics, professional conduct, or governance functions.
- Proven mediation and/or negotiation skills, including facilitation of workplace dispute resolution.
- Strong ability to operate effectively within multicultural and international organizational environments.
- Ability to collaborate constructively with independent investigative and oversight bodies while maintaining impartiality and confidentiality.
