At the conclusion of this assignment, the Consultant will provide a set of standardized job descriptions for all Heads of Departments and Divisions, in line with UN Secretariat standards, together with recommendations regarding classification implications and measures to enhance the functioning of the Registry. - Success will be measured by the following: - Confirmation that the descriptions comply with UN classification standards - Thoroughness and clarity of the job description and classification advice and improved alignment between tasks performed and level of assigned responsibilities.

Duties and Responsibilities
Objective: The distribution of tasks among Registry departments and divisions – as well as the level of the heads of the departments/divisions - have been in place for more than 10 years. In light of the increased workload of the Court, the greater procedural complexity of its proceedings, and the increased use of digital tools, there is a need to review the current organization of work and the job descriptions of some Registry staff members, in particular those of the heads of departments and divisions. Under the supervision of the Registrar, the consultant will undertake the following tasks: - Review existing job descriptions for Heads of Departments and Divisions within the Registry. - Review the adequation between the tasks discharged and the assigned responsibilities. - Examine organizational charts, reporting structures, and delegation of authority, and, if appropriate, make proposals to enhance efficiency - Conduct structured consultations with current incumbents and their supervisors. - Whenever required, draft revised job descriptions using the United Nations Secretariat's prescribed format and terminology. - Provide advisory comments regarding potential classification implications. - Prepare a diagnostic report accompanied by final consolidated recommendations.
Qualifications/special skills
Master’s degree or equivalent in Human Resources Management, Public Administration, Law, Organisational Development, or a related field. At least 10 years of progressively responsible experience in organisational design, job analysis, and job evaluation in international organisations. Demonstrated knowledge of UN Secretariat job classification methodologies and competency frameworks is required. Experience in reviewing and drafting job descriptions for middle and senior manager positions is required. Experience working for or with judicial institutions is desirable.
Languages
English and French are the official languages of the Court. UN Level III (advanced) in one of these languages is required. Knowledge of the other language is desirable.
