Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.
IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into four main Divisions: (i) National Society Development and Coordination, (ii) Humanitarian Diplomacy and Digitalization, (iii) Management and Accountability and (iv) People and Strategy.
IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.
This role sits within the IFRC Country Cluster Delegation (CCD) based in Jakarta, Indonesia, covering the five countries of Brunei Darussalam, Indonesia, Malaysia, Singapore and Timor-Leste. The CCD also represents IFRC to the Association of Southeast Asian Nations (ASEAN) and oversees the administration of the joint IFRC/ASEAN MoU.
Job Purpose
The Programme Coordinator ensures efficient, high-quality, coherent and well-coordinated multilateral programming support to National Societies in line with the IFRC’s renewal. They manage a programme team, including staff based in Timor-Leste, who deliver holistic program support and advice in thematic areas including disaster response, disaster risk reduction, climate change, migration, shelter, Health and Water, Sanitation and Hygiene Promotion (WASH). The Programme Coordinator maintains an oversight of the humanitarian context in all countries within the Delegation and ensures that IFRC programme support is agile, tailored to meet the needs of the National Societies, reinforces national society development and localisation principles and can mobilise tools and resources of the broader IFRC network. The role also contributes to the coordination, design and implementation of programs under the IFRC MoU with the Association of Southeast Asian Nations (ASEAN). The Programme Coordinator is a member of the Senior Management Team and contributes to strategic and operational strategies for the delegation, supports the HoD with coordination, external program partnership engagement as well as external representation.
Job Duties and Responsibilities
Programme and Operation Management:
- Lead the planning of IFRC tailor-made multilateral program support to National Societies within the CCD in accordance with their Strategic and Operational plans, aligned with the IFRC Secretariat’s Renewal
- Coordinate IFRC Members in joint strategic analysis and aligning with the one unified plan approach to support national societies
- Coordinate relevant and timely demand-driven technical support to national societies in line with the plans, from within the CCD as well as the broader IFRC secretariat, IFRC Reference Centres and the IFRC network
- Support National Societies with timely and effective disaster preparedness and response to crises, including hazard assessments and operational response readiness, as well as knowledge of the IFRC’s Principles and Rules of Humanitarian Assistance and access to the IFRC’s emergency response tools, such as the GO Platform, Disaster Response Emergency Fund (DREF), Emergency Appeals, surge roster and Emergency Response Units (ERU)s as needed.
- Oversee and coordinate IFRC operations following requests from national societies for international humanitarian assistance
- Support National Societies with readiness plans for red-level events, ensuring participation from Movement partners
- Oversee the IFRC delegation’s readiness plan and ensure it is continually updated.
- Support national societies to coordinate and engage internationally as part of the IFRC network, including in response to disasters
- Support National Societies to engage with their Governments, institutionalise early warning system protocols and expand institutional and community-level anticipatory actions to climate and meteorological warnings, including through engaging with pillar partners WMO, UNDRR and ITU as part of the global Early Warnings for All Initiative and supporting access to IFRC’s tools such as the Anticipatory Action window under the DREF.
Job Duties and Responsibilities (continued)
- Support National Societies to analyse the impacts from climate change in their context, and scale up institutional and community-level climate action and nature-based solutions, in line with their targets under the Climate and Environmental Charter for Humanitarian Organisations and through access to IFRC’s global tools such as the Global Climate Platform and global partners, including the World Wildlife Foundation (WWF).
- Oversee technical support to National Societies on health security, public health and water and sanitation, in accordance with IFRC’s tools and guidance.
- Ensure multilateral programmes are designed to reinforce national society development goals and transformation processes
- Engage in national and regional humanitarian policy-related dialogues, including with ASEAN
- Coordinate programmatic input to the ASEAN-IFRC workplans and strategies, assist to develop proposals and implement ASEAN-wide programming
- Identify, recruit and manage technical surge human resources and broker peer to peer support
- Manage program budgets effectively in the ERP system and within IFRC Key Performance Indicators (KPIs), including regular communication with donors, and management of cash pledges
- Ensure timely, accurate and high-quality reporting to partners and donors on programs
- Regularly monitor and evaluate IFRC-supported programmes and operations to feed back into program quality
Coordination and External engagement
- Support the National Societies and the Secretariat to engage in the humanitarian coordination mechanisms
- Contribute to and lead as necessary, strategic and operational coordination among IFRC members to align with broader program strategies and align human resources to maximise efficient ways of working
- Build and nurture solid relationships with key external partners in the CCD countries and Southeast Asia more broadly – including government, ASEAN, academia and the private sector – for enhancing innovative approaches in programmes and operations
- Work closely with the HoCCD to build new partnerships, develop funding proposals and mobilise international multilateral financial resources for IFRC supported programs and operations
- Coordinate closely with technical leads in the APRO
General Management:
- Engage as a member of the CCD Senior Management Team, including developing strategies for the delegation, managing risk and ensuring compliance with policies and procedures.
- Manage a team of technical program and surge staff, as needed both in Indonesia and out-posted to countries within the CCD.
- Promote a culture of continuous learning, individual and team accountability by setting individual and team objectives, monitoring team performance and conducting timely performance reviews
- Act on behalf of the Head of CCD, as requested.
Education
Required:
- Relevant University degree
Preferred:
- IMPACT/Basic Delegates Training Course
- Post-graduate qualification in management or leadership
- Relevant professional training courses (Red Cross/Red Crescent related, humanitarian and development sector, management, etc.)
Experience
- 15 + years of experience with minimum of 5 years of managing and motivating teams, 10+ years of post-qualification experience working in the area of expertise.
- Minimum 5 years' experience in managing people
- Experience with program management techniques and coordination
- Budget and Human Resource Management experience
- Minimum 5 years of work experience with the Red Cross/Red Crescent Movement, including time in the field and/or with a National Society is preferred

- Understanding of ASEAN and the broader Southeast Asia Context – humanitarian landscape, needs and opportunities
- Demonstrated skill in analytical and strategic thinking
