As part of increasing engagement and partnership with the Gulf Cooperation Council (GCC) countries, the WBG recently established a new WBG Office in Doha under a Joint Country Representative (JCR) WBG Country Manager for Qatar. The new Office is mandated to bring together public and private sector solutions in support of the State of Qatar’s National Vision 2030 for diversification, growth and human capital development, and is projected to include an integrated staff from across the WBG from relevant industries and Global Practices. The IFC and MIGA are accelerating engagement with the Qatar-based private sector to mobilize outbound investments into Emerging Markets. The World Bank program in Qatar is made up of Reimbursable Advisory Services (RASs) bringing WBG global knowledge across diverse sectors. With the establishment of the new WBG Office, a RAS pipeline is being built in support of Vision 2030 implementation, combining public/private sector solutions.
The position is a unique opportunity to contribute to the early start-up of a new One WBG office, bringing together knowledge and experience across IFC, MIGA, and the World Bank. The successful candidate will be an energetic self-starter and multi-tasker that is expected to work under the leadership of the WBG Country Manager, and WBG Directors and teams from across the GCC to support the successful functioning and impact of the new WBG Office.
Duties and Accountabilities
• Provide high-level administrative and logistical support to the extended WBG Qatar team, ensuring seamless coordination of daily operations and adherence to WBG policies and procedures.
• Manage complex calendars, schedule meetings, and coordinate appointments for WBG Country Manager and senior staff, ensuring efficient time management and prioritization of critical tasks.
• Organize and oversee travel arrangements, including booking flights, accommodations, and transportation, while ensuring compliance with WBG travel policies and budgetary guidelines.
• Prepare, review, and edit correspondence, reports, presentations, and other documents with a high degree of accuracy, professionalism, and attention to detail.
• Develop/manage WBG Doha office contact list, including public and private sector clients, international partners, and other contacts critical to WBG business in Qatar, and serve as the primary point of contact for internal and external stakeholders, fostering effective communication and maintaining strong professional relationships.
• Identify and update periodically the list of local vendors to support WBG Doha Office operations; monitor and manage office budgets, track expenses, and process invoices and reimbursements in alignment with IFC financial protocols.
• Maintain and safeguard confidential information, ensuring compliance with WBG data protection and confidentiality standards.
• Coordinate and support the planning and execution of high-level WBG missions to Qatar events, workshops, and meetings, including venue arrangements, participant communication, and material preparation.
• Proactively identify and implement process improvements to enhance administrative efficiency and support the strategic goals of the WBG Qatar team.
• Serve as the Leave and Attendance Record System (LARS) focal point for CMU staff mapped to WBG Doha Office and as Facilities Liaison for any logistical matters involving the new Office facilities.
• Work collaboratively with other colleagues and teams within the Office and across the IFC/WB/MIGA GCC regional teams and other regional country offices and HQ in diverse work groups/teams/task forces.
Selection Criteria
• A Bachelor’s degree in Business Administration, Management, or a related field.
• At least five years of demonstrated experience in providing high-level administrative and executive support, preferably within international development organizations or multicultural environments.
• Proven ability to manage and prioritize multiple tasks effectively, ensuring accuracy and attention to detail in a fast-paced, dynamic setting.
• Strong organizational and time management skills, with the ability to meet deadlines and handle confidential information with discretion and sound judgment.
• Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and other relevant software tools; familiarity with corporate systems and processes is an advantage.
• Excellent written and verbal communication skills in English and Arabic.
• Strong interpersonal skills, with the ability to build and maintain effective working relationships across diverse teams and stakeholders.
• Demonstrated problem-solving skills and the ability to anticipate needs, identify solutions, and take initiative in addressing challenges.
