Project Context and Scope

The International Organization for Migration (IOM) is implementing the project “Enhance migration governance through evidence-based programming and strengthening capacities of authorities in Kosovo[1]” funded by The Swiss Confederation/State Secretariat for Migration (SEM). The overall objective of this project is to contribute to enhancing migration governance through an evidence-based and holistic approach and maximize migration potential to achieve sustainable development outcomes in KosovoIn particular, the project will strengthen the capacities of authorities in Kosovoto enhance migration governance by supporting authorities’ efforts to improve migration administrative service delivery, including through reduction of administrative burden and digitalization. 

Overall objective of this proposal is to build an integrated policy and digital framework that connects administrative burden reduction with migration governance, enhancing service delivery, reducing inefficiencies, and enabling smoother internal and international mobility for citizens, foreign workers and other migrants, and diaspora members.

As part of the project "Enhancing Migration Governance through Evidence-Based Programming and Strengthened Institutional Capacities in Kosovo," IOM seeks to engage a highly qualified consultant to provide strategic advisory expertise to Kosovo’s key institutional mechanisms, particularly the Office of Strategic Planning in the Office of the Prime Minister, to gain better understanding on the current situation in terms of migration related service design and delivery, focusing on their alignment with the user-centric service delivery standards and best practice. 

The consultant will support the Strategic Planning Office within the Office of the Prime Minister (OPM) in strengthening the service delivery framework related to internal migration procedures. This includes ensuring the strategic coherence, efficiency, and user-centric design of services linked to internal migration, in line with government-wide public administration reform efforts and international good practices.

The consultant will contribute to the comprehensive mapping and inventory of services associated with internal migration across relevant sectors. This will include identifying all services provided by central and local institutions that relate to economic, social, construction-related, and other categories of internal migration. 

Building on this inventory, the consultant will support the Strategic Planning Office in conducting Administrative Burden Reduction (ABR) assessments for all identified services. This will involve reviewing legislation governing the delivery of each service with a focus on legal basis, required documentation, administrative fees, waiting times, and validity periods. The consultant will apply the Standard Cost Model—including use of the SCM App—to measure administrative burdens. These analyses will rely on data collected through user involvement activities such as interviews, focus groups, and field visits. Based on the findings, the consultant will prepare service-specific recommendations to simplify procedures, reduce burdens, enhance transparency, and improve the overall user experience.

The consultant will also support the implementation of field-based data collection and user engagement activities, ensuring a user-centred approach to service improvement. This includes conducting consultations with institutional stakeholders and end users to validate the inventory of services and collaborating closely with the contractor responsible for surveys and focus groups. The consultant will provide methodological guidance to ensure the accurate identification and measurement of burdens from a user-centric perspective and will contribute to the interpretation and consolidation of findings into actionable proposals for reform.

Finally, the consultant will assist the Strategic Planning Office in translating the results of the mapping, ABR assessment, and user-centred research into strategic recommendations and programmatic inputs. These will support the Government of Kosovo in modernizing internal migration, strengthening inter-institutional coordination, and embedding user-centric principles in future service design and administrative simplification initiatives.

Responsibilities

Tasks to be performed under this contract 
(the workload will be shared with other consultants based on services to be covered, in close consultation with the IOM and SPO. The division of work will be clearly defined in work plans for both consultants). 
  1. Mapping and inventory of services linked to internal migration. 

  2. Identifying all internal migration related services by dividing into categories, such as economic, social, construction, etc.

  3. Review of legislation related to services with a specific focus on legal base, documentation, administrative fees, waiting time and validity. Such services imply moving from one municipality to another, but not limited to housing, social services, health, business registration services, property, etc..

  4. Measuring of burdens through Standard Cost Model App for each service, based on data secured through the project activity related to user involvement (interviews, focus groups etc). 

  5. Drafting of recommendations for simplification for each service. 

  6. Field work and focus groups.

  7. In depth interviews and consultations different stakeholders and shareholders for identification and inventory.

Qualifications

Education
  • Advanced university degree in law, international law, political or social science, economics and other related fields from an accredited institution.
Experience
  • 5 years of experience in migration and areas related to this consultancy 
    • Proven experience in interacting and monitoring municipal public policies and service delivery by municipalities.
    • Experience in Kosovo’s efforts in Public Administration Reforms, especially in the area of service delivery and administrative burden reduction.  
Skills
  • Proven knowledge of the legislation governing local governance, such as the Law on Local Governance Administration, and other respective sectorial legal and policy frameworks affecting municipal public policies. 
  • Advanced analytical skills and commitment to detail. 
    • Ability to draft clearly and concisely the reports. 
    • Excellent communication skills.   
    • Personal commitment, efficiency, flexibility, drive for results, respect for diversity, creative thinking.   
    • Ability to take initiative, identify gaps and propose solutions.   
    • Ability to work as part of a team as well as on own initiative. 
    • Cultural sensitivity and ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.  
Languages
  • Proficiency in English and Albanian languages, both written and spoken.
  • Knowledge of Serbian language will be considered an advantage
Travel required
The consultant is expected to travel to and within Kosovo, for the completion of the consultations with local stakeholders, attending the focus groups and the final debrief with IOM Kosovo
