IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Project Context and Scope
Within the framework of the EU funded project “Supporting protection, transit, repatriation and reintegration of affected eastern partnership citizens and vulnerable third country nationals in the eastern neighbourhood region affected by the conflict in Ukraine” (hereinafter, referred to as “the EU-funded IOM project”, IOM is supporting the Ministry of Internal Affairs and the General Inspectorate for Migration in the development of the new General Inspectorate of Migration Informational System.
The Republic of Moldova has undertaken significant commitments within the European Union integration agenda, including the alignment of official statistics with the EU acquis. In this context, the transposition of Regulation (EC) No 862/2007 of the European Parliament and of the Council on Community statistics on migration and international protection is required.
The General Inspectorate for Migration (GIM), under the Ministry of Internal Affairs, is developing the new Migration Information System (SI Migrație) as a foundational component for ensuring structured data collection, management, and reporting in full alignment with EU statistical standards. The SI Migrație will provide the necessary digital infrastructure for producing high‑quality, harmonised migration and asylum statistics. In parallel, GIM is developing a Draft Order for approving the Methodology on the production of migration and asylum statistics. This methodology will serve as the core regulatory and operational instrument guiding the production, processing, dissemination, and reporting of official statistics, including the completion and submission of EUROSTAT reporting templates in accordance with EU requirements. It is expected that the new "Migration" Information System will support these functionalities from the data collection and aggregation perspective.
For this purpose, IOM intends to contract an expert to provide specialized technical support for the development of the methodology and for the formulation of functional requirements needed to align the SI Migratie with EU and EUROSTAT reporting requirements.
Migration Governance, Immigration and Border Governance
Responsibilities
Conduct a comprehensive desk review of all relevant documentation, including legal, procedural, institutional, and technical materials related to migration data management, statistical reporting, and the ongoing development of the SI Migration system.
Assess the current data collection, processing, and reporting practices at the General Inspectorate for Migration (GIM), including data sources, workflows, existing indicators, quality assurance mechanisms, and institutional capacities, identifying strengths, gaps, and priority areas for improvement.
Develop detailed indicator specifications and metadata descriptions, including definitions, disaggregation levels, calculation methodologies, data sources, frequency of reporting, validation rules, and alignment with EU acquis and international statistical standards.
Map end‑to‑end data flows and operational processes, covering data entry, transmission, transformation, storage, validation, aggregation, reporting lines, and interoperability requirements between GIM and other institutions within the MIA ecosystem.
Review and define input data requirements for the SI Migration system, ensuring that data formats, structures, coding schemes, classifications, and data exchange specifications are coherent, scalable, and aligned with EU best practices and IOM methodologies.
Finalize all deliverables based on feedback received from IOM, GIM, and other relevant stakeholders, integrating comments, ensuring clarity, and aligning outputs with the project's technical objectives and quality standards.
Prepare and submit reports on the activities carried out, as required, and produce a consolidated Final Report summarizing the overall findings, conclusions, and actionable recommendations for strengthening migration data management and supporting the implementation of the SI Migration system.

Qualifications
Required Qualifications and Experience
Education
Higher degree (Bachelor or Master) in the field of study related to IT, Statistics or a related field from an accredited academic institution with relevant professional experience.
Experience
Advanced university degree in IT, statistics, economics, social sciences, public policy, or related fields;
Minimum 5 years of relevant professional experience;
Proven knowledge of EU statistical standards and EUROSTAT reporting;
Experience in methodology development and regulatory drafting;
Strong analytical and drafting skills.
Participated in at least one project with similar activities
Experience in describing and defining KPIs for statistics department
Strong understanding of the Moldova context is an asset.
Previous experience working with General Inspectorate for Migration
Previous experience working with National Bureau of Statistics
Languages
For this position, good Romanian command is required. The knowledge of English is a key asset.

Notes
IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
