ORGANIZATIONAL CONTEXT

To ensure proper monitoring of WFP’s Country Strategic Plan (CSP), the Country Office (CO) in Mozambique has invested in bolstering its monitoring and evaluation (M&E) capacity. These efforts have included, among others, the establishment of a dedicated M&E team; the regular updating of the Monitoring, Review and Evaluation Plan and its related budgeting tool; the development of an M&E Strategy; and the formulation of tailored Minimum Monitoring Requirements. 

Under the supervision and overall guidance of the M&E Officer (Team Lead), the incumbent will be responsible for supporting field office teams in planning, coordinating, implementing and reporting outcome monitoring for all CSP Activities and programmes implemented by WFP and its partners in Mozambique. The position requires a high degree of independence and sound judgment in addressing unforeseen operational challenges on a daily basis.

THE ROLE: To provide effective specialized support and technical analyses to policy and program activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive, nor exhaustive):

1. Ensure compliance with minimum monitoring requirements, including the design and implementation of outcome and cross-cutting indicators' baselines, follow‑up and endlines, in line with organizational standards. 

2. Provide technical support to field office teams on sampling methodologies, budgeting and overall planning of outcome monitoring exercises. 

3. Develop and deliver Training of Trainers (ToT) and standardized tools to enable field office teams to conduct high‑quality enumerator training for outcome monitoring exercises. 

4. Provide technical guidance and standardized tools to field office teams for conducting first‑level data quality assurance and independently conduct second‑level data quality assurance in accordance with internal standards and protocols. 

5. Provide training and ongoing guidance to field office teams on field supervision methodologies to ensure data quality and adherence to data collection protocols during implementation. 

6. Conduct quantitative and qualitative data analysis of outcome monitoring data, ensuring methodological rigor and clarity of findings. 

7. Support field office teams in findings dissemination by conducting a first‑level technical review of monitoring reports and providing guidance for internal and external dissemination of findings efforts. 

8. Support field office teams in drafting evidence‑based actionable recommendations derived from monitoring findings and follow up on the implementation and tracking of agreed actions. 

9. Ensure the values of outcome and cross-cutting indicators are accurately and timely reflected in WFP’s online monitoring and reporting tool, in compliance with internal Standard Operating Procedures. 

10. Provide technical inputs to the design and review of the Country Strategic Plan package, including the LogFrame, Country Portfolio Needs, Other Output Plan, and Monitoring, Review and Evaluation plan. 

11. Provide technical inputs to donor proposals and reports, as well as to corporate reporting processes (e.g. Annual Country Reports), ensuring consistency between outcome and cross-cutting monitoring results, narrative reporting and logframes. 

12. Triangulate outcome and cross-cutting monitoring results with Complaints and Feedback Mechanism (CFM) data to strengthen interpretation and use of findings, as required. 

13. Provide technical support to process and output monitoring activities and contribute to evaluations as required, including data collection, analysis, and reporting. 

OTHER POST REQUIREMENTS: 


14. Provide technical support and assist in the development and implementation of various activities and processes within the specific area of work supporting alignment with wider program policies and guidelines.
15. Provide specialized project management support to specific and/or defined programs to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
16. Within the specific area of responsibility, prepare a range of reports and data analysis (e.g. food assistance needs, resource utilization, program status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
17. Ensure and/or perform accurate, timely recording of data within the specific technical area of work (e.g. assistance program, food security and vulnerability assessments) and consistency of information presented to stakeholders.
18. Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
19. Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance.
20. Support the capacity building of WFP staff, cooperating partners and national government within the specific technical area.
21. Act as a point of contact for resolution of a range of operational queries and problems within a specific technical area of responsibility.
22. Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines.
23. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.

24. Perform other relevant duties as required. 

QUALIFICATIONS AND EXPERIENCE:


Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable. A university degree is a plus


Experience: Six or more years of progressively responsible work experience in the relative business stream.

Knowledge and Skills:


• Has worked with technical teams (i.e. VAM, M&E, etc.).

• Has contributed to implementation and/or monitoring of programmes (i.e. nutrition, emergency preparedness and response, disaster risk financing, shock responsive social protection, climate resilience, livelihoods and asset creation, school-based programmes, etc).

• Has provided inputs to policy discussions.


Language: Fluency in both oral and written communication in Portuguese and English. Knowledge of Mozambican local languages is desirable.

MORE ABOUT YOU:

• Has experience collecting programme process, output and/or outcome data, conducting robust quantitative and qualitative analyses, and reporting findings to key internal and external stakeholders.

• Has experience using monitoring and evaluation systems and standards.

• Has experience building and maintaining relations with external stakeholder, such as local NGOs, Government authorities, Third-Party Monitors, and other implementation partners.

• Has experience in building field staff capacity.

• Has knowledge of Microsoft Office package (Word, Excel, Power Point), including advanced Excel functions for data analysis.

• Has proven knowledge of data processing and statistical analysis tools, such as SPSS, STATA, R, or others.

• Has experience working with data collection software (ODK, KoBo).

• Has good analytical and problem-solving skills.

ADDITIONAL:

• Has ability to communicate ideas clearly, both orally and in writing.

• Has ability to adapt to changing programme requirements and operational challenges, maintaining high standards of monitoring and evaluation.

• Has ability to work in multifunctional teams and establish effective working relations with persons of different national and cultural backgrounds.
