Organizational Setting and Reporting Relationship
While the position of Associate Benefits Officer resides with the Reward, HR and Health Services Division (BPRS) within the Budget, People, and Management Systems Department (BPMSD) you will be strategically assigned to Bangkok, Thailand, at the Thailand Resident Mission (TRM) within the Southeast Asia Department (SERD) based at our Headquarters in Manila Philippines.
You will report to the Designated International Staff and Officer and have matrix reporting line to Country Director, TRM.
Your Role
As an Associate Benefits Officer, you will provide supervisory, technical, coordination and operational support for administering benefits and other various work assignments, projects and transactions required for more efficient and client-centered HR and benefits administration and services.
You will:
Administration and Claims Processing

Coordinate, validate and provide guidance in the administration/processing of entitlements and claims to ensure they confirm with ADB policies and procedures in relevant work area, including:

Checking and ensuring accuracy and consistency.

Recommendation approval by Specialist; and
-
Liaising / coordinating with internal departments and external contacts to ensure that work processes are in compliance with policies and procedures.

Assist in the decision-making processes by researching precedents and historical rulings for relevant cases and preparing complete information for reference.

Ensure efficient implementation of approved benefits/pension changes and processes.

Contribute actively to proper administration of contracts by coordinating closely with representatives of internal and external service providers and other parties for reconciliation and settlement of outstanding accounts, preparing documents for contract renewal, bidding and procurement of goods and services.
Technical Support - Support and back up the senior Technical Local Staff for specific work areas and verify that steps and requirements in the workflows are followed to ensure efficient and effective day-to-day administration.
- Support supervisors in analytical work, projects, implementation of new processes/systems/programs and services; prepare analytical data and reports; conduct reviews and new staff briefings.
- Ensure conditions of employment/assignment, including secondments, are captured for monitoring and implementation.
- Coordinate preparation of estimates of accountabilities and payments for benefits continuation and calculations of salary and benefits payments for staff leaving service.
- Oversee accurate maintenance of relevant system data and identify areas needing systems and procedural enhancements.
- Conduct analytical work and ad-hoc studies to support HR services and benefits, serving as reference for entitlements, processes enhancements, and operational streamlining.

Draft standard and non-standard correspondence and reports.
Communications and Knowledge Management - Provide inputs and assist in monitoring the accuracy of revisions of the intranet website, manuals and handbooks to ensure consistency with ADB's revised policies and procedures.
- Document and organize knowledge reference to the HR Knowledge Management Centre.
- Ensure efficient client service by engaging with staff to clarify benefits, entitlements, and policy issues; obtain additional supporting information or documents to facilitate the processing of claims and applications; and determine whether any matters should be escalated to the supervisor for review and decision.

Coordinate and as needed, establish links with other service providers, such as CSD, CTL, and ITD to resolve client issues.
Business Continuity support
- Support development and implementation of BPRS Business Continuity Plans, including participation in simulations and emergency preparedness activities.
- Maintain readiness to provide operational back-up for critical BPRS functions during major disruptions at HQ.

Coordinate with Manila focal points and corporate units to ensure continuity of priority staff services and access to essential systems and data.
Others
- Assist in preparing and monitoring budget for specific BPRS budget items.
- Perform other tasks as assigned and reflected in the incumbent's work plan.
Qualifications
You will need:
- A bachelor's degree in Management, Business Administration or related fields, with advanced training considered an advantage
- At least 5 years relevant experience with comprehensive knowledge of HR operations covering policies and procedures relating to benefits administration
- Attentive to details on assigned transactions and areas needing analysis and research
- Knowledge and proficiency of relevant office technology applications (e.g. spreadsheets, word documents, presentations, emails and calendars) and HR information systems necessary to the human resources unit's core service
- Effective report-writing in English and the national language (as required)
- Ability to provide guidance to other administrative staff on assigned area of work, set priorities and workload for self and junior team members, and work collaboratively with teams as a constructive team member
- Strong interpersonal skills in liaising with internal and external contacts with experience in dealing with individuals from different cultural/national backgrounds

Additional Information
This appointment is open to internal and external applicants.
This opening is local staff position. It is open only to nationals and permanent residents of Thailand.
This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
