Background:
The OSCE Programme Office in Bishkek (POiB) supports socio-economic development in Kyrgyzstan through “Business Promotion, Development of Small and Medium-sized Enterprises and Strengthening Economic Connectivity Project” (SMEs Project) by:
Capacity building for the Entrepreneurship Support Centres (ESCs) established with the POiB’s support in Batken, Issyk-Kul, Jalal-Abad, Osh, and Talas regions;
Creating favourable conditions for the development of regional SMEs and
Supporting Women’s Economic Empowerment Component (WEEC) in the targeted regions.
Upon the request from Kyrgyzstan President’s Plenipotentiary Representative in Naryn region, the POiB, will contract one Finance Consultant to assist local entrepreneurs in Naryn region.
The consultant will work with the ESCs and JIA Naryn to support local entrepreneurs in organizing accounting processes, preparing and reviewing financial statements, developing budgeting and cash-flow management tools, and advising on cost control and financial planning. The consultant also assists with tax-related matters, such as ensuring compliance with national tax legislation, preparing and reviewing tax reports and declarations, advising on applicable tax regimes, and helping businesses optimize their tax obligations within legal frameworks.
Entrepreneurs will also receive support in drafting compelling project proposals, attracting investments, and ensuring precise expense calculations critical for business operations and support the implementation of WEEC by providing targeted coaching, workshops and practical consultations, ensuring women beneficiaries are well-prepared to develop feasible and realistic business plans for sustainable growth. Since there is no ESC in Naryn region, the consultant will collaborate with regional ESCs and the Osh-based ESC Consultant Manager to enhance the SME development.
Objective of Assignment:
Under Activity 1.1, Result 1, the aim of this consultancy is to support and provide finance advisory services to local entrepreneurs.
Tasks and Responsibilities:
Under the overall supervision of the Head of Economic and Environmental Department, the successful candidate will be tasked with the following duties:
Developing an action plan for the period of the contract (Annex 1);
Providing consultancy services and support to entrepreneurs of Naryn region in developing financial planning, accounting/taxation, investment and/or other business-related issues;
Coordinating with ESC PR manager on showcasing success stories of provided consultancy service to local entrepreneurs upon request;
- Conducting at least three training/workshop /roundtables (online/offline) for entrepreneurs on finance-related topics;
- Assisting POiB in conducting one workshop (including follow-up consultations with women beneficiaries) for women beneficiaries in Naryn region;

Assisting POiB in the implementation of the WEEC by providing training, mentorship and support for selected women-beneficiaries;
Deliverables:
Action plan with clear timelines and objectives to be submitted within two weeks to POiB.
At least 15 consultations provided per month (including one paid consultation) based on monthly report extracted from Customer Relationship Management (CRM) system - Bitrix 24, including action steps and outcomes;
Filled in SSA monthly report summarizing all performed duties during the relevant period (Annex 2);
At least one concise and publication-ready success stories in coordination with PR manager showcasing provided consultancy service to local entrepreneurs in Russian/Kyrgyz languages;
Training/workshop /roundtables agendas, training materials;
- Filled in training report (Annex 3) with a summary of workshop outlines, participant feedback, and outcomes;
- Workshop agenda, training materials;
- Pre- and post-training assessments to measure knowledge acquisition and feedback forms on workshop content and delivery;
- Filled in training report (Annex 3) with a summary of workshop outlines, participant feedback, and outcomes.
- Business plans of selected women beneficiaries within the WEEC 2025 submitted by June 1;
- Technical specifications of equipment that would be granted to women entrepreneurs prepared and submitted to the POiB by June 15;
- Summary report on mentorship activities and outcomes within monthly SSA report;
- Final report summarizing results and lessons learned within Final Deliverables report (Annex 4).

Necessary Qualifications:
- A university degree in finance, accounting, economics, business management, project management, or a related field. Master’s degree is considered an advantage.
- At least 5 years of professional experience in accounting, financial management, or financial consulting, preferably with SMEs.
- Strong knowledge of national accounting standards and tax legislation applicable to small and medium enterprises.
- Strong knowledge of finance and taxation best practices, with proven analytical, problem-solving, and critical thinking skills.
- Ability to communicate complex financial information clearly to non-financial stakeholders.
- Proficiency with Salyk system, 1C accounting software, common business software, project management tools, and IT systems.
- Professional experience in organizing and conducting trainings, seminars, or courses on topics such as accounting, taxation, financial planning or business strategies would an asset.
- Fluency in Russian and Kyrgyz, both oral and written, with a good understanding of English language would be preferred.
- Strong digital literacy, Microsoft Office Suite (Outlook, Word, Excel, and PowerPoint), and internet applications.

Remuneration Package:
Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
