Regional Disaster Risk Management & Anticipatory Action Delegate for Asia (m/f/d)
In Asia, the GRC maintains long-standing and trusted partnerships with National Societies, with a strong focus on Disaster Risk Management (DRM) and Anticipatory Action (AA). Together with our Sister National Societies, the Bangladesh Red Crescent and the Philippines Red Cross, AA programming has been developed, implemented and refined over more than a decade.
GRC is currently seeking a Regional Delegate for Disaster Risk Management (DRM) and Anticipatory Action (AA) to support its portfolio, at present in Bangladesh and the Philippines. The overall objective of this position is to strengthen the technical and operational capacity of our Sister National Societies in the Region.

Duration: 12 months (with possible extension)
Location: Manila, Philippines (with an option to change the location to Dhaka, Bangladesh), including extensive travel in the Asia region
Main duties & responsibilities:
1. Capacity Strengthening of local DRM/AA teams
- Design and provide structured technical trainings, mentoring and on-the-job coaching on DRM and AA for local teams.
- Strengthen tools and procedures to ensure programme quality and effective program management.
2. Programme Quality & Technical Support
- Advise country teams on technical and operational aspects of current DRR and AA programmes to ensure smooth implementation.
- Promote integrated programming approaches linking DRR, preparedness, readiness, and AA.
- Ensure community engagement and accountability remain central to programme design and implementation.
- Support reporting processes.
3. Evidence Generation, Monitoring and Learning
- Strengthen Monitoring, Evaluation, Accountability and Learning (MEAL) systems within national teams to better capture learnings and evidence.
- Support documentation of lessons learned and development of advocacy and knowledge products together with the teams.
- Encourage data-driven decision-making and adaptive management.
4. Resource Mobilization
- Support proposal development and resource mobilization efforts, with increasing leadership from national teams.
- Ensure and strengthen capacity of conducting high- quality needs assessments.
- Contribute to building internal capacities in proposal writing and donor engagement.
5. Coordination & Representation
- Facilitate regional and thematic exchange within the Red Cross / Red Crescent Movement partners in Asia and globally.
- Strengthen coordination with relevant DRR and AA actors at country and regional levels.
Required Competencies & Skills:
- Post graduate university degree in Disaster Risk Reduction, humanitarian action, disaster risk reduction, social sciences or related field.
- At least five years of practical experience in the field of international cooperation and humanitarian aid, including technical expertise in key sectors and a profound understanding of the Humanitarian landscape, tools and topics.
- Proven technical skills in DRM / AA.
- Previous experience of working with the Red Cross / Red Crescent Movement is an asset.
- Expertise in capacity building of diverse teams, developing tools, guidance and providing trainings.
- Excellent programme coordination and project management skills, including financial management, budgeting, monitoring, evaluation and reporting, and thorough understanding of donor guidelines and regulations.
- Experience in conflict-sensitive programming is an asset.
- Strong communication, networking, and representation skills.
- Ability to work independently and as a team member in multi-cultural environments and teams.
- Fluency in English is required.
- Ability and agreement to adhere to the Red Cross Red Crescent fundamental principles.
- Ability to complete a thorough medical screening process 'working abroad under specific climate and health conditions'.
- Valid International Driving Permit (IDP).
What we offer you:
You will be part of a highly motivated professional and multicultural team. We offer you a compensation package according to the collective employment agreement of the GRC, an expatriation allowance during your mission as well as a personal allowance to cover your accommodation. In addition to a full insurance package GRC is covering a home flight within a 12-months period of assignment. You will benefit from a comprehensive training package and receive briefings and coaching prior as well as during and after your mission. Medical check-ups and Psychosocial Support Service are included in your assignment.
