Purpose for the Post
Under the overall supervision of the Thematic Head - Climate action and clean air, Sub-division of Maritime Development and direct supervision of the Project Manager, the incumbent will provide technical support associated with the implementation of the Future-Ready Shipping in Africa Project.
Main Duties and Responsibilities
1. Initiate, contribute and coordinate the development of guidance documents to assist IMO Member States in undertaking activities related to implementation of international instruments related to GHG emissions originating from shipping. Review, edit and contribute to publications developed or commissioned by the Project.
2. Support the work of the IMO Secretariat in relation to MEPC/PPR/other relevant meetings.
3. Act as Implementing Officer (IO) for one of more Project activities under the supervision of the Project Manager.
4. Draft written outputs, e.g. background papers, briefing notes, presentations to internal and external partners, speeches, mission reports and other inputs for presentations by senior IMO staff on project-related issues for specialist or non specialist audiences.
5. Participate as a speaker in international conferences, exhibitions, and other outreach activities representing the Project and IMO, as requested by the Project Manager.
6. Review the project reports on existing legislation, policies, and compliance status with MARPOL Annex VI, and where applicable, other related conventions and regional standards, to identify gaps and inform national capacity-building needs.
7. Lead the communication and outreach component of the Project by supervising the production of awareness-raising and information materials on all project objectives, and achievements. Coordinate with IMO public information services and collaborate with stakeholders to ensure the effective advertisement of project results.
8. Supervise the organization of training workshops, seminars, expert groups, etc. Participate and make presentations on assigned topics related to the Project.
9. Lead the integration and implementation of gender activities throughout all project components.
Stakeholder involvement, partner coordination and knowledge management
1. Support the Project Manager in planning and conducting multi-stakeholder consultations in each pilot country to support national implementation efforts and strengthen country-level engagement.
2. Liaise within IMO with other Divisions in relation to project activities, as well as establishing synergies and coherence.
3. Support the Project Manager in coordinating activities with regional partners and stakeholders, including consultants. Alternatively, independently coordinate these activities as needed to ensure timely delivery of expected outputs and foster effective synergy among project stakeholders, and contracted activities.
4. Provide expert guidance in formulating technical and financial proposals for activities designed under the Project and offer essential contractual oversight and advisory support throughout the project life-cycle, ensuring alignment with project goals.
5. Monitor and identify the needs of the Project partnering countries, in direct contact with their National Focal Points or other government officers, facilitate project support to those countries to implement the legal, policy and institutional reform process to address the issue of the GHG emissions.
6. Lead knowledge management efforts to ensure effective capture, organization, and dissemination of project-related information including but not limited to findings and policy recommendations to national authorities, based on feedback received through consultations.
Project implementation
1. Provide technical expertise in the area of project management, implementation, reporting and Monitoring and Evaluation (M&E).
2. Oversee the implementation of one or more activities of the project as assigned by the Project Manager.
3. Plan and draft survey initiatives as required by the Project outputs; design data collection tools; review, analyse, and interpret responses, identify problems and propose corrective actions that may be required to achieve or improve outputs.
4. Coordinate the development and implementation of project planning and oversee the preparation of related documents/reports (pledging, work programme, project budget, etc.).
5. Provide management and financial analyses. Review budget revisions and ensure that all operations, financial administration and procurement activities initiated by or assigned to the Project are conducted according to IMO standards and procedures and in coordination with other Secretariat stakeholders.
6. Oversee the day-to-day work of administrative project staff, particularly relating to budget monitoring, coordination of workload and logistics for all activities. Provide feedback with a view to developing skills and competencies.
7. Manage and oversee procurement for the Project. Draft tenders for expressions of interest for providing services required by the Project, including defining the services, qualifying criteria, requirements, expected deliverables and timeframes. Participate in the analysis and selection of proposals.
8. Draft terms of reference for contracting experts and consultants and oversee contractual arrangements. Review and edit consultant reports and provide feedback on performance.
9. Perform other related duties, particularly in the absence of the Project Manager, as required.

Professional Experience
A minimum of three years of progressively responsible experience in implementation of international development or environmental projects, preferably related to maritime environmental management, climate change, or regulatory compliance.
Experience should include conducting multi-stakeholder consultations at national or regional levels; reviewing and analysing legislation, policies, and institutional frameworks related to MARPOL Annex VI or other international conventions; and assessing national compliance gaps and capacity-building needs.
A minimum of two years' experience in budget preparation and monitoring, financial analysis and administration experience is essential.
Experience in organizing capacity-building activities, stakeholder forums, knowledge-exchange platforms and developing communication/promotional strategies and materials would be an advantage.
Education
A university degree in Environmental Science, Marine or Maritime Studies, Maritime Law, Environmental Policy, Public Policy, Climate Change, International Relations, or a closely related field.
Language Skills
Advanced level of proficiency in English, both written and oral, is essential. Working knowledge and ability to understand complex technical issues in other official languages of the United Nations particularly French will be an advantage.
Other Skills
Familiarity with the FAL Convention, Maritime Single Window (MSW) and/or STCW Convention would be advantageous.
Good understanding the challenges faced by maritime stakeholders in developing countries in maritime environmental governance and decarbonization.
Highly proficient in Microsoft Office and capable of using data analysis tools to interpret survey and research outputs. Possesses strong communication and negotiation abilities, and able to present complex technical findings clearly to senior officials and technical stakeholders.
Experienced in producing high-quality written outputs such as policy briefs, legislative reviews, technical reports, and national recommendations.
Demonstrates independence, initiative, and effective coordination within multicultural and international environments.
