Background


Timor-Leste, as a developing nation in Southeast Asia, has made significant strides in promoting digital transformation across various sectors of governance. With the increasing global dependence on technology, digital governance has become crucial in fostering an inclusive, transparent, and effective public service delivery system. In line with this, the Government of Timor-Leste has recognized thse need to accelerate the digitization of its public services and enhance digital literacy across its population, particularly in remote and underserved areas.
The Dalan Digital Project aims to strengthen the digital infrastructure and services in Timor-Leste, promoting digital citizenship and enhancing the government's capacity to deliver public services digitally. The project's overarching goal is to contribute to the creation of a more digitally empowered society, where citizens can access essential services through innovative, efficient, and secure digital platforms. In this regard, Dalan Digital will focus on promoting digital inclusion, improving the quality of public services, and enhancing transparency in government processes.
The project aligns with Timor-Leste’s national strategies, including the Timor Digital 2032 Vision, which sets a roadmap for leveraging digital technologies to foster economic development, social inclusion, and governance reforms. The Dalan Digital Project also complements ongoing initiatives under the Ministry of Transport and Communications, the Ministry of State Administration and the Ministry of Justice to bring public services closer to citizens and improve institutional capacity in the public sector.
In addition to fostering digital transformation within the government, Dalan Digital aims to strengthen public-private partnerships, foster collaboration with international development partners, and support the development of a digital ecosystem that empowers youth, women, and marginalized communities to fully participate in the digital economy.
By advancing digital literacy, creating digital public services, and establishing the necessary governance frameworks, the Dalan Digital Project will contribute to a more connected and transparent society, where citizens are empowered to actively engage with government and access services with ease.
 

Duties and Responsibilities

The incumbent will report directly to the Chief Technical Specialist (CTS) of the project, who will provide overall supervision, guidance, and performance evaluation. S/he will work in close coordination with other members of the project team, as well as with relevant stakeholders and counterparts, to ensure effective implementation of activities and delivery of results in line with the project work plan.
 

A general overview of the office and unit structure is provided in the Annex (Organigram), indicating the position of this function within the team.
 

Under the overall guidance of the Cluster Lead and direct supervision of the Chief Technical Specialist (CTS), National Project Admin and Finance Officer provides administrative, finance and procurement services ensuring high quality, accuracy, and consistency of work. National Project Admin and Finance Officer promotes a client-oriented approach consistent with UNDP rules and regulations. 

    Incumbent is expected to display initiative, a positive approach and a strong client orientation. As such, s/he is expected to be flexible in performing other emerging tasks and additional duties as required by direct supervisor or senior management. 

    National Project Admin and Finance Officer will be responsible for: 

Ensure administration of budget and implementation of finance processes are in line with UNDP operational procedures and donor requirements.

  • Executes and ensures that all financial and related activities of decentralization project are implemented in a timely manner in strict accordance with UNDP’s set rules, guidelines, and procedures. 
  • Ensures administration of budgets and implementation of finance processes are in line with UNDP operational procedures and donor requirements. 
  • Prepares and modifies budgets in the operational system as per orientation of the CTS and Monitor all expenditures through a shadow accounting tracking mechanism so the precise financial status of the project is maintained.  
  • Supports CTS initiate project annual budget, review and perform budget revision and reversal. 
  •  Monitors budget delivery and implementation in order to alert the CTS for timely modifications.  
  • Prepares budget reports - quarterly and annual financial reports as per agreed work plan.  
  • Prepares financial ad-hoc reports upon request of CTS or by UNDP Management. Maintenances accounts receivables for the project and inform CTS on need to follow up on contributions.  
  • Establishes and promotes inside the office financial guidelines and procedures as per UNDP rules, regulations, and procedures.  
  • Advises the project team on the specific donor financial guidelines. 

    Proactively monitors Finance Dashboard and takes corrective action.  

    • Provides financial input to prepare the Work Plan of the Programme. 

Principle accounting, cash management and administrative support functions. 

  • Reviews and ensures all requests for payments, requisitions and required vouchers, all payments and receipts are compliance with the UNDP Rules and Regulations. 
  • Ensures control of supporting documents for payments Maintenance of internal expenditures control system, which ensures that vouchers and all transactions are properly documented, reviewed and approved in accordance with established policies and procedures 

Supports knowledge building and knowledge sharing focusing on the achievement of participation in training for the operations/ projects staff on finance and contributions to knowledge networks and communities of practice.

  • Organize training, workshops, and capacity building activities in a consultative manner, involving technical experts and stakeholders.
  • Identify, synthesize and document best practices and lessons learned that are generated from the project and implementing partners.
  • Participate in and ensure sound contributions to knowledge networks and communities of practice on project related issues. 
  • Support establishment of knowledge platforms for the project, facilitate innovative mechanisms for dissemination of knowledge from the project, and develop knowledge resources and products to share with project partners and to support UNDP’s engagement in this area.
  • Promote advocacy on development trends and opportunities to collaborate in coordination with the project partners, stakeholders, and UNDP communications staff.

Required Skills and Experience

Education:

  • A professional accounting qualification from an internationally accredited institute of accountancy, and/or Advanced (Master´s) University Degree in Finance and/or Accounting is required.  Or a first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree. 
  • Candidates with professional accounting qualifications from an internationally accredited institute of accountancy will have a distinct advantage. 
  • Candidates with no professional accountancy qualifications, but with degrees that major in accountancy and/or finance must complete the Finance Training and Certification Programme (FTCP), if recruited. 
  • Candidates satisfying the two above criteria are exempted from undertaking the UNDP Advanced Accountancy and Finance Test (AAFT). 
  • Candidates with MBA or master's in finance with no accountancy qualification but with relevant experience  must successfully undertake the UNDP Advanced Accountancy and Finance Test (AAFT) to be eligible for  shortlisting.
     

Experience:

  • Minimum of 2 years (with master´s degree) or 4 years (with Bachelor's degree) of progressively responsible experience in administration, finance, accounting, or project operations, preferably within international organizations, government, or development partners.

Required skills:

  • Experience in financial management, budget monitoring, and reporting 
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint) 
  • Experience using ERP systems (e.g., ATLAS, Quantum, Oracle, SAP) 
  • Experience working with government counterparts, international organizations including UNDP.

Desired skills in addition to the competencies covered in the Competencies section:

  • Knowledge of UN/UNDP rules, procedures, and financial regulations 
  • Experience in supporting procurement processes and vendor management 
  • Experience in project audit preparation and support 
  • Experience in drafting official correspondence and administrative documents in a professional manner

Required Language(s):

  • Fluency in English and Tetum is required. 
  • Working knowledge of Portuguese is highly desirable
     

Professional Certificates    

  • Certificate in public procurement (e.g., CIPS Level 2 or 3) is desirable
