The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC launched an integrated program of support to the government in site management, shelter/NFI and protection. In 2018, DRC started implementing aid projects in support of the host communities most affected by the influx of refugees. As a key part of this, DRC opened an area office in Cox’s Bazar, and a country office in Dhaka.
POSITION PROFILE
Provides coordinated and strategic leadership for all support functions and ensures the smooth running of all support functions to meet the program needs in line with the DRC Operations Handbook. Ensures donor compliance, and auditability of all DRC Cox’s Bazar, Bangladesh documentation.
DUTIES & RESPONSIBILITIES
Planning and Strategy
- Ensure that annual planning for support services is done and regular targets are met, and these are linked to the coordination unit for country-wide consistency.
- Ensure that project planning includes relevant Cox’s Bazar support service requirements (such as lead times and appropriate budgets).
- Ensure that resource mobilization is realistic and meets the needs of support functions by using the operations budget to input donor proposals Coordinate regular gap analysis exercise and timely share with ASMT for informed actions.
- Ensure that support services are fit for purposes to meet program needs.
- Be the focal point for the compliance self-check, internal audit, and results contract.
- Responsible for maintaining the training calendar and providing training and support to program staff in understanding financial obligations & minimum requirements, capacity-building of national finance, Logistics and HR staff.
- Ensure full implementation and adherence to all DRC financial policies and procedures as well as Bangladesh laws.
HR Support
- Ensure that monthly reports and produced and that targets are met by the department while being a link to the HR coordination unit.
- Ensure that quarterly tasks are completed on time (such as staff induction, Code of Conduct training, and leave planning).
- Ensure that annual HR tasks are completed as per the Operations Handbook (e.g., Performance & Development Reviews).
- Streamline HR responses across departments (e.g., support for organogram development).
- Ensure the HR team fulfills daily tasks, such as recruitment, contract renewal/ amendments, that the compensation and benefit plans are reflected in the system, timesheet submission, and leave tracking.
- Responsible for tracking the provision of capacity-building and trainings provided to all DRC Cox’s Bazar staff, promoting fair allocation of training resources across all departments.
- Oversee efficient Human Resource management for DRC Cox’s Bazar, of both DRC contracted employees, enumerators and incentive-based workers.
- Working closely with the Country Office, oversee HR procedures, including recruitment of national staff, contracting/renewals, and (working with line managers) maintaining records of leave and performance management (staff HR files), as well.
Administration Support
- Be the focal point for critical administrative tasks, such as registration for the coordination unit.
- Oversee the team to ensure follow-up on routine tasks are carried out (guesthouse supplies, visa applications, phone credit purchase, utility bill payments, rental, and lease agreements).
- Ensure optimization and fair usage of the available resources including sitting spaces, meeting rooms and furniture by all teams.
- Lead, coordinate and support admin teams with premise acquisition, office maintenance, cleanliness and communication with various landlords.
Logistics and Procurement Support
- Ensure procurement procedures are followed while being the focal point for tenders together with the coordination unit (including being a chairman for most major tenders).
- Closely follow department KPIs and ensure that monthly report submissions are timely and of high quality.
- Be a focal point and decision-maker for fleet movement cancellations in line with Supply Chain Coordinator’s advice.
- Work with the SCM to ensure each of the sub-departments (procurement, fleet, assets, warehouse, and IT) have targets and are meeting them in line with Operation Handbook procedures.
Finance
- Primary budget holder for all support service lines.
- Support Area Manager for production and maintenance of a Master Budget for Cox’s Bazar and ensure accountability and donor compliance in all financial documentation.
- Responsible for budget monitoring and forecasting for support service budgets.
- Work with budget holders in proposal development.
- Work with senior managers regarding budget monitoring of all grants.
- Ensure that critical annual finance tasks are completed (such as the annual reports).
- Work with the finance and compliance team to ensure program teams clearly understand compliance requirements.
- Ensure that monthly finance tasks are completed (payroll, SOS, PIT, cashbooks, and cash forecasts) and in line with Operations Handbook procedures.
- Prepare financial reports for donors, as well as internal reports and budget follow-up.
- Ensure that thorough and effective budgetary control is in place and ensure accountability and donor compliance in all financial documentation.
- In collaboration with relevant program managers will consolidate program and support budgets for funding bids and revisions.
- Reinforce existing procedures and systems for financial management and control and review them for efficiency when appropriate.
- Oversee the organization and maintenance of financial and administrative archives in compliance with DRC policy, donor regulations and national law.
IT
- Oversee IT systems to ensure effective functionality, connectivity, and data security in Area office, Cox’s.
- Supervise IT staff and ensure timely troubleshooting and maintenance.
- Coordinate with HQ HUB IT teams to implement global IT policies, standards, and systems in line with DRC requirements.
- Lead with IT focal person for staff training on IT systems, cybersecurity awareness, and use of digital tools.
- Ensure that SharePoint is organized in line with HQ recommendation.
Coordination
- Coordinating internal budget monitoring meetings, participating in relevant working groups and carrying out support related donor, govt and other stakeholder related engagement.
- Coordinate with the Head of Support Services and the country support services teams (HR and Supply Chain) for support service-related functions as per DRC functional link and requirements.
- Coordinate with ASMT on identify risks and support on updating the risk register.
Safety
- Comply with all global and location-specific safety rules, policies, and procedures. Report safety incidents, near-misses and other relevant information to the safety team as shall be briefed during onboarding. Failure to adhere to these is a disciplinary offence while it may also leave the position holder, their colleagues and DRC Bangladesh, at risk.
As Manager the post-holder is responsible for the following:
- Accountable for achieving DRC’s strategic goals and objectives within the area of responsibility.
- Accountable for making significant decisions on what the unit does: its purpose, functions and role, and for making commitments and decisions that require the expenditure of significant unit resources.
- Line manages and provides technical management to Finance, Supply Chain, HRA and IT staff in Cox’s Bazar
- Accountable for people management of direct reports in Cox’s Bazar. This includes hiring & adjusting structure, objective setting, probation, performance appraisal, development of staff, managing performance, including poor performance, etc.
- Accountable for making sound decisions based on DRC policies, Minimum Operational Procedures, standards, and the advice of technical experts in DRC.
- Any other duties relating to the nature of the job as requested by the Line Manager.
Others:
- Ensure efficient support is extended during internal and external audits.
- Ensure filing and archiving are in place and followed by all respective teams.
SKILLS AND EXPERIENCES
- At least 5 years' experience in similar roles.
- At least 3 years' experience with people management.
- Knowledge of project cycle management.
- Knowledge of supply chain management and procurement processes.
- Knowledge of budget cycle and monitoring processes.
- Knowledge of code of conduct principles and the HR systems for performance management.
- Knowledge of key donor policy and compliance procedures.
- Relevant technical trainings.
- Training in ERP is an advantage.
