What we do
The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
Purpose
ICT Specialist 2 assists the ICT Coordinator and / or ICT Manager in designing and installing IT and Telecom infrastructure in all ICRC Gaza sites (including all premises and residences), either independently or under his / her supervision.
S/he provide technical support to users on a daily basis in all ICRC Gaza sites including all premises and residences.
Functional Responsibilities
- Independently installs, maintains, repairs and monitors ICT equipment in line with ICRC standards.
- Ensures ICT inventory is updated regularly and maintains adequate stocks levels.
- Ensures existing ICT infrastructure is functional.
- Negotiates contracts and facilities agreements with PS providers to optimize service/cost in consultation with ICT Coordinator and / or ICT Manager.
- In charge of the PS cellular file, monitors the services/cost and acts as the ICRC focal point.
- Anticipate and assess the out of catalogue ICT needs, propose solutions, and make sure they are in line with ICRC policies and the overall information system.
- Ensures that global/country-level policies and procedures are implemented and followed.
- Briefs, advises and trains end-users and peers on the ICRC's ICT systems.
- Maintains ICT stock and inventory, carries out regular physical checks.
- Drafts and updates technical documentation for ICT equipment.
- Conducts data analysis exercises upon need.
- May be called upon to manage and train ICT teams.
Specific Tasks and Duties
ICT Infrastructure
- Plans, installs, adapts and maintains all professional ICRC ICT equipment (computers, servers, printers, peripherals, internal networks, power systems, cabling, connexions and internet facilities) respecting internal standards and procedures.
- Plans, installs, programs, adapts and maintains all professional ICRC telecommunications equipment (cabling, power systems, satellite phones and data terminals, VHF radio network and related equipment, switchboards, wireless units, telephone sets, cabling and connexions) respecting internal standards and procedures.
- Assists ICT Co and / or ICT Manager in the implementation of ICT projects in all Gaza sites
- Shares knowledge and maintains technical and administrative information updated following internal documentation and reporting procedures.
ICT Helpdesk
- Handles the tickets on ServiceNow platform according to the system policies and criteria.
ICT Administration and Logistics
- Knows and adapts to the local context ICRC global ICT policies, procedures and standards. Reports to his hierarchy when they are not respected.
- Deals directly with local providers and suppliers and makes sure the right service is provided, and billing is matching.
- Creates and follows up Internal Requests and SR's as per internal procedures and standards.
- Ensures all transfers of ICT equipment and makes sure that items travel properly and safely packed and accompanied by the necessary documents as per ICRC procedures and that reception is acknowledged.
- Keeps updated inventory attribution of all ICT equipment in Gaza in compliance with internal procedures.
- Monitors stock, ensuring item positions do not go below minimum levels.
- Conducts trainings upon request.
- Repairs or makes repair externally faulty ICT equipment.
- Keeps the ICT office and stores clean, in order and secured.
Education and Professional Experience Required
- Bachelor’s degree or equivalent qualification in IT, computer science, electronics, or a similar field.
- Very good command of English, both spoken and written. Knowledge of French is considered an asset.
- Three years of professional experience in IT infrastructure, Telecom, VHF and user support.
- Experience in managing Fortinet equipment (holding a relevant certification is considered an asset).
- Experience working in resilience focused environments, with the ability to perform effectively under pressure.
