About this position

The mission of the Staff Services Team, within the Compensation, Benefits and HR Services Division, is to provide seamless HR processes from pre-hire to retirement, while maintaining strict compliance with Bank policies and regulations.

We are seeking an experienced professional to serve as a Subject Matter Expert (SME) for the Staff Services Team. The successful candidate will be responsible for providing direction, training and support to the Staff Services Group at the HR Service Center in Costa Rica. The role includes ensuring compliance, driving innovation in process automation, and maintaining efficient an effective day to day operations of the group under a continuous improvement framework. Additionally, the SME will collaborate with team members at HQ to implement updates and improvements to the group’s processes.

What you’ll do

•         Provide technical guidance to teams at IDB Headquarters and third-party agents in Costa Rica, ensuring consistent, high-quality customer service aligned with best practices.

•         Measure and report on key performance indicators, ensuring adherence to service level agreements. Leverage Bank resources to lower transactional costs, reduce cycle time, improve performance, and improve responsiveness to customer needs.

•         Develop and document processes focused on customer service, efficiency, quality, and compliance.

•         Implement key controls under the COSO framework to support the control environment related to hiring services. Manage and produce pertinent reports for Management, the Office of the Auditor General, and external auditors.

•         Provide technical input and collaborate with stakeholders in conceptualizing and implementing technical solutions and for processes that are part of the hiring to retirement employee life cycle.

•         Resolve or escalate customer inquiries and issues, interfacing with customers to resolve conflicts as necessary.

•         Motivate and develop a high-performing team, creating a positive workplace environment.

What you'll need

Education: Master’s degree with emphasis in Human Resources, Business Administration or any related field. 

Experience: At least 3 years of progressive experience in benefits administration, compensation, payroll administration, payments, managing employee data or a related field, in a shared services or outsourcing environment. Experience in HR processes, Case Management Systems and Project Management is preferred but not required.

Languages: Proficiency in English and Spanish, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

    -    You are either a citizen of Costa Rica or with residency or legal permit to work in Costa Rica


•    Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
 

Type of contract and duration

National staff contract, 36 months initially, renewable upon mutual agreement
