What we do
The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
Purpose
The Cash and Markets Specialist 2 plans, implements and monitors the Cash Transfer and Market Analysis programmes of the Economic Security Unit (EcoSec), in accordance with the Delegation's strategy and under the supervision and guidance of his/her line manager and with technical support of the Cash and Market specialist 3 in Jerusalem. Based in Dar Al Balah, the specialist supports the teams in Gaza sub-delegation and oversees EcoSec Cash and Voucher Assistance (CVA) or Income and Market (InMa) programs in the Gaza strip in close consultation with them.
Accountabilities & functional responsibilities
Under the technical supervision and with limited coaching and support of the Deputy Economic Security Coordinator, the Cash and Market Specialist is responsible for following ups, designing, planning, implementing and monitoring of CVA programmes and market-analysis in line with the delegation strategy.
He/she contributes to the development of tools for evaluation and feasibility, program implementation, monitoring and evaluation and reconciliation of distributions by ensuring that cash transfer aspects are integrated. He helps identify data collection needs, performs both quantitative and qualitative analysis, ensures proper reporting and visualization, and contributes to capacity-building activities.
He/she has a strong analytical and synthesis skills and contributes to ensuring programmes quality and accountability to beneficiaries by providing an independent and critical analysis of the context and projects involving local markets, offering relevant recommendations, and reporting regularly on intervention outcomes.
Markets
- Contributes to market assessments, data analysis, and interpretation to design and select appropriate response options, including feasibility, distribution mechanisms, cash transfer implementation, transfer value, vulnerability, and targeting.
- Supports the support departments in the selection and contracting processes with service providers (traders, financial and mobile phone institutions) in accordance to the ICRC's guidelines on cash transfer. Provides technical assistance to other departments (e.g., Protection, Health, and WATHAB) on cash transfer aspects as needed.
- Regularly monitors food, non-food, Agro inputs and livestock market trends, including price fluctuations and market functionality. Alerts the coordination team about market disruptions or price surges and advises on assistance modalities to address market imbalances.
- Conducts market research and sector analysis following value chain development and market-based programming approaches, pay especial attention to the dual used items in Gaza
- Share monthly price monitoring report to understand the trends of Market behaviour in Gaza
- Follow closely the trends of liquidity fees and e-wallet in Gaza in order to make programmatic decisions
Cash transfers:
- Ensures monitoring and compliance with the ICRC Cash Standard Operating Procedures (POS™, ICRC, 2018 Review and its 2024 Addendum) in all Ecosec programmes adopting or wishing to adopt Cash Transfers as assistance modalities.
- Contributes to contextualising SOPs at the delegation, and specifically at Gaza levels based on field experiences and lessons learned.
- Support field officers to develop assessment reports and project proposals related to EcoSec interventions deliver through CVA
- Provides technical support to sub-delegations for implementing and monitoring individual and group programs, such as Multipurpose cash assistance (MPCA), Cash-for-Work (CFW), vocational training, and cash for livelihood including agricultural or livestock production support in line with corresponding SOPs, guidelines and briefing notes
- Collaborates with the Analysis and Evidence Unit and field teams to implement post-distribution monitoring and reporting.
- Participates in Cash Working Group meetings, aligns activities with sectoral standards, and provides reports with key updates to supervisors.
- Maintain close collaboration with other humanitarian organizations to capture their lesson learned and good practices related to the CVA activities.
- Promotes the use of digital tools and platforms (e.g., Device Magic, Red Rose) for managing CVA programs.
- Contributes to the department’s reporting cycle, ensuring accurate and comprehensive documentation of cash transfer activities.
The Cash and Market Specialist plays a critical role in ensuring the effective design and delivery of CVA programs, maintaining alignment with ICRC standards, and supporting the organization’s broader humanitarian objectives.
Education and Professional Experience Required
- University degree(BA) in economics or relevant field.
- Good command (spoken and written) of English and knowledge of the local language(s).
- Minimum 3 years’ experience in similar field (cash transfer programming and market analysis
- Computer proficiency.
