Organizational Context and Scope  

Under the overall supervision of the Head of Office (HoO) and direct supervision of Programme Officer – Migrant Assistant and Operations, the Senior Project Associate will be responsible and accountable for providing support to the implementation of all Assisted Voluntary Return and Reintegration (AVRR) and Counter Trafficking (CT) project activities, with focus on capacity building, communication and awareness-raising activities. The incumbent will support communication, coordination, and networking with public authorities, non-governmental organizations, local and migrant communities, and other relevant stakeholders in support of all AVRR and CT activities implemented by IOM Bulgaria. 

Responsibilities

SECTION 3 

Responsibilities and Accountabilities 

  1. ​1. Assist in the planning, coordination, implementation and monitoring of project activities, especially of envisaged capacity building events (workshops, study visits, opening and closing events). 

  1. ​2. Compile, summarize, analyse, and present information/data on specific project topics, highlighting noteworthy issues for the consideration of appropriate parties. 

  1. ​3. Monitor budget implementation and propose adjustments as necessary.    

  1. 4. ​Prepare and/or contribute to various visibility and communication materials, including presentations, photos, articles, video films, web banners, social media posts or others as required.  

  1. 5. ​Maintain regular working relations with representatives of other national/regional institutions and organizations, relevant governmental, non-governmental entities and other international organizations in the field of Migration and return in Bulgaria.  

  1. 6. ​Work within a multidisciplinary team that includes other IOM staff (psychologists, legal counsellors, interpreters, cultural mediators, assisted voluntary return and reintegration (AVRR) referral counsellors, counter-trafficking (CT) referral counsellors, etc.). 

  1. 7. ​Participate in meetings and conferences, and support liaison and coordination with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.   

  1. 8. ​Organize meetings, workshops and training sessions; prepare training materials and participate in the delivering of capacity building workshops. 

  1. 9. ​Contribute to desk research/pre-research, review policies, legislation and trends within the topics relevant for the AVRR/CT to and from Bulgaria. Provide inputs to analyses, reports and share knowledge of gathered outcomes. 

  1. 10. ​Keep all project files updated and secured, in accordance with IOM Data Protection Principles and protocols in place. 

  1. ​11. Assist in evaluation and reviewing of the project progress, including contribution to financial and narrative reporting. 

  1. 12. ​Participate in multidisciplinary meetings with Migration Directorate, Border Police, National Commission for Combatting Trafficking in Human Beings, SAR social experts and representatives from other organizations/institutions, as needed. 

  1. ​13. Provide inputs for the development of Standard Operations Procedures (SOP) and concept papers and provide general support for the development of new projects.  

  1. 14. ​Adhere to IOM’s Standards of Conduct and Policy for Prevention of Sexual Exploitation and Abuse. 

  1. ​15. Undertake duty travel as required. 

  1. 16. ​Provides guidance/training and assist in coordinating and monitoring work of other staff in the unit; may supervise other staff as assigned. 

  1. 17. ​Perform other related duties as assigned 

Qualifications

SECTION 4 

Required Qualifications and Experience 

EDUCATION 

 

  • • ​High school diploma with six years of relevant experience; or, 

  • • ​Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with four years of relevant professional experience. 

 

EXPERIENCE 

 

  • • ​Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;  

  • ​• Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and, 

  • • ​Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage. 

 

SKILLS 

  • • ​Knowledge in of capacity building workshops, communication activities or education activities. 

  • ​• Experience drafting and editing newsletters, press releases, articles, publications, social media content, short videos; reports and briefing memos. 

  • ​• Previous experience in working with governments, CSO, EC is an advantage. 

  • ​• Awareness of migrant and refugee issues – preferably in Bulgarian context. 

  • • ​Strong communication and interpersonal skills, personal commitment, efficiency, and flexibility. 

  • • ​Ability to work with minimal supervision. 

  • ​• Demonstrated drafting, planning and organizational skills. 

  • • ​Problem-solving skills and the ability to adapt to changing priorities and operational needs. 

  • ​• Demonstrated ability to work independently, as well as in a team. 

  • ​• Proficiency in Microsoft Excel and Word, and comfort with learning new software. 

 

 

SECTION 5 

Languages1  
IOM’s official languages are English, French, and Spanish.  

REQUIRED 

For this position, fluency in Bulgarian and English is required (oral and written). 

DESIRABLE 

Working knowledge of any other UN language is an advantage. 

Driving license Category B is an advantage.
