Organizational Context and Scope
IOM has been operational in Papua New Guinea (PNG) since 2001, supporting the Government and communities in addressing a wide range of migration and mobility-related challenges. Guided by IOM’s Strategic Vision and aligned with national priorities, IOM’s programming spans all four pillars of its global Strategic Results Framework: saving lives and protecting people on the move; driving solutions to displacement; facilitating safe pathways for regular migration; and strengthening migration governance.
Operating from its head office in Port Moresby and through decentralized field offices across the country, IOM in PNG implements integrated programming in disaster risk reduction and emergency response; climate change and human mobility; counter-trafficking and protection of vulnerable migrants; migration health; community stabilization and durable solutions; border and migration management; and assisted voluntary return and reintegration. IOM also plays a key role in supporting government-led efforts to improve migration data, enhance institutional capacity, and ensure whole-of-government and whole-of-society approaches to safe, regular, and inclusive migration governance.
Under the overall supervision of the Emergency Management and Peacebuilding Coordinator and the direct supervision of the National Project Officer-Resilience Building in Port Moresby, the incumbent will support the implementation of disaster risk reduction (DRR), disaster risk management (DRM), emergency preparedness and response, and community stabilisation initiatives across target locations. The role will provide day-to-day technical and operational support for the effective, timely, and high-quality delivery of programme activities, working closely with communities, local authorities, and partner organisations.
The incumbent will contribute to risk-informed programming and community-based resilience approaches, with a strong focus on quality assurance, accountability, and adaptive implementation. Through this work, the position supports IOM’s broader efforts to enhance community resilience and address underlying drivers of conflict, vulnerability, and displacement in Papua New Guinea.
Under this vacancy, IOM Papua New Guinea will recruit 5 Senior Project Associates (Emergency Preparedness & Response), one each to be based in Kokopo, Kimbe, Wewak, Mendi, and Kiunga.
Responsibilities
Support the coordination and implementation of disaster risk reduction (DRR), emergency response, and community stabilisation programming, contributing to project delivery, adaptive implementation across target locations.
Monitor field-level project activities, noting operational challenges, potential risks, and emerging issues, and provide practical inputs to support DRR, emergency preparedness and response, and stabilization activities.
Support the preparation and delivery of DRR, emergency preparedness and response, and community stabilization workshops, training sessions, and awareness campaigns, in in with local needs and programme objectives.
Support the preparation of high-quality internal and external reports that capture results, lessons learned, and recommendations for programme improvement.
Coordinate with the government authorities, Non-Governmental Organizations, United Nations agencies, civil society, partners as well as IOM field offices to facilitate implementation of programme activities.
- Monitor internal displacement trends and emerging humanitarian situations within target locations, conducting field-based data collection missions in coordination with the Data and
Analytics Officer, the National Project Officer–Resilience in Port Moresby, and the Emergency Management and Peacebuilding Coordinator, and provide inputs for analytical briefs and situation updates to support programme implementation and operational follow-up.
Provide inputs for project development initiatives supporting the disaster resilient and recovery efforts in communities impacted by disasters and conflict.
Coordinate with local authorities to support at-risk, and disaster-affected communities in the implementation of local development and community stabilization activities.
In coordination with the Migration, Environment and Climate Change (MECC) Officer in Port Moresby, assist in integrating climate change adaptation consideration into DRR community resilience activities.
Support activities related to the development and implementation of early warning systems in collaboration with local authorities and stakeholders, contributing to strengthened community preparedness and resilience.
Provide weekly updates on field progress of DRR and community stabilization programming and escalate issues and concerns to the focal point and the Emergency and Disaster Management (EDM) Unit in Port Moresby for awareness and follow-up action.
Identify and report on emerging conflicts or risks in target areas, providing inputs for appropriate interventions and supporting programme adaptation to the evolving needs of the community. Assist in conducting regular conflict sensitivity and political economy analyses to support programme implementation and promote context-appropriate interventions that do not exacerbate existing tensions.
Coordinate the timely submission of the monthly financial expenditure report, asset inventory checklist, staff timesheets, and vehicle logbooks to the relevant focal points at the field level and in Port Moresby.
Perform such other duties as may be assigned.
Qualifications
Required Qualifications and Experience
Education
Bachelor’s degree in Disaster Management, Environmental Science, Social Science, Development Studies, or similar relevant field from an accredited academic institution with four years of relevant professional experience; or
High school diploma with six years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
Experience in DRR, emergency response, transition and recovery, community development and activities supporting Internally Displaced Persons (IDPs).
Knowledge of DRR, emergency response, community stabilization and (re) integration activities, as well as peacebuilding and development issues.
Experience supporting the organization and facilitation of capacity building activities and training sessions for a variety of audiences.
Experience in liaising with governmental authorities as well as with national institutions or service providers.
Experience in peace reconciliation processes is an advantage.
Experience in facilitating consultative meetings and collecting qualitative and quantitative data is an advantage.
Experience coordinating operational activities with government counterparts, INGOs, UN agencies, or Private Sector in field locations in Papua New Guinea.
Skills
Ability to monitor field activities and compile operational updates and reports.
Good organizational, communication, and interpersonal skills, with the ability to work effectively with diverse stakeholders.
Proficiency in standard computer applications and data management tools relevant to programme implementation.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, fluency Tok Pisin and English is required.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
