Overview
Jhpiego Ethiopia is seeking to recruit a qualified and experienced WASH Advisor to support the Reaching Impact Saturation and Epidemic Control (RISE) Project. The WASH Advisor will provide focused technical leadership, oversight, and coordination to ensure effective implementation, quality assurance, and proper documentation of Water, Sanitation, and Hygiene (WASH) of the RISE Project.
RISE strengthens infection prevention and control (IPC) to safeguard MNCH-N outcomes in fragile and conflict-affected settings. Recognizing that weak WASH systems, overcrowding, and service disruptions heighten infection risks, the project addresses critical gaps in hand hygiene, waste management, and safe water access that contribute to maternal sepsis, neonatal deaths, poor child health outcomes, and outbreaks such as cholera. RISE implements integrated IPC interventions across the full MNCH continuum from antenatal care through childbirth, postnatal, and child health services while reinforcing WASH infrastructure as a foundation for quality care and broader health security.
The WASH Advisor is specifically responsible for:
- Leading and overseeing co-financed WASH improvements at Black Lion and Dubti Hospitals
- Supervising the completion of minor WASH maintenance activities in 45 selected facilities and ensure that all activities remain within the approved ‘minor repair’ scope, avoiding major construction.”
- Verifying that all supported facilities meet national minimum WASH and IPC standards, including verification of functionality, safety, and regulatory compliance
- Ensuring procurement, delivery, installation, contractor supervision, quality assurance, and technical documentation processes are finalized in accordance with project timelines, Government of Ethiopia technical standards, donor regulations, and Jhpiego operational policies.
Closely collaborating with Regional Water and Health Bureaus, facility leadership, engineering teams, contractors, and project technical staff to ensure sustainability, accountability, and measurable infection prevention outcomes.

Responsibilities
Technical Oversight of Co-Financed WASH Improvements (Black Lion & Dubti)
- Coordinate and follow up on finalization of Bills of Quantities (BoQs) for RISE-supported WASH inputs.
- Ensure clarity of scope under the co-financing model between RISE-supported supplies/equipment and government/partner construction contributions.
- Facilitate Memorandum of Understanding (MoU) signing and follow up of agreed performance milestones and timelines
- Verify procurement specifications for compliance with national regulatory, quality, and safety standards before issuance of purchase orders.
- Oversee procurement, delivery, inspection, installation, and commissioning of WASH-related supplies and equipment.
- Conduct regular site visits to confirm completion, functionality, and operational readiness.
- Track implementation milestones and escalate delays or bottlenecks to project leadership.
- Ensure documentation of co-financing contributions and preparation of technical completion reports for donor reporting.
- Prepare technical completion summaries for donor reporting.
Finalization of Minor WASH Maintenance (45 selected Facilities)
- Review facility-level WASH capacity assessment findings to confirm the scope of approved minor maintenance works.
- Support woredas and health facilities in developing, finalizing, and validating BoQs for the proposed minor WASH interventions.
- Coordinate procurement and ensure the timely delivery of essential WASH items, equipment, and spare parts according to the approved BoQ.

Verify restoration and full functionality of the supported WASH infrastructure, including:
- Water reservoir, pipeline, and peripheral distribution points
- Handwashing stations
- Sanitation facilities
- Wastewater drainage and treatment system
- Provide on-site technical support to facility staff during visits to ensure proper installation, operation, and maintenance of WASH interventions.
- Confirm that all supported facilities meet minimum functional WASH standards.
- Ensure documentation of co-financing contributions and completion of reports.
- Ensure that all activities remain within the approved “minor repair” scope, avoiding major construction.
- Document facility conditions before and after intervention, and maintain comprehensive records of activities, outcomes, and co-financing contributions.
WASH Standards Compliance & Quality Assurance
- Verify that all supported facilities comply with the national Ethiopian Building Code Standards (EBCS) and WASH standards for healthcare settings.
- Ensure WASH improvements effectively strengthen IPC systems.
- Participate in joint verification and inspection visits with government counterparts and donor representatives.
- Identify risks related to sustainability, maintenance gaps, or non-compliance.
- Recommend and follow up on corrective actions where standards are not met.
Coordination and implementation support

Serve as focal technical person for WASH coordination with:
- Hospitals
- Regional Health and Water Bureaus
- Contractors/suppliers (as relevant)
- Work closely with procurement, finance, and operations teams to prevent implementation bottlenecks.
- Track procurement timelines, delivery schedules, and implementation milestones.
- Flag risks affecting project performance or close-out deadlines.
- Support timely submission of prior approvals and required compliance documentation.
Monitoring, Documentation & Close-Out
- Maintain a comprehensive WASH activity tracker with clear milestones and status updates.

Ensure proper filling and archiving of:
- Delivery notes
- Inspection and installation verification reports
- Acceptance certificates
- Warranties and technical manuals
- Completion reports
- Coordinate final sign-off processes, ensuring all milestones are met and issues resolved.
- Contribute to final technical reporting under Objective 2.
- Document lessons learned to inform future WASH programming.
- Support audit readiness and compliance review
Required Qualifications
- Master's degree in civil, Hydraulic, sanitary Engineering, environmental engineering, or related field. OR
- Bachelor’s degree in one of the above fields or any other relevant field with a minimum of ten years of substantial experience in healthcare WASH infrastructure programming
- Minimum 6–8 years of relevant professional experience in WASH programming, preferably in healthcare facility settings.
- Demonstrated experience overseeing WASH infrastructure improvements.
- Experience reviewing BoQs, technical specifications, and engineering documentation.
- Experience working with hospitals or public health facilities.
- Experience managing or supporting donor-funded projects with familiarity in compliance, documentation, and audit requirements.
- Experience working in fragile, emergency, or resource-constrained settings is an added advantage.
- Understanding and experience working on the Ethiopian Building Code and Standards
Required Skills & Abilities:
- Strong knowledge of WASH standards in healthcare facilities and ability to assess functionality of water and sanitation systems.
- Ability to review technical specifications, verify installations, and oversee minor maintenance within approved scope and co-financing limitations.
- Strong follow-up, milestone tracking, and process acceleration skills under tight timelines.
- High attention to detail with solid documentation, reporting, and problem-solving capacity in constrained environments.
- Strong knowledge of WASH in healthcare facility standards.
- High attention to detail and commitment to quality assurance and compliance.
- Excellent documentation, reporting, and analytical problem-solving skills.
- Ability to coordinate effectively with multidisciplinary teams, contractors, government counterparts, and donor representatives.
Salary: Between 22,966 – 30,206.70 USD per annum.
