• Output 1 (by May 4, 2026): a quality-checked dataset detailing the export potential of Flanders and Belgium, their actual exports and untapped potential by 6-digit product code and market is shared with the Studies team; the codes used to process the data are shared with the Studies team. • Output 2 (June 4, 2026): a harmonized, quality-checked export potential datasets at the 6-digit HS level for Armenia, Belarus, Kazakhstan, Kyrgyzstan, the Russian Federation, Tajikistan and Uzbekistan, covering actual trade, untapped potential, and supply and demand indicators; the cleaned underlying trade and tariff data, together with the scripts and technical documentation used to produce the indicators, ensuring full reproducibility.

Duties and Responsibilities

The International Trade Centre (ITC), a joint agency of the United Nations and the World Trade Organization, assists developing countries to leverage expanding trade opportunities in an increasingly complex global environment. ITC promotes sustainable and inclusive development goals through trade. The Trade and Market Intelligence section (TMI) is part of ITC’s Division of Market Development (DMD). TMI has developed a range of tools for strategic and operational market research, focusing on products and markets of interest to developing countries, assessing sectoral and national trade performance and trade competitiveness. TMI regularly supports the work of ITC projects and beneficiary countries through its tools and methodologies. In this context: • Flanders Investment and Trade (FIT) has contacted TMI to obtain access to customized export potential data for Flanders and Belgium, as well as an associated training programme. • the Eurasian Development Bank (EDB) has contacted ITC to explore opportunities to strengthen their market intelligence operations, particularly through export potential data, which allows organising, visualising, and analysing international trade statistics. The International Consultant will participate in TMI’s support of these two activities as described below. Duties and responsibilities Under the direct guidance of the Associate Statistician (TMI), the overall supervision of the Chief (TMI), and in close collaboration with the Studies team, the International Consultant will support the Trade and Market Intelligence section in the preparation and analysis of trade, export potential and trade policy datasets related to FIT’s and EDB’s requests. On FIT’s request, the International Consultant will: • review and adapt TMI’s latest export potential methodology, initially designed for country-level information, to calculate results for Flanders, • liaise with the Studies team members to obtain updated raw trade and tariff data needed for export potential calculations, • quality control the raw regional-level data received from FIT, and flag any issues detected to the Associate Statistician, • merge all data sets, and process the data and indicators, to calculate the regional level export potential for Flanders and Belgium, • quality control results, share them with the Associate Statistician, an incorporate any feedback received. On EDB’s request: • compute and update basic indicators (export potential, untapped potential, actual trade) and advanced indicators (supply and demand sub-indicators) at the 6-digit HS level for the target countries (Armenia, Belarus, Kazakhstan, Kyrgyzstan, the Russian Federation, Tajikistan and Uzbekistan), • ensure consistency of results across countries, product codes and time periods, in line with ITC methodological standards, • prepare a delivery-ready dataset in Excel (or agreed) format with appropriate documentation and metadata, • conduct quality assurance checks on calculated indicators and final outputs, and incorporate feedback from ITC technical staff, • support the preparation of updated datasets in line with the agreed update schedule, and • document data processing steps, scripts, and methodologies to ensure reproducibility and internal knowledge transfer. Copyright Clause: The consultant has to ensure that she has obtained the necessary permissions with regard to intellectual property rights required to perform her services under this consultancy contract and for the subsequent dissemination by ITC in any form. Documentary proof is to be submitted to ITC. Should any license fee be due for the use of copyrighted materials of third parties, the consultant shall request prior written permission from ITC. Qualifications/special skills

Postgraduate degree in Statistics, Economics, Trade or similar. • Minimum of 18 months of work experience in data management and analysis, and research.
