Overview of positionOur client supports partners to design and implement sustainable, inclusive and resilient solutions in fragile and climate-vulnerable contexts. In Libya, Our client is implementing the RENEWAL project to addressclimate risk in the agricultural and livestock sectors through assessing and increasing the climate-resilient capacity of farmers and pastoralists, with a specific focus on vulnerable communities, including internally displaced persons (IDPs), women, youth, and minorities. Additionally, Our client is implementingthe Building the Capacities for Plastic Waste Management in the Greater Tripoli Area project in Libya. The project aims to increase the capacity of the private sector to play a role in managingplastic waste through recycling under the circular economy concept. Under the climate change portfolio, Our client is working closely with the Libyan government, civil society organizations and micro, small and medium enterprises. Robust monitoring, evaluation, and learning (MEL) is required to ensure results-based management, evidence-based decision making, donor-compliant reporting, and adaptive management across the portfolio.
The MEL Specialist will design, operationalize and maintain an integrated MEL system for the RENEWAL and plastic waste projects, in addition tosupportingthe development of new businessopportunitiesof Our client. The assignment will ensure timely and high-quality data collection, verification and analysis; strong evidence products, data retention and dashboards; and compliant donor and corporate reporting, including tracking of inclusion (sex and age-disaggregation) and accountability mechanisms, withadeveloping learning agenda to improve the performance of the implementation throughlessonslearned and rotational action review.
Under the supervision of the Project Manager, the MEL Specialist will support the following:
MEL system design and operationalisation
Develop and/or update the project MEL framework, including indicator reference sheets (definitions, baselines, targets, disaggregation, frequency, means of verification, responsibilities).
Establish data collection tools and a data management system (templates, forms, filing structure and database) that enables audit-ready evidence.
Develop standard operating procedures (SOPs) for data quality assurance (DQA), verification, version control and evidence archiving.
Train project staff and implementing partners on MEL tools, reporting routines and evidence requirements; provide ongoing technical support.
Coordinate with partner and data collectors to ensure systematic, safe and effective data collection
Baseline, proposal development, routine monitoring, and evaluation support
Plan and coordinate baseline data collection and validation of baselines for key indicators, including sampling and field protocols as required.
Conduct routine monitoring through field verification visits, spot-checks, beneficiary monitoring and triangulation with partner reports and delivery records.
Support preparation for quarter-term, mid-term reviews and final project evaluation processes, including datasets, evidence packs and management response tracking.
Promote participatory monitoring approaches and inclusion in monitoring activities (with a focus on women and youth participation).
Support in the development of new business opportunities by developing a logical framework, budgeting for MEL costs, and reviewing the logical flow.
Reporting, dashboards, and donor compliance
Work closely with the Libya team to maintain an up-to-date indicator tracking table with clear means of verification and evidence links; update at least quarterly and before review events or ahead of reporting cycles.
Contribute in periodic quarterly and annual progress reporting, ensuring consistency across results, indicators, activities, procurement/finance, and risk
Develop and maintain internal management dashboards (ex, Excel and Power BI) covering progress versus targets, geographic coverage, inclusion metrics, and delivery bottlenecks.
Safeguards and risk monitoring
Coordinate with HSSE/safeguards colleagues to ensure monitoring of key safeguards commitments and field compliance where relevant.
Support risk monitoring by maintaining a risk/issue log and flagging delivery and compliance risks to the Project Manager for timely mitigation.
Knowledge management and learning
Work closely with the Libya team to produce learning briefs, case studies and success stories, documenting results, lessons learned and operational recommendations.
Support documentation of stakeholder engagement processes and outcomes, including meeting records and evidence of consultation.
Contribute to visibility products and presentations with clear data visualisations, where requested by the Project Manager.
The incumbent will perform other related duties as required by the supervisor in line with the scope of the ToR.
Impact of results
The role of MEL specialist will strengthen results-based management across the RENEWAL, plastic waste projects and new business opportunities, improving data quality, reducing reporting lead time, and enabling evidence-based decision-making. The role will support donor confidence through credible and traceable means of verification, improve adaptive management through timely dashboards and risk flagging, and enhance organisational learning through structured documentation of lessons and results.
This role reports to the Project Manager.
Key competenciesTimeliness and quality of deliverables.
Accuracy and completeness of the indicator tracking table and evidence archive.

Demonstrated use of data products (dashboards/analysis) for adaptive management decisions.
Positive feedback from the Project Manager and relevant stakeholders on the usability of MEL products.
Ability to work with limited supervision.
This role dose not require team management skills.
Further informationStrong results-based management literacy, indicator design, and means of verification discipline.
Quantitative and qualitative methods; basic survey design and sampling; data cleaning and analysis.
Proficiency in Excel; experience with KoboToolbox/ODK/CommCare or similar mobile data collection platforms is strongly preferred.
Dashboarding and data visualisation (Power BI or Tableau) is an advantage.
Knowledge of gender-responsive MEL and disaggregation (sex and age) and inclusion-sensitive monitoring.
Familiarity with Our clients’ HSSE monitoring is an asset.
