Purpose of consultancy

The consultant will supervise and provide technical guidance to minor rehabilitation works, related to WASH, and IPC activities in targeted health facilities (Hospitals , Central Public Health Labs (CPHL), Emergency Operation Centers (EOC), National Blood Transfusion Centers (NBTC) and Primary Heath Cares (PHC)) to enhance their functionality and resilience and ensure appropriate implementation of required activities and contributing to the overall health outcomes in Sudan.

Background 

The World Health Organization (WHO) serves as the directing and coordinating authority for public health within the United Nations system. Sudan is currently facing a convergence of public health emergencies stemming from armed conflict, displacement, disease outbreaks, economic instability, and natural disasters.

These challenges have placed enormous strain on the health system, calling for targeted interventions to strengthen health facility functionality and resilience. Within the SHARE (supported by the world Bank) and SHIEP (supported by the African Developmental Bank), WHO aims to support targeted health facilities through minor rehabilitation and improvements in Water, Sanitation, and Hygiene (WASH) and Infection Prevention and Control (IPC) to ensure safe, effective, and climate-resilient health service delivery. This consultancy focuses on addressing these critical needs.

Under WASH the main objective is to ensure reliable water supply, functional sanitation facilities, and waste management systems, and to address hand hygiene infrastructure, wastewater drainage, and availability of clean water for medical and non-medical use.

Under IPC the main objective is to implement measures to prevent infections, including improving ventilation, installing proper isolation zones, and training facility staff on IPC protocols.

Climate resilient interventions are aimed to be minor interventions that make the facilities more climates resilient, such as light reflective facades, heat resistant paint, etc.

The consultancy will continue to provide technical support and accelerate the implementation of the planned civil works under the SHARE Project, covering 10 hospitals, building on previously delivered technical outputs. In addition, the consultant will support the direct implementation of rehabilitation works under the new SHEIP Project, which will cover 20 hospitals and 25 Primary Health Care (PHC) facilities and EOC, CPHL and NBTC.

Deliverables

Output 1: Conduct needs assessment

-       Deliverable 1.1: Conduct and review on-site assessments of targeted health facilities to identify gaps and requirements in infrastructure, WASH, and IPC, and climate resilience related interventions.

-       Deliverable 1.2: Review existing conditions and recommend practical interventions to meet minimum WASH/IPC standards and enhance climate resilience.

-       Deliverable 1.3: Support the specific assessment of climate change at health care facilities.

-       Deliverable 1.4: Collaborate with ministry of health engineers to conduct assessment for the inaccessible health facilities and develop need assessment report for the targeted health facilities.

-       Deliverable 1.5: Develop need assessment report for the targeted health facilities.

Output 2: Develop plans and design

-       Deliverable 2.1: Develop and provide and review minor rehab plans, considering technical guidance and standards for minor rehabilitation, WASH and IPC interventions in areas of improved water supply systems, sanitation facilities, waste management systems, and ventilation enhancements.

-       Deliverable 2.2: Identify and incorporate climate-resilient measures, such as installing protective screens, using weather-resistant construction materials, and creating shaded patient waiting areas.

-       Deliverable 2.3: Collaborate with implementing partners or hospital teams through developing, revising and approving the technical specifications and bills of quantities (BOQs).

Output 3: Provide technical support for Procurement

-    Deliverable 3.1: Technical Support the revision and drafting of the tender and bidding documents.

-    Deliverable 3.2: Support the procurement process in getting technical clearance from regional office.

-    Deliverable 3.3: Support the procurement team in the technical evaluation stage of the bids with the required clearances as non-staff to participate in the procurement process.

Output 4: Supervise the work of contractors

-    Deliverable 4.1: Collaborate with hospital teams through developing, revising and approving the contractor work plan and facilitating site hand over to contractor.

-    Deliverable 4.2: Oversee contractor performance (whether IP and or their subcontracted entities) throughout project implementation for quality assurance of implementation.

-    Deliverable 4.3: Review and approve technical submittals, including shop drawings, material samples, and calculations.

-    Deliverable 4.4: Verify and approve interim payments with direct implementation and ensure adherence to contract terms and timelines.

Output 5: Support the implementation of Safeguard

-       Deliverable 5.1: Ensure integration of the Social and Environmental Safeguards Framework into project activities and related contractual procedures.

-       Deliverable 5.2: Conduct orientation sessions for contractors and facility staff on safeguard requirements and compliance.

Output 6: Monitoring and Reporting

-     Deliverable 6.1: Regularly monitor the implementation of hospital plans with the contractor or implementing partners in collaboration with health facility management.

-    Deliverable 6.2: Track progress and document variations or issues encountered during implementation.

-    Deliverable 6.3: Handover and issuance of substantial completion certificates for rehabilitation work at hospitals and PHCs.

-    Deliverable 6.4: Submit detailed monthly progress reports and provide final consultancy report summarizing achievements, challenges, and recommendations.

-    Deliverable 6.5: Provide technical input for any additional tasks related to WASH/IPC and minor rehabilitation activities as required by WHO.

The candidate is expected to work closely with the Ministry of Health, hospital managers, WHO zone coordinators and technical officers, WHO contractors and or implementing partners relevant stakeholders as required.

Educational Qualifications

Essential: Minimum first university degree for lower end of range in civil/architecture engineering or a related field.

Experience

Essential:

  • From 5 to 6 years of relevant experience in project management, infrastructure rehabilitation, and WASH/IPC.

  • Proven expertise in preparing tender documents and supervising construction works.

Desirable

  • Experience working with WHO, other UN agencies, or international development organizations.

  • Knowledge of climate-resilient construction practices.
