Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.

DRC has been operating in Ukraine since 2014, currently DRC employs over 800 staff in Ukraine and implements emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC is currently looking for a highly qualified Human Resources and Administration Team Leader to join our team in Kharkiv. 

About the job

Under the supervision of the Support Services Manager, the HR and Administration Team Leader is responsible for coordinating and managing the work of the HR and Administration teams, including recruitment, contract management, monitoring, and documentation in accordance with DRC policies and Ukrainian legislation. Responsibilities also include administering processes such as leasing premises, registering foreign colleagues, organizing events, booking travel, and maintaining administrative inventory records.

Your main duties and responsibilities will be:

  • Lead the recruitment process for the East area, including posting job ads, preparing candidate lists, organizing interviews, checking references, and completing the relevant paperwork.
  • Ensure that personnel documentation complies with labor law and personal data protection legislation. Interact with DRC Country office in Ukraine to ensure timely and accurate exchange of documentation.
  • Process the hiring, transfer, and dismissal of employees in accordance with labor law.
  • Create and maintain employee personnel files, ensure the timely submission of these files to the DRC Country Office (CO).
  • Ensure compliance with the Leave Policy by all DRC employees in the area of responsibility.
  • Prepare internal orders and forward them to the DRC Country office archive.
  • Perform the role of HR user in the ERP systems (Microsoft Dynamics, BAF), including processing hiring, termination, and contract renewals, reviewing and approving vacation requests, and managing payments and compensation.
  • Coordinate the submission of health insurance information to the insurance company in accordance with changes in the list of employees; coordinate employee requests with insurance companies.
  • Ensure that all human resources-related information is recorded and sent to the relevant parties in a timely manner
  • Prepare all necessary agreements, permits, and licenses required for the DRC activities in the Kharkiv office within the established deadlines.
  • Create and maintain an effective document storage system, including archiving key materials.
  • Manage the work of the administrative team and provide technical support in finding new premises, booking accommodation, and tickets.
  • Ensure compliance with DRC and donor procedures, as well as the use of cost-effective processes at all times.
  • Ensure the timely completion and submission of necessary administrative reports.
  • Ensure regular (weekly and monthly) updates of all administrative trackers as required, including premises, payments, supplies, and consumables.
  • Provide practical training for the entire HR/administrative team in the region and seek support from the CO HR department as needed.

About you

To be successful in this role, you are expected to have at least 3 years of experience in human resources management, administrative work, information work, or a related field. Moreover, we also expect the following:

Required

  • Higher education in Human Resources Management and Labor Law, Law, Document Management and Information Activities, Office Management, or a related field.
  • Excellent organizational and time management skills, ability to effectively prioritize and multitask.
  • Strong sense of personal integrity, understanding of confidentiality and professional ethics.
  • Excellent command of MS Word, Excel, PowerPoint, and other online tools.
  • Fluency in English and Ukrainian is required.
