Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian network and forms part of the wider International Red Cross and Red Crescent Movement. The Global Fleet Unit (GFU) is a core function supporting IFRC humanitarian action and is responsible for managing the IFRC vehicle fleet worldwide. As an integral part of the Global Humanitarian Services & Supply Chain Management (GHS & SCM) function based in Geneva, the GFU implements the IFRC global fleet management strategy, manages vehicle stocks globally, and initiates the procurement of vehicles and vehicle-related equipment. The GFU is responsible for fleet planning, innovation, fleet development, and the management of the Vehicle Rental Programme (VRP), as well as the IFRC fleet management system, FleetWave.

Job Purpose

This role is a key part of the Global Fleet Management team, based in the Americs, with a primary focus on expanding and strengthening IFRC Global Fleet Services in the Americas. The position drives the promotion, uptake, and delivery of fleet solutions (sales, rental, lease-to-own, VRP and FleetWave), while ensuring services remain compliant, cost-recoverable, and operationally effective. The role coordinates the regional fleet management approach, maintains global standards and procedures, and provides expert technical and operational support to IFRC operations and National Societies. Strong stakeholder engagement, business development mindset, and technical expertise are essential.

Job Duties and Responsibilities

Business Expansion & Service Promotion

  • Actively support the growth and uptake of Global Fleet Services in the region in line with GFU strategy and approved service models.
  • Promote vehicle sales, rental, lease-to-own solutions, VRP access, and FleetWave to National Societies and IFRC delegations.
  • Identify regional opportunities, customer needs, and constraints, and provide structured feedback to the Global Fleet Unit (GFU).
  • Coordinate closely with GFU Dubai to ensure consistent messaging, approved offerings, and alignment with global policies.
  • Support the development and expansion of vehicle sales and rental agreements in compliance with IFRC financial and regulatory requirements.

Fleet Operations & Technical Oversight

  • Coordinate delivery of Global Fleet Services to ensure high-quality, cost-efficient, and 100% cost-recoverable services.
  • Manage regional VRP vehicle stock (Panama) as well as temporary stock locations in the region in line with SOPs, including transport, inspections, documentation, and contractors.
  • Oversee preventive maintenance, repairs, and fleet sizing to maximize vehicle lifespan and operational efficiency.
  • Support vehicle import/export, registration, and compliance with national regulations.

Audit, Compliance & Systems

  • Ensure full compliance with the IFRC Fleet Manual, VRP procedures, and audit-trail requirements.
  • Maintain accurate fleet data and reporting in FleetWave for all regional vehicles.
  • Monitor performance indicators and financial reporting to ensure service viability and accountability.
  • Drive continuous improvement through reviews, feedback, and learning.

Capacity Building & National Society Support

  • Provide expert guidance, training, and technical support to National Societies and IFRC offices.
  • Promote best practices in fleet usage, driver rules, road safety, and fleet management systems.
  • Support National Societies to build more independent and sustainable fleet management capacities.

Emergency Preparedness & Response

  • Be deployable within the first 5 days of emergencies to establish fleet systems, assess needs, and support operations.
  • Oversee fleet and transport activities during emergency responses in line with GFU TORs.

Education

A university degree in a Logistics discipline - REQUIRED

Experience

REQUIRED

  • 4 years of relevant experience in managing complex logistics operations, of which 1 year in the fielD
  • Red Cross/Red Crescent knowledge and experience

PREFERRED

  • Proven experience in conducting trainings and developing training materials
