Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.

DRC has been operating in Ukraine since 2014, currently DRC employs over 800 staff in Ukraine and implements emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.

DRC is currently looking for Partnership Officer (Contract Management) for its Area-Based Allocation (ABA) project implemented in Khersonska oblast – however, the position is based in Mykolaiv.

About the ABA Consortium

The Area-Based Allocation (ABA) Consortium is a strategic partnership led by the Danish Refugee Council (DRC), established to strengthen localized, coordinated, and sustainable humanitarian response in Kherson Oblast. The Consortium operationalizes the area-based approach by integrating multisectoral programming, community engagement, and conflict sensitivity under a unified framework. It aims to enhance collective impact by aligning member strategies, sharing risks and resources, and empowering local actors as central partners in the humanitarian response.

About the job:

Under the management of the Programme Manager (ABA) and technical supervision from the Grants Unit, the Partnership Officer will support the effective management of DRC’s partnerships with civil society organizations (CSOs) and local authorities in Ukraine. The role contributes to the full project cycle of partner-led programming, including CSO mapping, partner due diligence, preparation of sub-grant agreements, project initiation, implementation, and closure. The Partnership Officer serves as the first line of communication with partners, provides day-to-day guidance, coordinates with internal and external stakeholders, and ensures compliance with DRC standards and donor requirements.

Your main duties and responsibilities will be:

 Sub-grant Administration and Compliance

  • Support the administration of sub-grants throughout the project cycle (from contracting to close-out).
  • Manage and maintain accurate records of all sub-grants in DRC’s internal systems (Dynamics) and shared consortium repositories.
  • With guidance from the Partnership Specialist (ABA), support timely preparation and signing of sub-grant agreements and amendment packages.
  • Track partner reporting deadlines, payment schedules, and deliverables; follow up with partners to ensure timely submission and compliance.
  • Liaise with support service teams (finance, procurement, HR) to ensure alignment between programmatic and compliance workflows.

Due Diligence and Vetting

  • Support the update of CSO vetting and due diligence processes in line with donor requirements (UHF) and consortium SOPs.
  • Coordinate with the Partnership Specialist (ABA) the Support Services team to monitor corrective action plans or capacity-building follow-ups resulting from due diligence.

Grants Management and Reporting

  • Provide administrative support during proposal review processes, including documentation.
  • Ensure that all DRC sub-grants management tools (sub-grant tracker, partner database, risk matrix) are updated with quality data.
  • Support the organization of partner kick-off meetings, review meetings, and close-out meetings with partners.
  • Support the preparation and quality review of partner narrative reports in coordination with the Partnership Specialist (ABA) and MEAL officer (ABA).

Partner Support and Capacity Development

  • Support the Partnership Specialist (ABA) in organizing capacity-strengthening initiatives for local CSOs (e.g., training, workshops, mentoring sessions).
  • Identify recurring compliance or management gaps among partners and flag them for targeted support

Coordination and Communication

  • Prepare and circulate subgrants-related updates, trackers, and minutes for consortium governance meetings (i.e., CMU, Advisory Board, Steering Committee).
  • Ensure complete partner documentation to facilitate internal and/or external audit.

About you

To be successful in this role we expect you to have at least 2 years of experience with grants or partnership management in an INGO or UN agencyMoreover, we also expect the following:

Required

  • University degree in international relations, project management, business administration, or a related field.
  • Proven understanding of donor compliance.
  • Strong organizational and analytical skills with attention to detail.
  • Excellent command of written and spoken Ukrainian.
  • Advanced skills in Microsoft Office (Word, Excel, PowerPoint) and database management

Desirable

  • Good command of English is desirable.

  • Contract length: 12 months renewable depending on performance and funding. Preliminary 3-month probation period.
