The over $12.5 billion Climate Investment Fund (CIF) is the
pioneer multilateral climate fund, mobilizing low-cost finance for energy
system transformation and sustainable development. Established in 2008, CIF is
the only multilateral climate fund working exclusively through six AAA-rated
multilateral development banks. In 2025, CIF became the first multilateral
climate fund to access capital markets, unlocking $500 million in private
sector capital with the CIF Capital Markets Mechanism (CCMM).
The CIF Secretariat, hosted by The World Bank, supports the
work of the CIF governing bodies, including strategy and policy development as
well as reporting; manages internal and external institutional relations as
well as strategic partnerships; supports program development; delivers a large
program of thought leadership, knowledge and learning work; is responsible for
portfolio risk management and new private sector capital mobilization
modalities and initiatives.
CIF funding, featuring high quality financing and high
co-financing ratios, empowers developing countries, lowers risk, enables
first-of-their-kind investments, and contributes to transformational change.
The CIF Secretariat is seeking a dynamic Portfolio & Results
Management Officer (ETC) to support CIF's monitoring, reporting, and results
management functions. The successful candidate is expected to collaborate
effectively with the Head of Portfolio & Results Management and teams
across the CIF Secretariat, as well as CIF's key stakeholders, including CIF
partner Multilateral Development Banks (MDBs), CIF contributors, recipient
countries, and the CIF Trustee.
Duties and Accountabilities:
Annual Results Monitoring and Reporting
• Lead implementation of the annual results reporting process for two CIF programming areas, with a focus on either resilience/nature or energy systems transition
• Develop an approach to retroactively review and quality assure program results
• Oversee data collection, quality assurance, and management for select CIF programs in coordination with both internal CIF teams and external partners (e.g., MDBs, recipient countries)
• Lead in both quantitative/qualitative analysis and writing of select CIF program results reports for CIF Trust Fund Committees.
Results-Based Design and Technical Support
• Contribute to CIF program design, IP development, and project review functions in support of CIF’s results management approach and M&R Systems
• Develop methodological guidance and other content for CIF’s MEL toolkits
• Review CIF’s co-financing methodology in coordination with portfolio management function and propose modifications, as appropriate
• Provide results-based design inputs, thought leadership, and technical support to CIF’s strategic areas, such as people, jobs and livelihoods, capital mobilization, and private sector engagement
Knowledge Management, Research, and Analytics
• Conduct targeted research and develop knowledge products and analytics in support of CIF’s strategic directions, TFC papers, or other analytical needs, per CIFSEC and stakeholder demand
• Help coordinate delivery of “CIF Delivers” country investment plan results web modules
• Coordinate closely with Communications team to support CIF messaging, results-related communications outputs, annual CIF report, and other CIF communications needs
Stakeholder Partnerships for Results
• Support joint-MCF working group in the development of joint results metrics and methods and CIF contributions to annual joint-MCF results report
• Collaborate with MDBs, CIF recipient countries, and other partners in results-related engagements (e.g., Investment Plan Close-Outs, MEL capacity-building, MDB portfolio reviews, etc.)
• Field and prepare CIFSEC responses to external requests related to CIF results, data, and information-sharing
Process Improvement
• Support the review of CIF’s operational and results reports and contribute to revamp, as appropriate
• Support the optimization of CIF data systems and integration of CIF’s results and portfolio management functions, as appropriate
• Support the quality assurance and enhancement of CIF’s Collaboration Hub (CCH) online information management platform
• Contribute to discussions and testing of Artificial Intelligence applications for the optimization of CIF’s results and portfolio management functions
Selection Criteria
• Master’s degree relevant to climate change, international development, monitoring and evaluation, natural sciences and environment, social sciences, economics, public policy, or related field
• A minimum of 5-7 years of relevant professional working experience
• Technical expertise in M&E across the programming cycle, including results-based design and theory-building, results frameworks, annual monitoring, mid-term reviews, end-line assessments, as well as capacity-building and stakeholder engagement
• Strong understanding of data collection, data management, and data analysis functions
• Applied qualitative and quantitative social science research skills (including fieldwork, portfolio/thematic reviews, modeling, surveys, case studies, statistical analyses, evaluations, and other methods)
• High-quality writing skills, including for technical, operational, policy, and public audiences
• Sectoral expertise in energy, nature, and/or resilience with fungibility to cross-support additional CIF sectors as needed
• Familiarity with climate metrics and methods, e.g., GHG accounting, adaptation benefits, nature-based solutions, etc.
• Operational knowledge of CIF, MDBs, climate financing, and development practice in relevant sectors
• Direct experience in one or more CIF-targeted regions (Africa, Latin America, Eastern and Central Europe, Asia)
• Critical interdisciplinary thinking, innovation, and problem-solving skills
• French/Spanish language skills an asset
