The External and Corporate Relations Vice-Presidency (ECRVP) manages the WBG’s external engagement, reputation, and strategic communications. Within ECR, the Department of Global Engagement (ECRGE) leads the institution’s global engagement across civil society, think tanks, academia, philanthropy, faith-based organizations, alumni, and the private sector.  ECRGE also oversees major WBG corporate campaigns — including The Community Outreach Program (ECRCO) — as part of its mandate to strengthen institutional engagement and community connection.
The Community Outreach Program (ECRCO) delivers the WBG’s corporate social responsibility agenda, enabling staff and retirees to contribute through workplace giving, volunteerism, grants, internships, and in-kind donations. The Community Connections Campaign (CCC) is the flagship workplace giving campaign.
ECRGE is seeking a Senior External Affairs Officer to lead this portfolio. The role requires a relationship-driven leader with an entrepreneurial mindset and demonstrated experience mobilizing people and resources. A strong network within civil society organizations is a distinct advantage.
The Senior External Affairs Officer reports to the Director, ECRGE.
Duties & Accountabilities
• Lead the Community Outreach Program, setting objectives, priorities, and strategies to engage staff and retirees in community initiatives, in coordination with Senior Management, ECRVP, ECRGE, and World Bank Group units.
• Lead and manage the Community Outreach Team, supported by 400+ global campaign coordinators.
• Oversee and manage the Community Connections Campaign (CCC), an institutional campaign anchored in ECRGE—campaign design, communications, matching-fund processes, and coordinator recruitment/training.
• Lead Natural Disaster Relief Drives, advising on campaign design and NGO selection.
• Manage the workplace-giving platform vendor contract and coordinate with IT and payroll.
• Manage the World Bank Community Connections Fund (U.S. nonprofit), including NGO vetting, grant recommendations, and audit compliance.
• Oversee Community Outreach Grants Program including awards and performance monitoring.
• Lead the WBG Volunteer Program, including volunteer platform management and Volunteer Awareness Day.
• Oversee the High School Internship Program in partnership with Urban Alliance and participating WBG units.
• Manage approval of in-kind donations (e.g., used computers) with IT, country offices, and HQ units.
• Represent the WBG externally in the Washington, D.C. region — nonprofits, philanthropy, private sector, and local officials.
• Lead additional community engagement initiatives and support other units’ community activities.
• Serve as a trusted advisor to senior leadership.

Selection Criteria

• Advanced degree and 8+ years relevant experience OR 13+ years of relevant experience.
• Strong relationship-builder with proven ability to mobilize stakeholders.
• Entrepreneurial mindset with experience initiating or scaling programs.
• Experience with CSR, philanthropy, workplace giving programs, and/or fundraising.
• Experience working with nonprofits/NGOs, including familiarity with U.S. 501(c)(3) requirements.
• Strong strategic thinking and results orientation.
• Demonstrated ability to build impactful partnerships with diverse internal and external actors.
• Excellent written and oral communication skills.
• Ability to work effectively in a multicultural, matrixed environment.
• Strong understanding of WBG operations.
• Strong network with civil society organizations is a significant plus.
