The Individual Contractor will provide administrative and logistical support to the INC Secretariat to facilitate the effective participation of Observer organizations in INC sessions and related activities. The assignment includes supporting observer registrations and participation processes, assisting with the administration and tracking of travel support, and providing logistical and organizational support for meetings, webinars, and briefings, ensuring accurate documentation, timely communication and smooth operational delivery in accordance with established procedures.

Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The fifth session of the United Nations Environment Assembly (UNEA) adopted resolution 5/14 on plastic pollution, including in the marine environment, and provided the mandate for the establishment of an intergovernmental negotiating committee to develop a legally binding instrument on plastic pollution, including in the marine environment. The international legally binding instrument on plastic pollution, including in the marine environment, could include both binding and voluntary approaches, based on a comprehensive approach that addresses the full life cycle of plastic. The Individual Contractor will work in the INC secretariat on Plastic Pollution supporting the implementation of UNEA resolution 5/14 “Ending plastic pollution: towards an international legally binding instrument”. Under the overall guidance of the Executive Secretary and the direct supervision of the Programme Management Officer, the Individual Contractor will be responsible for the following duties: 1. Observer Registrations and Participation Support • Review registrations from Observer organizations to participate in INC sessions according to established criteria. • Prepare records and summaries of applications for internal review. • Support the approval process for Observer participation, including documentation and communication to the participants. • Support the preparation of the List of Participants for INC sessions and other events. 2. Travel Support Administration • Assist in reviewing and documenting requests for travel support from Observer organizations. • Prepare supporting materials for internal review and approvals. • Track and maintain records of approved travel support. 3. Meeting and Event Support • Prepare and disseminate logistical and organizational information regarding Observers’ participation in INC session. • In-session logistical support to facilitate Observer’s participation. • Assist in organizing webinars, online meetings, and briefings for Observers. • Support Secretariat leadership during meetings with Observer organizations, including taking notes and tracking follow-up actions.
Qualifications/special skills
A first-level university degree (bachelor’s degree) in international relations, political science, environmental studies, public administration, social sciences, or a related field is required. A minimum of 2 years of relevant work experience in administrative, programme, or stakeholder support functions, preferably within an international organization, UN entity, government institution, NGO, or civil society organization is required. Experience supporting meetings, consultations, or multistakeholder processes is required. Strong written and oral communication skills, with the ability to prepare clear summaries, correspondence and briefing materials under supervision is required. Ability to organize information, maintain records and manage multiple tasks within established procedures and timelines. Demonstrated professionalism, discretion and cultural sensitivity when working with diverse stakeholders. Good interpersonal skills and ability to work effectively as part of a team. Basic analytical skills to compile data, prepare summaries and support internal reporting. Proficiency in standard office software (e.g. Word, Excel, Outlook, virtual meeting platforms).

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (oral and written) is required.
