Overview of position

Our client is an operational arm of the United Nations, supporting the successful implementation of its partners' peacebuilding, humanitarian, and development projects around the world. Mandated as a central resource of the United Nations, our client provides sustainable project management, procurement, and infrastructure services to a wide range of governments, donors, and United Nations organizations. With over 6,000 personnel spread across 80 countries, our client offers its partners the logistical, technical, and management knowledge they need, where they need it. By implementing around 1,000 projects for our partners at any given time, our client makes significant contributions to results on the ground, often in the most challenging environments.

Our client is undertaking a three-year project that aims to improve basic living conditions for returnees in the liberated rural areas of Al-Anbar governorate through the rehabilitation of up to 1,000 housing units and restoration of decentralized services. The decentralized services component will entail the provision of solar street lighting, the rehabilitation of selected community roads, and the restoration of water and sanitation networks and/or stations. When feasible, the rehabilitated housing units will be connected to the restored decentralized services, taking into consideration the whole neighborhood. The rehabilitation of housing and basic services will be guided by a needs-based approach.

Role objectives
  • Develop a gender-sensitive communication and stakeholder engagement plan with the support of the Project Manager.

  • Identify and engage with potential project beneficiaries.

  • Conduct household assessments.

  • Provide support to the Monitoring and Reporting Officer in compiling the project’s beneficiary database by analyzing the collected information from project locations, preparing summaries and briefing notes.

  • Maintain community awareness of project goals, grievance redress mechanisms (GRM), as well as housing, land, and property (HLP) rights (e.g., compensation, alternative ownership proof) through various activities in liaison with the Project Manager and other stakeholders.

  • Liaise with the municipality directorate on the selection of targeted areas for project implementation.

  • Undertake regular site visits to project sites independently or with the Project Manager and Project Team.

  • Maintain close and effective collaboration with all key stakeholders and ensure their active participation in all project activities and committees.

  • Ensure community participation includes the most vulnerable and marginalized groups.

  • Provide support to ensure project activities promote gender equality and do no harm, including preventing sexual exploitation, abuse, and harassment (SEAH) at the community level.

  • Raise awareness among contractors and suppliers in the field on expected behavior and zero tolerance for SEAH, in coordination with the HSSE, Engineers, and the rest of the community mobilizing team.

  • Follow up with the project team, contractors, and staff on safeguarding-related issues and tasks, including proper documentation, reporting, and filing in compliance with our client’s procedures.

  • Support communities in knowing how and where to report concerns or complaints safely, including SEAH-related issues, and share information on available support services.

  • Assist in explaining the project’s complaint and feedback mechanisms to community members in a safe, confidential, and culturally appropriate way.

  • Promote a survivor-centered approach by treating all concerns with respect, confidentiality, and sensitivity, and by referring cases only through approved channels.

  • Support the project team and contractors in carrying out and monitoring SEAH prevention actions, such as community awareness sessions and safe engagement practices.

  •  The project management processes are designed to deliver maximum accountability, transparency, and results. If a project or process is not in line with this, it is the responsibility of the Project Manager to raise the issue to the supervisor.

  • Contribute to innovation and the adaptation of best practice standards of sustainability and quality.
