Duties and Responsibilities
The International Trade Centre (ITC) is the joint agency of the World Trade Organization (WTO) and the United Nations (UN). It is the only development agency that is fully dedicated to supporting the internationalization of micro, small and medium enterprises (MSMEs). ITC's mission is to foster inclusive and sustainable economic development and contribute to achieving the United Nations Global Goals for Sustainable Development. ITC is implementing a 3-years project funded by the European Union in Timor-Leste: “Supporting Regional Integration and Trade”. The main objective of the project is to contribute to Timor-Leste’s economic integration and trade in the world and in the Southeast Asia region. This will be achieved through supporting Timor-Leste’s accessions and post-accessions to the World Trade Organization (WTO), the Association of Southeast Asian Nations (ASEAN), and the European Union-Pacific (EU-P) Economic Partnership Agreement (EPA). In doing so, the project aims to further develop Timor-Leste’s economy and dynamize the private sector through a better integration in the multilateral trading system. The project is implemented under the leadership of the Cabinet of the Vice-Minister for ASEAN Affairs (VMAA). Other main stakeholders within the government are the Cabinet of the coordinating minister for Economic Affairs (MCAE) and the Ministry of Commerce and Industry (MCI). Additional project counterparts include the National Parliament, the Private Sector, and the Civil Society. This will be achieved through tailored support to public and private sectors in Timor-Leste through development of technical materials, and delivery of seminars, and awareness-raising events including tailored workshops and trainings. In this context, the project is also developing tailored business guides, focused on the private sector, as well as thematic export handbooks to raise the awareness of exporters to export to the key destination markets and make use of multilateral, regional and bilateral trade agreements. ITC is seeking to recruit an international consultant to support the implementation of its activities in its ongoing project in Timor-Leste. Description of Responsibilities The International Consultant will work under the technical guidance of the Programme Officer, DMD/SPTI and under the overall supervision of the Senior Officer, Business and Trade Policy, DMD/SPTI to support the implementation of the on-going activities of the project in Timor-Leste and on the development of new activities for the workplan for 2026. Additionally, the consultant will develop a export handbook on exporting from Timor-Leste to Australia capturing all the relevant export and import regulations and procedures to raise awareness of the exporters on the topic. The consultant will be required to work and collaborate closely with other staff and consultants working on the project, including in Timor-Leste and in ITC's headquarters in Geneva. The consultant will be responsible for the following activities: 1. Conduct research into the implications of Timor-Leste’s admission to ASEAN and accession to the WTO including on its trade obligations, domestic reforms, bilateral and regional agreements and impact on private sector and international trade. 2. Provide implementation support to the ongoing project activities included in the workplan for 2026 on various trade and investment policy topics including by engaging with stakeholders, developing concept notes, and drafting technical notes, research papers and PowerPoint slides. Subsequently, the draft materials will be presented to public and private sectors for validation and finalized based on the feedback received. 3. Develop two detailed “export procedure handbook” report for Timorese businesses to export targeted products to targeted markets. The handbook will include information on all export and import related regulations and procedures regarding the targeted products and markets a business in Timor-Leste needs to comply with, including trading arrangements with partner countries (e.g. preference schemes), export requirements such as business formalization and customs clearance, import regulatory requirements (including border measures, food safety and labelling requirements), sustainability standards, customs documentation and logistics requirements. The draft handbooks will be validated by the stakeholders and partners in Timor-Leste and finalized based on the feedback received. 4. Contribute to the reporting requirements of the project including by collecting means of verification, drafting narratives for project activities including their impact and outcomes. Identify gaps in the indicators and develop activities with the project manager to address them during the remaining duration of the project. Copyright Clause: The consultant has to ensure that she has obtained the necessary permissions with regard to intellectual property rights required to perform her services under this consultancy contract and for the subsequent dissemination by ITC in any form. Documentary proof is to be submitted to ITC. Should any license fee be due for the use of copyrighted materials of third parties, the consultant shall request the prior written permission from ITC. Qualifications/special skills
Advanced degree (MA/MSc or other) in Law, International Economics, International Trade, Development studies or related field. • At least four years of professional experience in international trade, law or a related field • Proven experience in trade compliance, customs, rules of origin and cumulation is required • Proven experience in developing trade compliance manuals is required • Knowledge of government structure in Timor-Leste desirable Skills o Excellent drafting skills to produce high-quality documents o Proven ability to explain complex information in a simple and succinct manner o Ability to work independently with minimum supervision
