Result of Service
The service will ultimately result in strengthened institutional capacity and accountability for gender-responsive and inclusive disaster risk reduction, with direct support to the Gender Advisor, who leads on the dissemination and implementation of the Sendai GAP, coordination across UN entities, and the integration of WIN DRR into UNDRR’s core work. Through this support, practical tools, capacity-building resources, and stronger monitoring frameworks will be developed to assist UNDRR’s staff, Member States, and civil society in applying Sendai GAP indicators to policies and programmes, while ensuring quality reporting obligations are met. Targeted capacity development of UNDRR staff, partners and stakeholders will further enable their effective participation in implementing and monitoring the Sendai Framework and its Gender Action Plan.

Duties and Responsibilities
Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG/ASG), UNDRR has over 150 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors, analyses, and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyses action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community. Disaster risk reduction (DRR) straddles both development and humanitarian action. In line with the guiding principles of the Sendai Framework for Disaster Risk Reduction 2015–2030, UNDRR has been strengthening its institutional work on gender-responsive and inclusive disaster risk reduction and advancing women’s leadership, including through the flagship Women’s International Network for Disaster Risk Reduction (WIN DRR) and the dissemination and implementation of the Sendai Gender Action Plan (GAP) across regions. Ongoing efforts also include supporting the application of recommendations from the UN Joint Study on Gender Equality, women’s empowerment and leadership in DRR, and facilitating the review of the Gender Strategy and Action Plan 2022–2025. These processes, together with internal and external consultations will also inform the development of a new Gender Equality and Disability Inclusion Strategy and Action Plan aligned with UNDRR’s Strategic Framework 2026–2029, ensuring strengthened accountability and more systematic integration of gender, women’s leadership, and social inclusion in DRR.UNDRR ROAP is seeking an experienced consultant to support the following roles and responsibilities. The consultant will be homebased and will work under supervision of Gender Advisor based in UNDRR ROAP in Bangkok to support the following tasks: 1. Support the roll-out and implementation of the Sendai Gender Action Plan (GAP) - Consolidate lessons learned and support knowledge management related to the implementation of the Sendai GAP, including consolidation of good practices, lessons learned, and emerging trends across regions. - Contribute to analytical work on gender equality and women’s participation and leadership in disaster risk reduction, including intersectional dimensions and emerging issues. - Review, synthesis, and quality assurance of data, analysis, and knowledge products generated by regions and partners. - Contribute to efforts to strengthen awareness, uptake, and implementation of the Sendai GAP, including through relevant global frameworks, voluntary commitments, and engagement with national and regional counterparts. - Strengthen knowledge and implementation of the Sendai GAP, including through the Sendai framework Voluntary Commitments (SFVC) and support to national focal points. 2. Technical Support to the Women’s International Network on Disaster Risk Reduction (WIN DRR) - Provide technical and coordination support to activities related to the WIN DRR network, including knowledge exchange, outreach, communication, and advocacy initiatives. - Support consultations and engagement with WIN DRR finalists and awardees, as well as relevant stakeholders, to identify opportunities to strengthen linkages between women’s leadership initiatives and gender-responsive disaster risk reduction. - Contribute to the documentation and dissemination of good practice examples and stories highlighting women’s leadership and innovation in DRR. 3. Capacity Development and Learning on Gender Equality - Support the development of capacity development plan on gender equality and inclusion informed by previous capacity assessments, surveys, and learning exercises. - Contribute to the development of training, guidance, and learning materials for UNDRR staff, Member States, and partners. - Support analytical work, including gender and power analysis, to inform organizational strategies, policies, and action plans in line with UN system requirements and standards. 4. UN System Reporting and Strategy Implementation - Provide technical support to UNDRR’s engagement in UN system-wide processes related to gender equality and women’s empowerment in disaster risk reduction. - Contribute to analysis, coordination, and reporting under UN system accountability frameworks, including UN-SWAP 3.0 and other relevant internal monitoring mechanisms. - Support reviews of existing strategies and action plans to inform the development and implementation of updated gender and disability inclusion strategies, ensuring alignment with UNDRR’s strategic priorities and in coordination with regional and headquarters colleagues.
Qualifications/special skills
Advanced University degree in international development, disaster risk reduction, environment, gender, or another relevant field is required. A first-level university degree with at least 2 additional years of qualifying experience may be accepted in lieu of an advanced university degree. Minimum five years experience in DRR, gender, and/or GEDSI is required. Experience with UN system or similar international organizations in the Asia-Pacific region is desirable. Experience working with UN SWAP reporting and/or implementation of Gender Strategy and Action Plan is desirable.
Languages
Fluency in English is required.
