Nature of the consultancy:
Capacity Building Consultant for technical support to the Kingdom of Saudi Arabia, on the International Classification of Trafficking in Persons data (IC-TIP data) – consultancy B
Project Context and Scope:
The International Organization for Migration (IOM) within the framework of the project “Strengthening Mechanisms to Combating Human Trafficking in the Kingdom of Saudi Arabia” implemented in partnership with the National Committee to Combat Trafficking in Persons (NCCT) represented by the Human Rights Commission (HRC) is seeking a qualified and experienced Capacity Building Consultant that will be responsible for implementing activities related to data management, assessment, and compliance with ICS-TiP standards under the project. The selected candidate will assess and improve NCCT’s data collection methods, evaluate the e-NRM system for compliance with IC-TiP standards, and develop Standard Operating Procedures (SOPs) for data management. Additionally, they will lead training initiatives, including a Training of Trainers (ToT) for the NRM unit, develop a rollout training plan, and oversee its implementation with referral mechanism partners.
Organizational Department / Unit to which the Consultant is contributing:
Under the overall supervision of the Head of Office in the Kingdom of Saudi Arabia and direct supervision of the Project Manager of the Project “Enhancing Mechanisms for Combating Human Trafficking in the Kingdom of Saudi Arabia- Phase3”, and in close coordination with the Regional Thematic Specialist at the Regional Office (RO) and relevant units at Headquarters, the Capacity Building Consultant will be responsible for carrying the tasks mentioned in this contract.

Responsibilities
Category B Consultants: Outputs to be delivered under this contract
A) Conduct 1 Training and Capacity-Building Workshop on Data Management and SOP Implementation
- Develop training materials and conduct workshops for relevant stakeholders.
- Ensure proper implementation and understanding of data management SOPs.

B) Conduct 1 Training of Trainers (ToT) for the NRM Unit on Data Management and SOP implementation
- Train NRM unit members on IC-TiP to enhance their technical expertise.
- Equip them with the necessary skills to train others within the mechanism.

C) Develop a Structured Training Plan for Program Rollout
- Design a strategic plan for delivering training to focal points across entities within the referral mechanism.
- Ensure the plan is comprehensive and aligns with IC-TiP.

- Facilitate the rollout of training sessions to ensure widespread capacity building.
- Monitor engagement and knowledge transfer effectiveness, making necessary adjustments for optimization.

Performance indicators for the evaluation of results
The Capacity Buidling Consultant’s performance will be evaluated based on the following key deliverables:
Training & Capacity Building
- Training of Trainers (ToT) Completion – A ToT session on IC-TiP standards is successfully conducted for the NRM unit.
- Training Plan Development – A structured training plan for rolling out the training with referral mechanism partners is designed and approved.
- Training Rollout Implementation – Training sessions are delivered as per the rollout plan, ensuring stakeholder engagement and capacity enhancement.
Stakeholder Coordination & Collaboration
- Workshop Conducted – Stakeholder consultations and validation workshops on data tools, SOPs, and training plans are organized and completed.
- Engagement with Government Partners – Effective coordination with Saudi authorities, ensuring alignment with national anti-trafficking strategies.
- Interagency Coordination – Timely collaboration with relevant agencies, including IOM, NCCT, and other referral mechanism entities.
Reporting & Documentation
- Timely Submission of Reports – All assessments, training reports, and SOP documents are submitted within agreed timeframes.
- Data Quality & Accuracy – Ensures consistency, accuracy, and security of collected and managed data.
Monitoring & Evaluation Follow-up – Periodic reviews conducted to measure impact and sustainability of implemented processes.
Qualifications
Education, Experience and/or skills required
Bachelor's degree (or higher) in Social Sciences, International Relations, Public Administration, Human Rights, Migration Studies or a related field.
Minimum 5–7 years of experience in capacity building, training, or Training of Trainers (ToT) programs within an international organization, government, or NGO.
Experience in developing and delivering training programs related to data management, monitoring & evaluation, and compliance with international labor and human rights standards.
Familiarity with National Referral Mechanisms (NRMs) and anti-trafficking frameworks, particularly ICS-TiP standards, is highly desirable.
Strong background in multi-stakeholder coordination, particularly in working with government entities, civil society, and international organizations.
Experience in drafting and implementing Standard Operating Procedures (SOPs) for training and knowledge management.
Prior experience conducting similar capacity-building initiatives for the International Organization for Migration or other UN agencies is an advantage.

Technical proficiency in data management systems, reporting tools, and database platforms.
Excellent training and facilitation skills, including curriculum development for workshops and ToTs.
Strong organizational and project management abilities, with attention to detail and the ability to multitask.
Excellent communication and interpersonal skills, with experience in stakeholder engagement.
Languages:
The consultant is expected to be fluent in English and Arabic.
Travel required
Willingness and ability to travel to Saudi Arabia whenever required.
