Project Context and Scope
In support of programme divisions, the Unit conducts data collection exercises to gather feedback from people (e.g., local communities, refugees and other affected populations) who receive assistance or services under IOM programmes. Since beneficiary feedback is crucial for understanding assistance impact, satisfaction, and further needs or suggestions, collecting quality data is an important step in the workflow of supporting programme divisions.
To ensure timely and high-quality data collection, IOM Moldova will establish a roster of trained and vetted enumerators/field data collectors who can be engaged on an on-call basis. Each call-off assignment will define the specific methodology, tools, locations, timeline, deliverables, and reporting requirements.
Responsibilities
Attend required briefing and training sessions (including tool-specific training) prior to deployment.
Conduct CATI interviews and/or face-to-face interviews, and when applicable support KIIs/FGDs, according to the call-off assignment.
Administer questionnaires accurately, ensuring questions are asked as written and answers are recorded clearly and correctly.
Collect observational data where required by the methodology.
Ensure ethical conduct, including obtaining informed consent and maintaining confidentiality and data protection.
Use digital tools (e.g., Kobo/ODK or other platforms) or paper forms as instructed.
Submit data promptly according to deadlines and instructions (including synchronization/upload where relevant).
Report issues, challenges, or inconsistencies to supervisors and participate in debriefings.
Report urgent cases to supervisors for further referral in line with established procedures.
Travel when necessary, as defined in the call-off assignment.
Call-off Assignments (On-call Modality)
Engagement under this roster will be through call-off assignments issued by IOM. Each call-off will specify the assignment title, locations/coverage, dates and expected workload, tools/methodology, deliverables and performance expectations, and payment basis as applicable.
Performance indicators for the evaluation of results
Productivity: Number of completed interviews/records per day/week (as defined in the call-off assignment).
Data Quality: Consistency and completeness of responses across items (spot-checked/validated by supervisor).
Timeliness: Submission of assigned data within agreed deadlines.
Ethical Compliance: Rate of informed consent properly obtained – 100%.
Professionalism: Respectful engagement with respondents and adherence to instructions and reporting lines.
Qualifications
Required Qualifications and Experience
Education
High School diploma with at least one year of relevant experience performing similar responsibilities (field data collection, surveys, monitoring).
Experience and Skills
Experience in data collection methods.
Experience in building and maintaining key informant networks (asset, depending on assignment).
Experience using paper questionnaires and forms when conducting interviews (where applicable).
Experience using computers, mobile phones, and/or tablets for data collection or data entry.
Experience with Kobo or other data collection software (asset).
Languages
For this consultancy, Romanian and Russian proficiency is required, Ukrainian and English desired.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes
IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
