Project Context and Scope
Aligned with national priorities to enhance the response to Trafficking in Human Beings (THB), the analysis will target systemic gaps within legal, institutional, and operational frameworks, focusing specifically on forced labor and labor exploitation. Although a national framework exists, persistent challenges throughout the criminal justice process, from proactive identification to successful prosecution, require comprehensive intervention. The objective of this consultancy is to evaluate current laws, bylaws, and policies to ensure effective victim protection and perpetrator accountability; review the mandates and inter-agency collaborations among key stakeholders to clarify roles in screening, identifying, and referring potential human trafficking victims, including investigation and prosecution; identify specific evidentiary and procedural barriers that hinder effective investigation, prosecution of labor cases, and victim support; and analyze the evolving demographics of labor exploitation and mapping of current situation.
Responsibilities
- Legal and policy analysis in accordance with the EU Acquis.
- Identify current trends in recruitment, coercion, and the use of "grey economy" sectors (e.g. agriculture, construction, service industry) to hide exploitative practices.
- Review inter-agency mandates and the efficacy to optimize coordination between labor inspectorates, police, the judiciary, and the protection system.
- Assess the efficacy of screening, identification, and referral protocols.
- Actionable recommendations.
Timely delivery of all outputs in accordance with the agreed timeline.
Analytical quality and depth of the analysis.
Practical relevance and feasibility of recommendations.
Clarity, structure, and usability of reports for policymakers.
Adherence to ethical guidelines regarding victim confidentiality and data protection throughout the research process.

Qualifications
Required Qualifications and Experience
Education
Advanced degree in law, economics, public policy, social sciences, or related fields.
Experience
Minimum 7-10 years of professional experience in anti-trafficking initiatives
Proven experience in conducting comprehensive legal analyses and familiarity with the EU Acquis.
Demonstrated experience working with national stakeholders, including police and prosecutor authorities, labor inspectorate, etc.
Strong capacity for situational mapping and qualitative research, including the ability to identify modus operandi and demographic trends in forced labor.
Experience working with public institutions and/or international organizations.
Strong analytical and report writing skills.
Skills

In-depth knowledge of labor market dynamics. THB, labor exploitation.
Ability to formulate practical, policy-relevant recommendations.
Ability to work independently and meet deadlines.
Languages
For this consultancy, fluency in English and Macedonian is required.

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
