IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Project Context and Scope
Peace, Crisis Response and Operations Unit. The project: "Strengthening capacities of institutions and border communities of Kyrgyzstan for increased cooperation with Uzbekistan” (PB.0203.KG10.X:1:1:001).
Responsibilities
- Conduct regular field visits to pilot districts, border communities, and Border Checkpoints (BCPs) to monitor IOM activities, including trainings, awareness campaigns, community dialogues, job fairs, and service delivery interventions;
- Verify implementation against approved workplans, indicators, and timelines;
- Observe compliance with gender-sensitive, conflict-sensitive, and “Do No Harm” principles, in line with the project design;
- Prepare regular monitoring reports (monthly/quarterly) summarizing findings, progress against outputs, challenges, and actionable recommendations;
- Contribute to IOM inputs for joint project progress reports and M&E products, as requested;
- Provide rapid feedback notes following field missions when urgent issues are identified;
- Coordinate monitoring schedules with IOM to avoid disruption of activities;
- Participate in relevant internal coordination or review meetings upon request;
- Support adaptive management by providing evidence-based recommendations to improve implementation quality and impact of the project; Upon request of IOM, undertake additional tasks linked to monitoring functions but fall within the scope of project support, coordination, documentation, or field assistance.
- Timely submission of high-quality monthly/quarterly and final monitoring reports;
- Accuracy and relevance of findings and recommendations;
- Responsiveness to emerging challenges and risks.
Qualifications
Required Qualifications and Experience
- Bachelor’s degree in social sciences, international relations, development studies, migration studies, monitoring and evaluation, or a related field. Advanced degrees are an asset;
- At least 3–5 years of relevant experience in monitoring, evaluation, project implementation, or field-based research;
- Proven experience working with Government partners, international organizations, UN agencies, or NGOs;
- Relevant experience in cross-border regions, migration, social cohesion, or peacebuilding projects is a strong asset;
- Strong analytical, reporting, and research skills;
- Ability to collect and synthesize qualitative and quantitative data;
- Good understanding of gender, conflict sensitivity, and human-rights-based approaches;
- Proven communication skills, with a strong command of Kyrgyz and English language.
Languages
For this consultancy, a strong command of Kyrgyz and English language is required. Knowledge of Russian language is desirable.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes
IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
