Mission and objectives

Bangladesh is amongst the most vulnerable worldwide to the impacts of climate change, both in terms of sudden onset hazards (cyclones, floods) and slower onset processes (droughts, heavy rainfall, coastal erosion, sea level rise). Different patterns of human mobility related to climate change have been reported across the region, including disaster risk management and evacuations, labour migration and urbanization in contexts of environmental degradation, and planned relocation processes.

In 2018, IOM started Disaster Risk Reduction (DRR) activities in the host communities of Cox’s Bazar with the aim of providing multi-level DRR support for reducing disaster risks while achieving climate resilience and protection of vulnerable groups in times of disaster. Substantial structural and non-structural capacity building initiatives in disaster management, early warning and prevention have been implemented with different levels of Government authorities and local host communities in several districts and sub-districts of Cox’s Bazar. IOM will be implementing an 18-month project within host communities, focusing also on enhancing DRR social protection and support the development of coherent approaches in the Cox’s Bazar to address the challenges of Disaster Risk Reduction, Climate Change, Environment Protection and Resilience in the context of sudden-onset and slow-onset disasters, including by taking into consideration relevant recommendations from international frameworks, such as the Global Compact for Safe, Orderly and Regular Migration (GCM), the Paris Agreement and the UNFCCC, and the Sendai Framework for Disaster Risk Reduction.

Context

This United Nations Volunteers (UNV) assignment is in support of the Migration Policy and Sustainable Development (MPSD) programme unit, which constitutes an integral part of IOM’s development portfolio in the Bangladesh Country Office. The MPSD unit supports efforts to strengthen migration governance, promote safe and regular labour migration pathways, facilitate systems for return and sustainable reintegration, as well as harness the developmental benefits of migration more broadly. This also consists of technical support for progress towards the Global Compact for Safe, Orderly and Regular Migration (GCM), including facilitation of the national coordination mechanisms under its umbrella. Close engagement with government counterparts, UN agencies, civil society organizations, academic partners, and development actors is required to advance evidence-based initiatives that contribute to structural, local, and community-level impacts. This assignment will encompass support for all the projects under the MPSD programme.

Task description

Under the direct supervision of the Head of Migration Policy and Sustainable Development (MPSD), the UN Volunteer will be undertaking the following tasks:

• Contribute to the results-based reporting and documentation of programmes and projects, to ensure various reporting requirements and deadlines are met.

• Support development of new projects and programmatic interventions in line with emerging issues, in close coordination with the Programme Support Unit

• Support effective coordination with international partners, government, UN agencies, civil society, and other stakeholders in the course of project implementation, ensuring effective donor visibility and communications

• Contribute to knowledge management maintaining accurate, updated, and pertinent records of all correspondences, project files, and related information

• Support in implementation of various project interventions with the guidance of project managers/component leads

• Perform such other duties as may be assigned
