activities in relation to climate change adaptation sectors under the direct supervision of the TNA Coordinator. The contractor shall provide technical services, on a part time basis, for the assessment of technology needs for climate change adaptation activities in Mongolia and shall provide the following outputs: ● A portfolio of technologies for the sector ● A Technology Needs Assessment (TNA) report describing the prioritised technologies for adaptation in Agriculture Sector and Forest and Land Use sectors including the process followed and the rationale for the latter. UNEP Copenhagen Climate Centre will provide a template for the TNA report. ● A Barrier Analysis and Enabling Framework (BA&EF) report on existing barriers for the prioritised adaptation technologies and enabling framework to facilitate the deployment and diffusion of technology priorities. UNEP Copenhagen Climate Centre will provide a template for the BA&EF report. ● A Technology Action Plan (TAP) report for adaptation, including 2-4 project ideas for the implementation of the TAP, and one policy brief per technology taken to the TAP in the format agreed for the project with UNEP Copenhagen Climate Centre. UNEP Copenhagen Climate Centre will provide a template for the TAP report and policy briefs. Field trips and trips to attend training and capacity-building workshops will occur. Monitoring and Progress Controls In close collaboration with the rest of the national TNA team and the TNA Coordinator and Regional Centre, the contractor will be responsible for, inter-alia: a. Organising consultative stakeholder meetings and workshops (TNA validation, BAEF validate and TAP validation). b. Identification and prioritization of technologies for Agriculture Sector and Forest and Land Use Sector through a participatory process with a broad involvement of relevant stakeholders, including; i. identification and link-up with relevant stakeholders and facilitation of the sectorial working groups to be set-up, ii. identification of institutions for data and other support, and iii. collecting, analysing and synthesizing information and data to prepare technology fact sheets for the two sectors. c. Leading the process of analysing with the stakeholder groups how the prioritised technologies can be implemented in the country and how implementation circumstances could be improved by addressing the barriers and developing an enabling framework based, inter-alia, on undertaking of local market and other assessments, as may be required; d. Prepare and finalize the TNA, BA&EF and TAP reports, with project ideas and policy briefs, and with inputs of stakeholders included. i. Prepare working papers and other TNA-related documents as may be required to ease the consultative process and harnessing inputs from stakeholders during meetings and workshops, amongst others. e. Provision of any other inputs, as may be required, relevant to related part of the TNA process and output targeted as may be requested by the TNA Coordinator, the UNEP Copenhagen Climate Centre, Regional Centres and the National TNA Committee. The contractor will be required to use best practices, guidelines, methodologies and technical guidance available through the UNEP Copenhagen Climate Centre and other approved sources. Its work focuses on assisting developing countries and emerging economies transition towards more low carbon development paths, and supports integration of climate-resilience in national development. UNEP-CCC is actively engaged in implementing UN Environment’s Climate Change Strategy and Energy Programme. Technology Needs Assessment (TNA) is a set of country-driven activities leading to the identification, prioritization and diffusion of environmentally sound technologies for mitigation and adaptation to climate change. The TNA project is implemented by the United Nations Environment Programme and the UNEP Copenhagen Climate Centre, supported by UNOPS, on behalf of the Global Environment Facility. The current Global TNA project, deriving from window (i) of the Strategic Program on Technology Transfer, is designed to support countries to carry out improved Technology Needs Assessments within the framework of the UNFCCC. The project supports countries that wish to update an earlier TNA as well as those embarking on a TNA for the first time. The purpose of the TNA project is to assist participant developing country Parties identify and analyse priority technology needs, which can form the basis for a portfolio of environmentally sound technology (EST) projects and programmes to facilitate the transfer of, and access to, the ESTs and know-how in the implementation of Article 4.5 of the UNFCCC Convention. Hence TNAs are central to the work of Parties to the Convention on technology transfer and present an opportunity to track an evolving need for new equipment, techniques, practical knowledge and skills, which are necessary to mitigate GHG emissions and/or reduce the vulnerability of sectors and livelihoods to the adverse impacts of climate change. The main objectives of the project are: ● To identify and prioritise through country-driven participatory processes, technologies that can contribute to mitigation and adaptation goals of the participant countries, while meeting their national sustainable development goals and priorities; ● To identify barriers hindering the acquisition, deployment, and diffusion of the prioritised technologies; ● To develop Technology Action Plans specifying activities and enabling frameworks to overcome the barriers and facilitate the transfer, adoption and diffusion of selected technologies in the participant countries and policy briefs summarizing the policy relevant actions within the Technology Action Plans in a short and user-friendly way; ● To develop concept notes for attracting funding to implement selected technologies in priority areas of national relevance. International travel might be required for this consultancy. Task 1. Identify Priority Technologies for Adaptation Key Activities (Scope) Review existing national documents including the NDC, sectoral policies, National Communications and previous TNAs. For countries updating earlier TNAs, identify areas requiring revision, new technologies and updated national conditions relevant to achieving the NDCs. In close collaboration with the TNA Coordinator and other TNA consultants, support and facilitate sectoral working groups composed of technical experts and practitioners. Through a participatory process, identify relevant adaptation technologies. Apply a multi-criteria analysis (MCA) to prioritize the selected technologies and agree on a portfolio of 8–12 priority adaptation technologies per sector. Deliverable(s) Portfolio of 8–12 prioritized adaptation technologies per sector. Prepare Report on Priority Technologies (TNA Report) Key Activities (Scope) Prepare the TNA report documenting the prioritization process and results. Present the methodology applied, stakeholder engagement process and outcomes of the multi-criteria analysis. Facilitate validation of the report through workshops with the TNA Coordinator, TNA team and the TNA Steering Committee. Revise and finalize the report, ensuring that it does not exceed thirty pages per sector. Deliverable(s) TNA Report, maximum thirty pages per sector. Deadline (Tentative) 31 May 2026 Notes / Inputs Detailed methodological guidelines for prioritizing technologies and the report outline will be provided by the UNEP Copenhagen Climate Centre at a regional capacity-building workshop. The prioritization represents the first analytical step of the TNA process and must be clearly reflected in the report. ________________________________________ Task 3. Conduct Barrier Analysis and Enabling Framework (BA&EF Report)** Key Activities (Scope) Conduct an analysis of market conditions and barriers affecting the development, deployment and diffusion of the 8–12 prioritized adaptation technologies per sector. Identify financial, regulatory, technical, institutional and market barriers. Propose measures to overcome these barriers and develop enabling framework recommendations including relevant rules, regulations and incentives. Prepare and validate the BA&EF report, ensuring that it does not exceed thirty pages per sector. Deliverable(s) BA&EF Report, maximum thirty pages per sector. Deadline (Tentative) 31 October 2026 Notes / Inputs Detailed methodological guidelines and report outline for the barrier and enabling frameworks analysis will be provided at a regional capacity-building workshop by the UNEP Copenhagen Climate Centre. ________________________________________ Task 4. Prepare Technology Action Plan (TAP)** Key Activities (Scope) In collaboration with the TNA Coordinator, TNA team and relevant stakeholders, develop Technology Action Plans for the deployment and diffusion of the prioritized adaptation technologies. Define specific actions, responsible institutions, timelines and potential funding sources. Propose project and programme concepts based on the priority technologies to facilitate future funding opportunities. Finalize the TAP report, ensuring that it does not exceed thirty pages per sector. Deliverable(s) TAP Report, maximum thirty pages per sector. Deadline (Tentative) 31 January 2027 Notes / Inputs Detailed methodological guidelines and report outline for the TAP will be provided by the UNEP Copenhagen Climate Centre. The TAP serves as a bridge between analysis and implementation. ________________________________________ Task 5. Prepare Policy Briefs and Co-Organise Dissemination Event** Key Activities (Scope) Prepare one policy brief for each technology included in the TAP. Summarize the key policy-relevant actions, implementation arrangements and investment needs in a concise format suitable for policymakers and potential donors. Support dissemination of the policy briefs and present them at the national TNA dissemination and donor engagement event organized by the National TNA Coordinator. Ensure that each policy brief does not exceed four pages. Deliverable(s) One policy brief per technology included in the TAP, maximum four pages each, and support to the dissemination event. Qualifications/special skills
The contractor should possess at least a postgraduate degree in environmental management or other climate-related fields. The contractor should possess expertise in the climate change adaptation sectors.Minimum of 7 years of relevant experience with Bachelors degree or minimum of 5 years of relevant work experience required with masters degree. The expert should possess at least 5 years of work experience in the Agriculture Sector or related fields, preferably in Mongolia. Also, at least 5 years of practical experience in relevant fields, including research analysis and project management. Experience in an international agency or organization is desirable, preferably in Mongolia.
Languages
