UNESCO Amman works to ensure inclusive, equitable and quality education in Jordan, advocating for education as a fundamental right and supporting national partners in delivering Sustainable Development Goal 4. A major area of focus is strengthening the Ministry of Education’s systems, capacities and evidence‑generation through a multi‑year, multi‑donor System Strengthening Partnership.
NORCAP’s collaboration with UNESCO aligns strongly with our shared commitment to building resilient national systems and improving education outcomes for all learners, including refugees. This assignment supports UNESCO Amman and the Ministry of Education (MoE) by strengthening national capacity in education statistics, data analysis and evidence‑based planning.
We are recruiting a Senior Data Analyst and Statician Officer to be based in Amman, Jordan until end of 2026. You will spend approximately 70% of the time working directly at the Ministry of Education and 30% at UNESCO Amman.
The role reports to the Chief of Education at UNESCO Amman, in coordination with the MoE’s appointed Director.
As the Senior Data Analyst and Statistician Officer, you will take on the following responsibilities:
Role and Responsibilities
- Strengthen MoE staff capacity, at central, field directorate and school levels in education statistics, data analysis and evidence‑based reporting.
- Deliver tailored training, mentoring and on‑the‑job coaching on education statistics, indicator development, and analytical reporting aligned with international standards.
- Support MoE teams in producing high‑quality analytical products, including dashboards, statistical tables, infographics and summary reports.
- Coordinate with the Queen Rania Centre to automate indicator calculations and contribute to standardised reporting across the education system.
- Advise MoE units on priority information products and help structure plans for regular monitoring outputs and policy briefs.
- Ensure alignment with global reporting requirements, including SDG 4, Education for Sustainable Development (ESD), and Greening Education benchmarks, and act as the primary technical liaison with the UNESCO Institute for Statistics.
- Represent UNESCO in relevant UN data committees, provide technical inputs to national reviews and assessments, and support integration of education data into the 2030 Population Census.
- Document progress and challenges through regular reporting and contribute to UNESCO Education Section and Steering Committee meetings.
Qualifications and Experience
To excel in this role, candidates should possess the following qualifications and skills:
- An advanced university degree in education statistics, measurement, data analysis or a related field.
- Significant experience in education statistics and analysis at national or sub‑national level, preferably within government or ministry settings.
- Demonstrated ability to deliver capacity development and technical mentoring on data systems, indicator frameworks and analytical reporting.
- Strong command of statistical and data visualisation software (e.g., Power BI, Tableau, STATA, SPSS, R) and advanced MS Office skills.
- Excellent interpersonal skills with the ability to collaborate effectively across institutions and multicultural environments.
- Knowledge of spoken and written Arabic is a strong asset and would facilitate the work of the Officer
- Deep knowledge of SDG 4 indicators, benchmarks and global monitoring frameworks.
