Role and responsibilities
The Logistics Officer is responsible for supporting the logistics and procurement functions at Norwegian Refugee Council, ensuring efficient and compliant acquisition, management, and distribution of goods and services. This position involves various logistics activities, including market survey, asset management, communications, documentation, reporting, coordination, fleet management, warehouse operations, customs clearance, and support distributions. The ideal candidate will have a good understanding of international trade regulations and donor procurement policies and strong organizational and communication skills.
Generic responsibilities

Assist the procurement team with the implementation of the procurement portfolio according to plan of action
Assist the procurement team to ensure proper filling system/ archives according to procedures in placed
Timely update and share contract management records and PTS reports as required
Specific responsibilities
Principal responsibilities Key Result # 1 – Purchase, and fleet management. Conduct and follow up daily operational logistic activities.
Using the AGRESSO online procurement module, receive purchase Requisitions from staff, get quotations for items from suppliers based on the expenditure levels and purchase the required items as per set policies.
Lead in receiving, reviewing and analyzing procurement requests to ensure they contain clear information and have the required specifications and ready for further procurement processes.
Collect quotes for requested products/services from reputable, reliable and qualified suppliers
Lead in preparing of RFQs, doing bid analysis and facilitating signature of bid documents by the bid committee and relevant technical person, and drafting tender documents, etc.
Regularly updating of framework agreement tracker and other contract follow-ups and share to relevant users regularly.
Log all requisition orders in the procurement tracking sheet and submit them to the Logistics Coordinator as required. Support in development of SOPs as requested
Oversee the movement of procured goods to the warehouse in line with guidelines. Support the administration of resources so that deliveries are achieved within set budgets, timelines and standards
Initiates payments for the supplies/materials/ items received and prepares GRN’s to be signed by receiving programs.
Assist emergency team to conduct market research on frequently purchase materials available in the local market and maintain a list of all identified and approved suppliers within base office.
Sometimes traveling to field office to support logistically and implement delegated logistic functions portfolio according to Plan of Action
Inform the Logistics Coordinator of assets that are purchased and need to update in the Asset register. Support Logistics and other teams on asset tracking and disposal after the annual asset verification exercise.
Prepare and develop logistic reports (Key Result # 2) as required by Country/Area office
Coordinate receiving of parcels and equipment from suppliers and support programme staff for distributions.
Manage the fleet (Key Result # 3) and maintain an effective fleet data that will generate a monthly fleet report on fuel, repair and maintenance, log sheet etc. as submitted by the drivers.
Prepare daily and weekly vehicle movement plan and update the tracker with collective request for different teams and coordinate accordingly.
Regularly check the vehicles and assign the appropriate kind of vehicle for the movements.
Coordinate Drivers’ leave plans, training needs while capacity building the drivers
Lead proper filling system/archives according to procedures in placed – that includes scanning of procurement documents, archiving of hardcopies and scanned copies.
Perform other logistics functions as delegated by the supervisor
